19461015 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 15, 1946 AT 2:00 P. M IN THE OFFICE OF THE CITY COUNCIL 4305 Santa Fe Avenue Vernon COUNCILMEN PRESENT: Leonis, Trowbridge, Anderson and Mailliard C OUNC ILMEN ABSENT: Poxon The meeting was called to order by Mayor J. B. Leonis. It was moved by Anderson, seconded by Trowbridge, that the minutes of the previous meeting be approved. Motion carried. At this time the Clerk announced that he had on his desk, bids for the furnishing and delivery of two hose trucks and one motor truck chassis and appurtenances, under Specifications No. l32A and 132B. The Clerk read bids from ,the fq110wing firms under specifications l32A: Mack International Motor Truck Corporation, and G.M.C. Truck & Coach Division of General Motors Corporation; and bids from the following firms under specifications l32B: Mack International Motor Truck Corporation, and GMC Truck & Coach Division of General Motors Corporation. It was moved by Anderson, seconded by Trowbridge, that the bids be referred to t he Fire Chief and the City Attorney for report. Motion carried. Communication from the C'ity Engineer requesting authority to employ Miss Barbara ,Ruth Evans as Stenographer in the Engineering Depart- ment at a salry of $170.per month, effective October 4, 1946, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and request granted. Motion carried. Communication from the City Engineer requesting authority to em- ~loy Douglas P. Wilson as Chainman in Engineering Department at a salary of '175.00 per month, effective October 2, 1 946, was read. It was moved by Trowbridge, seconded by Mai1liard, that the commu- nication be filed and request granted. Motion carried. Report of F. H. Donnelly, Fire Chief, on application of Capitol Records, Inc., requesting permit to operate warehouse at 2051 E. 38th Stree~ reporting that there will be no fire hazards and recommending that permit be granted, was read. It was moved by Mail1iard, seconded by Trowbridge, that the report and application be fi~d and permit granted. Motion carried. Communication and report of F. H. Donnelly, Fire Chief, on request of Er1e P. Halliburton, Inc. to erect a Quonset Hut on property located at 4724 S. Boyle Avenue for storage of cotton and installing cotton picking machine, was read. The Fire Chief reports that due to the hazared of this operation, he recommends that this type of installation should be housed in a class "A" sprinkled building, and should have a wall separating the man- u~acturing and storage part of the warehouse. It was moved by Anderson, seconded by Trowbridge, that the commu- nication and report be file d and p ermi t denied. Motion carried. Report of F. H. Donnelly, Fire Chief, on building permit applica- tions of Southern California Meat ~o. for locker room and washroom, and application for laundry, was read. The Fire Chief recommends that applica- tion for locker and wash room be granted and application for laundry shed be denied. 1. . 256 It was moved by Trowbridge, seconded by Mai11iard, that,the report of the Fire Chief be filed and his recommendations concurred in. Motion carried. Communication from Southern California Edison Co. Ltd. together with two copies of report prepared by their Engineering Department, showing proposed c9anges requred to be made in the equipment of the Diesel Gener- ating and ~istributing Station ~or operation on a frequency of 60 cycles et., was read. It was moved by Anderson, seconded by M~i1liard, th,at the commu- nication be filed and the matter referred to the ~lectrical Engineer. Motion carried. Communication from Southern California Edison Co. Ltd. submitting an easement from Western Chemical and Mfg. Co. to the City of Vernon, cov- ering easement for primary line right-of-way, also requesting an official acceptance for recording purposes, wes read. It was moved by. Anderson, seconded by Trowbridge, that the com- munication be filed and the matter referred tothe Electrical Engineer. Motion carried. Checks in the sum of $6300.00 from Buttress & McClel1an~ Inc., for the purchase of Lot 37, Block 3, A1dine Square Tract, were presented. It was moved by Anderson, seconded by ~rowbrldge, that the checks in the sum of $6300.00 be accepted and filed. Motion carried.. Check from the City of Glendale to reimburse the City of,Vernon for 44.3% of the cost of preparation of reporters' transcript in case No. 489890, state of California v. City of &os Angeles, et al, wa~. presented It was moved by Trowbridge ,seconded by Mailliard, t hat the check be filed and accepted. Motion carried. Report of C. A. Heinze, Consulting Engineer, on operation on Electrical system by Southern California Edison Co. for August, 1946, was read. It was moved by Mailliard, seconded by Trowbridge, that the report be filed. Motion