VERNON COUNCIL~fEN PRESENT: Leonis,Trowbridge, Anderson, Poxon and Mailliard C OUNC ILMEN ABSENT: None The meeting was called to order by Mayor J. B. Leonis. It was moved by poxon, seconded by Trowbridge, that the minutes of the previous meeting be approved. Motion carried. At this time the Clerk opened and read the bids for the sale of t~e real property described as Lot 37, in Block 3 of the Aldine Square Tract, as per Map recorded in Book 29, page 12, Miscella1l:Deous Records of Los Angeles County, California. It was moved by Mailliard, seconded by Trowhridge, that the bid of $6300.00 made by Buttress & McClellan, Inc., be accepted, and that the City Attorney be instructed to draw a resolution and present same to the City Council at an adjourned regular meeting to be held August 26th, 1946 at 10:00 o'clock A. M. Motion carried. Communication from J. M. Lowery, County Auditor, submitting statement of assessed valuations for year 1946-47, was read. It was moved by Anderson, seconded by Poxon, that t~e communica- tion be filed. Motion carried. Communication from the City Engineer, requesting authority to employ L. C. Gutierrez as semi-skilled laborer in Street and Water Depart- ment at the rate of $7.00 per day, effective August 14, 1946, was read. It was moved by poxon, seconded by Trowbridge, that the communi- cation be filed and request granted. Motion carried. - Communication from the City Engineer, requesting authority to employ M. S. Verdugo as semi-skilled laborer in Street and Water Depart- ments at the rate of $7.00 per day, ~ffective August 13, 1946, was read. It was moved by Trowbridge, seconded by Mai11iard, that the co~u- nication be filed and requeste granted. Motion carried. Communication from the City Engineer submitt!ng memorandum agree- ment lJetween City of Vernon and Department of Public Works of the State of California, providing for the accumulation of t cent gax tax funds accruing to Verbon during the fiscal year ending June 30, 1947, was read. It was moved by Trowbridge, seconded by Mailliard, that the commu~ nication be filed. Motion carried. Communication from Carl A. Heinze, Consulting Engineer, submitting lease agreement obtained by the Southern California Edison Co. from the Los Angeles Transit Lines, granting permission to the City of Vernon to make guy wire attachment to pole #25085-C of the Los Angeles Transit Lines, located a Pacific Blvd., and Leonis Blvd. was read. It was moved by Anderson,sesonded by Trowbridge, that the commu':' nication be filed. Motion carried. Report of the Vernon Industrial Development Association for period ending June 30, 1946, was read. ., l. 2~ti It was moved by Anderson, seconded by Trowbridge, that the report be filed. Communication from Ben Hulse, Chairman, Senate Interim Com- mittee on State and Local Taxation, advising of a meeting to be held September 3rd and 4th, 1946, at the State Building, Los Angeles, was read. It was moved by Trowbridge, seconded by Mailliard, that the communication be filed. Motion carried. Communication from Chars. T. Schiros,regarding the laying of w~ter lines in County Territory boUnded by Magnolia Avenue, 44th Street, Downey Road, 45th Street and Packers, Avenue, was read. It was moved by Poxon, seconded by Anderson, that the COmmu- nication be filed. Motion carried. Communication from California Wa1nutGrowers Association re- questing permission to housel50 to 200 Mexican Nationals for period of October lst to Christmas in Army hutments, wooden building l6'x16' of plywood construcDion on premises located at 2700 Fruitland Road, was read. It was moved by Poxon, seconded by Anderson, that the communi- cation be filed and the matter referred to the Fire Chief. Motion carried. Communication from Lester J.Sidney, requesting.that Downey Road Street sign be placed at Slauson Avenue and Downey Road, for traffic going eastward, was read. It was moved by Poxon, seconded by Anderson, that the communi- cation be filed and that the City Engineer notify Mr. Sidney that the crossing is not in the City of Vernon. Motion carried. Communication from the CityEngineer requesting authority to purchase Foster Pressure Regulators costing $3098.90 for various water connections, was read. It was moved by Trowbridge, seconded by Mailliard, that the communication be 'file d and request granted. Mot.ioh carried. Communica'i;ion from Robert L. Zurbach requesting permit to oper- ate steel warehouse at 2619 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Trowbridge, that the commu- nication be filed and permit granted. Motion carried. Communication from Star Wire Products requesting permit for the manufacture of wire and strip steel products at 5708 Alooa Avenue, was read. It was moved by Anderson, seconded by Poxon, that the communi- cation be filed and permit granted. Motion carried. Communication from K-C Products Co. requesting permit for the manufacture of Closet-Bathroom and Kitchen accessories at 3103 East 26th Street, was. read. It was moved by Anderson, seconded by Trowbridge, that the com- munication be filed and permit granted. Motion carried. Communication from Eston Chemicals, Inc. requesting permit to conduct a business of Industrial Equipment Retailer at 3100 East 26th Street was read. 2. 