MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCI-L OF THE CITY OF VERNON
HELD NOVEMBER 19, 1946 AT 2:00 P.M
IN THE OFFICE OF THE CITY COUNCIL
4305 SANTA FE AVENUE, VERNON.
COUNCILMEN PRESENT: Trowbridge, Anderson, Mailliard and Furlong
COUNCILMEN ABSENT: Leonis
The Mayor of the City being absent, the City Clerk called the
meeting to order and requested that a Mayor pro tem for the meeting be
elected.
It was moved by Anderson, seconded by Mailliard, that Trow-
bridge act as Mayor Pro tem. Motion carried.
The Mayor pro tem then called the meeting to order.
It was moved by Mailliard, seconded by Anderson, that the minutes
of the previous meeting be approved. Motion carried.
The City Clerk at this time announced that he had one bid on his desk
for the drilling of water well under Specific~tions No. 141.
It was moved by Mailliard, seconded by Anderson, that the Clerk
proceed to open the bids. Motion carried.
The Clerk then read the bid from Barber & Bridge Drilling Corpo-
ration, Ltd.
It was moved by Anderson, seconded by Mailliard, that the bid
be referred to the City Engineer for checking and report. Motion
carried. '
Communication from the City Engineer recommending the change in
Classification of A. Romero from common laborer to semi-skilled laborer,
M. H. Torres from common laborer to semi-skilled laborer and G. Ashby from
semi-skilled laborer to skilled laborer and respective rate of pay as es-
tablished by Resolution No. 1301, approved July 9, 1946, was read.
It was moved by Mailliard, seconded by Anderson, that the commu-
nication be filed and recommendation approved. Motion carried.
Communication from Atchison, Topeka & Santa Fe RAilway Co. re-
questing permission to erect temporary buildings to house laborers near
the Hobart Ice Plant, was read.
It was moved by Mailliard, seconded by Furlong, that the communi-
cation be filed and the matter referred to the -Fire Department for report.
Motion carried.
Conlmunication from Paul Hill requesting permission to h~g banners
on Downey Road and on Leonis Blvd. at Alcoa Avenue, advertising Stock Yards
Rodeo, was read. The banners to be hung from Bovember 16th to December 2nd
inclusive.
It was moved by Furlong, seconded by Anderson, that the communi-
cation be filed and the matter referred to the Police Department with power
to act. Motion carried.

Communication from F. H. Donnelly, Fire Chief and T. V. Cassidy,
City Attorney, in regard to request of Royal Rubber & Mfg. Co. to store
scrap automobile tires at 3698iEast 26th Street, was read. The Fire Chief
and City Attorney recommended the permit be granted.
It was moved by Furlong, seconded by Mailliard, that the communi-
, cation be filed and recommendation concurred in. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief,on request
of OWens Illinois Pacific Glass Co. to store 220,000 gallons of fuel oil
above ~round at Fruitland and Soto Streets, was read. The Fire Chief ~eports
that proposed storage is out of oil refinery zone, and recommends that the
request be denied.
It was moved by Furlong, seconded by Anderson, that the communica-
tion be filed and request denied. Motion carried.
Communication from County Health Department, reporting household
contacts of tuberculosis of Robert and Josephine Chavez, 2851 Leonis Blvd.,
was read.
It was moved by Furlong, seconded by Mailliard that the communi-
cation be filed. Motion carried.
Supplemental communication from Joseph Miller, requesting permit
to operate a detective agency within the city, was read.
It wss moved by Anderson, seconded by Mailliard, that the commu-
nication be filed and the matter referred to the Police Department for in-
vestigation and report. Motion carried.
Communication from Coast Radiator Co. requesting permit tooperate
an automobile radiator repair business at 2061 East 37th Street, was read.
It was moved by Anderson,~econded by Furlong, that the communica-
tion be filed and permit granted. Motion carried.
Communication from Bryant Electric Co. reg.uesting a permit<to con-
duct an electrical supply business at 3310 Leonis B~vd. was read.
It was moved by Mailliard, seconded by Furlong, that the communica-
tion be filed and permit granted. Motion carried.
Communication from Lee Gore requesting permit to conduct a check
cashing business at the northwest corner of Alcoa and Slauson Avenues, was
read.
It was moved by Anderson, seconded by Mailliard, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Communication from Tracy Tru~k Service requesting permit to conduct
a truck repair shop at 4402 District B~vd., was read.
It was moved by Furlong, seconded by Anderson, that the communica-
tion be filed and permit granted. M~tion carried.
Communication from Fred N. Carter requesting permit to sell
~unches within the city, was read. Letters from Rainier Brewing Co. and
American Can Co. were attached.
It was moved by Anderson, seconded by Mailliard, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.

Communication from C. D. and W. J. ~ould requesting permit
and license to place peanut and almond vending machines within the city
was read.
It was moved by Furlong, seconded by Mailliard, that the communi-
cation be filed and the matter referred to the Police Department. Motion
carried.
Communication from R. C. Greenfield, 2659 E. Randolph Street
Huntington Park, requesting permit to sell ice cream within the city,
was read.
It was moved by Anderson, seconded by Furlong that the communica-
cation be filed and the matter referred to the police Department.
Communication from L. A. Young Spring & Wire Corp. requesting
curb painting at3200 E. Slauson Ave. was read.
It was moved by Furlong, seconded by Anderson, that the commu-
niaation be filed and the matter referred to the. Police Department. Motion
carried.
Report of the Police Department was read.
It was moved by Mailliard, seconded by Anderson, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Pur-
chasing and Library was read.
It was moved by Anderson. seconded by Mailliard, that the report
be filed. Metion carried.