carried. Communication from County Sanitation Districts of Los Angeles County requewting an appropriation of $400.00 from the State Aid Fund to the City of Vernon for construction of trunk sewers, treatment plants and outfalls sewers, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and the matter referred to the City Engineer. Motion carried. Communication from Cutting Engineering Works requesting permit to operate 11- ton Fordson Tractor with crane attached between their plant at 2035 E. 38th Street, and their storage yard at the Northwest corner of Ross and 38th Street, was read. It was moved by Trowbridge, seconded by Mailliard, that the communication be filed and the matter referred to the Police Department. Motion carried. Communication from Jack Wallace, Vernon fireman submitting application to rent municipal house at 4323 Furlong Place when vacated by M. R. Gregory, Edison Company, emppoyee, was read. It was moved by Mail1iard, seconded by Trowbridge, that the commu- nication be filed. Motion carried. 2. 2S~'l Communication from O. M. Newcombe, Vernon fireman, submitting application to rent manicipa1 house at 4323 Furlong Place when vacated by M. R. Gregory, Edison Company employee, was read.. Communication from White Rock Bottlers Co. requesting permit to conduct a bottling business at 2151 East 51st Street, was read. It was moved by Anderson, seconded by Mailliard, that the commu- nication be filed and permit granted. Motion carried. Communication from Pakco Company requesting permit to conduct an engine sales and service business at 5408 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Mai11iard, that the commu- nication be filed and the matter referred to the Fire Department. Motion carried. , Communication from Craig Welding Supply Co. requesting permit to conduct a welding equipment and supply business at 5670 Santa Fe Avenue was read. It was moved by Trowbridge, seconded by Mai11iard, that the commu- nication be filed and the matter referred to the Fire Department. Motion carried. Communication from Post Transportation Co. requesting a permit to conduct a care to be known as Alan's Cafe at 3156 E. 26th St. was read. It was moved by Mai1liard, seconded by Anderson, that the commu- nication be filed and the matter ~eferred to the Police Department. Motion carried. Communication from Melvin Magnet re~uesting permit to sell lunches within the City, was read. It was moved by Mai11iard, seconded by Anderson, that the commu- nication be filed and the matter referred to the Police Department. Motion carried. Communication from Arthur A. Dickson, requesting permit to sell lunches within the city, was read. A letter from ConsoJ.ldated Rock Prodcuts Co. attached. It was moved by Mai11iard, seconded by Anderson, that the communie cation be filed and the matter referred ~o the Police Department. Motion carried. Communication from Paul Hill requesting permit to hold rodeo on November 30th and December 1st, 1946 on proparty adjacent to Vernon Stock Yards at 44th & Alcoa Ave., with sheck in the sum of $200.00 attached, was read. It was moved by Mailliard, seconded by Anderson, that the commu- nication be filed. Motion carried. Communication from Great We.tern Live Stock show requesting per- mit to conduct livestock show at Union Stock Yards for period of November 30 to DecembeD 5, 1946, was read. (Mo fee accompanied application.) It was moved by Trowbridge, seconded by Mail1iard, that the communication be filed and the matter referred to the City Clerk to issue a permit upon payment of a license fee. It was moved by Trowbridge, sedonded by Anderson, that the report be filed. Motion carried. Communication from the City ~ngineer, requewting authority to employ Ra1p~ T. Miller as cement fihisher in Street & Water Departments at rate of $10. per day, effective October 15, 1946, was read. It was moved by Mai11iard, seconded by Trowbridge, that the communication be filed and request granted. Motion carried. RESOLUTION NO. 1320, accepting Grant of Easement from Western Chemical & Mfg. Co. was read. It was moved by Anderson, seconded by Mail1iard, that Resolution No. 1320, be adopted. Motion carried. ' Communication from Dr. C. B. Hubbard in reference to Charles E. Kirk, a member of the Fire Department, was read. It was moved by Trowbridge, seconded by Anderson, that the commu- nication be filed and the Fire Chief be instructed to again place Charles E. Kirk on the active Fire Department, in the position he had prior to his leave of absence. Motion carried. 4. 259 It was moved by Anderson, seeonded by Trowbridge, that the City Clerk request the resignation of the Health Officer to take effeet Novem- ber 1, 1946. Motion earried. At this time the City Clerk read the resignation of Couneilman poxon, owing to the faet that he has gone into the military serviee.