232 It was moved by Trowbridge, seconded by Mailliard, tmt the communication be filed and the matter referred to the Fire Chief and City Engineer. Motion carried. Communication from Jack R. Dukes requestihg permit to operate a light machine shop at 4717 District Blvd. was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nica~ion be filed and permit granted. Motion carried. Communication from Wayne W. Baughn and R. C. Ernst, requesting permit to conduct a diesel fuel system repair shop at 4301 Downey Road, was read. It was moved by Anderson, seconded by Trowbridge, that the communication be filed and permit granted. Motion carried. Communication from Frey Industrial Supply Co., requesting per- mit to haul refuse from premises at 3828 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Poxon, that the communiea- tion be filed and request granted. Motion carried. Communication from William Paddison requesting permit to haul refuse from premises of 2304 E. 37th Street, was read. It was moved by Anderson, seconded by poxon, that the communica- tion be filed and request granted. Motion car~ied. Report of the Police Department was read. It was moved by Anderson, seconded by Trowbridge, that the report be filed. Motion carried. Report of the Committee on Street Maintenance, Building, Purchas- ing and Library, was read. It was moved by Anderson, seconded by Trowbridge, that the report be filed. Motion carried. Report of Cark A. Heinze, Consulting Engineer, on operations of electric system by Southern California Edison Co. for the month of June, 1946, was read. .. It was moved by Anderson, seconded by Trowbridge, that the report be filed. Motion carried. Communication from Luigi Canale, Jr. requesting permit to sell lunches within the City, with letter of Boyle Midway Inc. attached, was read It was moved by Trowbridge, seconded by Anderson, that the commu- nication be filed and the matter referred to the Police Department. Motion carried. RESOLUTION No. 1312, fixing the compensation of Joseph A. Bigham, Janitor, a~180.00 per month, was read. It was moved by Anderson, seconded by Trowbridge, that Reso1utien No. 1312 be adopted. Motion carried. RESOLUTION No. 13lZ,a resolution pproving memorandum of 'Agreement for Accumulation of 1/4 cent gas tax al1oca!ed for streets of Major Import- ance, was read. ' 3. 233 It was moved by Anderson, seconded by Trowbridge, that Resolution No. 1313 be adopted. Motion carried. RESOLUTION No. 1314, a resolution authorizing and instructing the Mayor and vity Clerk to sign a pole lease for attachment of a guy wire to the pole of the Los Angeles Transit Lines, was read. It was moved by Anderson, seconded by Trowbridge, that Resolu- tion No. l314 be adopted. Motionc arried. ' ORDINANCE NO. 597, an Ordinance fixing the tax rate for the year 1946-47 was read for first reading. It was moved by Anderson, seconded by Trowbridge, that Ordinance No. 597, be passed for first reading. Motion carried. Communication from the City Engineer requesting authority to em- ploy Mr. J. L. Feeney as Sanitary Engineer effective August 20, 1946, at a salary of $250.00 per month to November 1, 1946 and at the rate of $275.00 per month beginning November 1, 1946, was read~ It,was moved by Poxon, seoonded by Anderson, that the communica- tion be filed and request granted. Motion carried. , It was moved by Anderson, seconded by Trowbridge, that the City Engineer ascertain and report if the fee charged, the Southern Los Angeles Water Company for digging in the street is sufficient to pay the cost to the City fot repair same. Motion carried. The application of Pioneer-Flintkote Company to manufacture roofing granules at 560l South Boyle Avenue, was presented by a representa- tive of the company, who informed the Council that in the evnt, during the course of the manufact~ring of said roofing granules, dust from tre same would cause a nuisance \'to any of the surrounding property, the company would immediately put in a dust collecting machine to collect said dust from their manufacturing process. It was moved by Anderson, seconded.by Trowbridge, that the applic- ation for a permit of the Pioneer-F1intkote Company be filed and a permit granted, with the understanding that in the event the process of manufact- uring roofing granules would create sufficient dust to bother or annoy the neighbors, that the Pioneer-Flintkote Company will install a dust col~cting machine so as to avoid any nuisance caused by dust originating from the premises. Motion carried. It was moved by Poxon, seco nded by Anderson, t ha t when this meeting adjourns, it shall adjourn to Monday, August 26th, 1946 at 10:00 o'clock A. M. Motion carried. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and the matter referred to the City Attorney, he to notify the Vernon Industrial Development Association of the contents of said 1etten Motion carried. Communication from Edward R. Bowen, consulting engineer, in ref- erence to the Filtrol Corporation Wast Water Disposal, was read. It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be filed. Motion carried. APPLICATION 11904, So. Calif. Gas Co. to make sewer connection in S/S Leonis jjlvd. to install 275 ft. of 3 inch gas main to serve Wm. Carter, Jr. approved by the City Engineer (laid over from 8/6/46/) was read.
