HELD ON SEPTEMBER 3, 1946 AT 2:00

The meeting was called to order by Mayor J. B. Leonis
It was moved by poxon, seconded by Anderson, that the minutes
of the previous meeting be approved. Motion carried.
Communication from The City Engineer, requesting authority to
.employ M. H. Torres as unskilled laborer in Street and Water Department at
the rate of $6.00 per day, effective August 23, 1946, was read.
It was moved by Poxon, seconded by Mail11ard, that the communica-
tion be filed and request granted. Motion carried.
Communication from the City Enginaer and the Fire Chief on appli-
cation of Eaton Chemicals, Inc., requesting permit to conduct a business
as retailer of industrial equipment at 3100 East 26th Street, was read. The
City Engineer and Fire chief recommend that permit be granted.
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and permit granted. Motion carried.
Co~unication from Carl.A. Heinze, Consulting Engineer, advising
that Mr. Fred Hurley has examined the records of the Vernon District Office
of the Southern California Edison Co. for period of May 30, 1945 to May 29,
1946 and reports that amounts reported by Edison Company are in agreement
with records maintained by Vernon District Office, was read.
It was moved by Poxon, seconded by Trowbridge, that the communica-
tion be filed. Motion carried.
Communicat~on from Carl A. Heinze, Consulting Engineer, submitting
Partial Release and ~onveyance executed by Harris Trust & Savings Bank and
Security-First National Bank of Los Angeles covering betterments, additions,
etc., to Vernon Electrical System under lease agreement with Southern Cal-
ifornia Edison Co. under daye of May 31, 1946, was read. The Consulting
Engineer reports that he has checked the Partial Release and Conveyance
and they fully describe the electrical property transferred and involved
under the terms of the lease agreement added by Southern California Edison
Company.
It was moved by Anderson, seconded by Poxon, that the communica-
tion be filed. Motion carried.
Communication from Feedstuffs Processing Co. requesting permit
for the manufacture ov vitamin supplements known as "Calbrew" on property
of Acme Brewing Co. now occupied by the Globe Milling Company on East 51st
Street, was read.
It was moved by ~nderson, seconded by Trowbridge, that the commu-
nication be filed and the matter laid over until the next meeting for in-
vestigation. Motion carried.
Communication from Standard Oil Company requesting permit for the
storage of automobile accessories at 4806 So. Boyle Ave. was read.

It was moved by Poxon, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from General Metals Corp. requesting curb painting
at 5701 So. Boyle Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Communication' from California Milling Corp~ regarding the installation
of boulevard stop signs at 55th & Alameda ~treets, was read.
It was moved by Anderson, seconded by Po~on, that the communica-
tion be filed and the matter referred to the City Engineer. Motion carried.
Communications from Electric Steel Foundry and Arrowhead Rubber
Co., requesting permit to hau+ refuse from their respective premises upon
and along the streets of the City' of Vernon, were read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nications be filed and permits granted. Motion carried.
Communication from Ai House Moving Co. requesting permit to
remove two trees on property line of 2340 and 2348 East 37th street, so
that houses may be removed from property was read.
It was moved by Poxon, seconded by Andersgn, that the communica-
tion be filed, and the matter referred to the City ~ngineer. Motion carried
Communication from Burndy Engineering Co. requesting that South-
ern California Gas Co. be issued permit to lay gas to 2960 Leonis Blvd.,
was re~d. (This is the Wayne Johnson property).
It was moved by Poxon, seconded by Anderson, that the communica-
tion be filed and permit granted subject to the approval of Wayne Johnson.
Motion carried.
Reques~ of G. A. Anderson, Deputy City C~rk, for week's vacation
leave beginning ~eptember 7, 1946, was read.
It was moved by Anderson, seconded by 'J:rowbridge, that the request
be filed and permission granted. Motion carried.
Communication from Longview Fibre Company requesting permit to
conduct a sales office and warehouse at 4609 Hampton Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Report of the Police Department was read.
It was moved by poxon, seconded by Mailliard, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchas-
ing and Library was read.

Communication from James Bertino requesting permit to operate a
tin shop at 2004 E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Fire Chief. Motion
carried.

Communication from E. Giles, Chief of Police, submitting new
personnel of Polic e Department, was read.
It was moved by Poxon, seconded by Mailliard, that the communi-
cation be filed ,and matter approved. Motion carried.
RESOLUTION 1316, a Resolution approving organization and rules
and regulations of Fire and Police Committee governing the Fire and Police
Departmen ts of the City of Vernon, was read.
It was moved by Poxon, seconded by Trowbridge, that Resolution
No. 1316 be apopted. Motion carried.
It was moved by Poxon, seconded by Trowbridge, that the City
Attorney and the City ~gineer study a plan of condemnation or otherwise,
to secure the system of the Southern California Water Company. Motion
carried.
