MINUTES OF THE REGULAR MEETING OF THE
. CITY COUNCIL OF THE CITY OF VERNON
HELD ON DECEMBER 3, 1946 AT 2:00 PM
IN THE OFFICE OF THE CITY COUNCIL

COUNCILMEN PRESENT:
Leonis, Trowbridge, Anderson, Mailliard and

COUNCILMEN ABSENT:
None
The meeting was called to order by Mayor J. B. Leonis.
It was moved by Trowbridge, secended by Furlong, that the
minutes of the previous meeting be approved. Motion carried.
Communication and report of the City Engineer on application
of Atchison, Topeka and Santa Fe Railway Co. for spur track franchise in
46th Street, was read. The City Engineer reports an additional industry-
spur connecting with drill track would cause an increase in the number of
switching movements in 46th street, and would aggravate the conditions
which have been the subject of comment by the City of Vernon Industries,
through the Vernon Industrial Development Association and by a resolution
adopted by their Board of Directors to the City Council under date of
NOvember 2, 1945, and it is recommendation of the City Engineer that the
application be denied.
It was moved by Furlong, seconded by Trowbridge, that the
communication and report be filed and the recommendation of the City
Engineer be concurred in. Motion carried.
Communication from the City Engineer recommending that the
salary of Mr. H. V. Green, Pump Operator, be increased from $200.00 per
month to $225.00 per month, effective December 1, 1946, was read.
It was moved by Anderson, seconded by Furlong,' that the communi-
cation be filed and recommendation concurred in. Motion carried.

Communication ..i:rom the City Engineer recommending that building
set-back line be established in Sierra Pine Avenue and in Fruitland Avenue
was read.
It was moved by Furlong, seconded by Mailliard, that the commu-
nication be filed and the matter referred to the City Attorney. Motion
carried.
Communication from the City Engineer submitting easement from
the Atchison, Topeka & Santa Fe Railway Co. for additional drainage area
in Washington Blvd., in connection with pavement widening,was read. The
City Engineer recommends tbat the easement be accepted and recorded.
It was moved by Anderson, seconded by Trowbridge, that
the communication be filed and the recommendation of the City Engineer
concurred in. Motion carried.
Communication from the City Engineer submitting report on bids
received for the drilling of two water wells under Specifications No. 141
was read. The City Engineer recommends that the bid of of Barber-Bridge
Drilling Company be accepted, the total price for drilling the two wells
to be $56,700.00. .
It was moved by Trowbridge, seconded by Mailliard, that the
communication be filed and that the gity Attorney be instructed to draw
a resolution accepting said bid. Motion carried.

Communication from the City Engineer requesting authority to
employ an additional truck driver in the Street Department at rate of
$8.00 per day was read. .
It was moved by Anderson~ seconded by Mailliard~ that the commu-
nication be filed and request granted. Motion carried.
Communication and report of F. H.... Donnelly~ Fire Chief~ on
request of Atchison~ Topeka and Santa Fe R~ilway Co. for temporary permit
to house laborers near Hobart Ice Plant~ was read. The Fire chief recom-
ends that the request be denied as there ar~ no water facilities in w~ich
to fight fire at that location.
It was moved by Mailliard~ seconded by Furlong~ that the. .
communication be filed and the recommendation of the Fire Chief concurred
in. Motion carried.
Communication from Alfred Jones~ County surveyor and Engineer~
in regard to violations of the Hooper Avenue Drainage System by the
California~Oregon Paper Mills and Flintkote Co.~-Pioneer Division~ was
read. Preliminary report to Supervisor Roach by Alfred Jones~ County
Engineer~ attached.
It was moved by Furlong~ seconded by Anderson~ that the cammu-
ncation be filed and the matter referred to the City Attorney. Mption
carried.
Communication from Wayne Allen~ Chief Administrative Officer of
the County of Los Angeles~ submitting agreements for the hospitalization
of prisoners detained by City in County Jail~ was read.
It was moved by Mailliard~ seconded by Furlong~ that the commu-
nication be filed and the matter referred to the City Attorney. Motion
carried.
Communication from Givern Machinery Co.~ requesting Ordinance
268 be amended sufficiently to permit installation of demonstrator garbage
disposer in connection with kitchen sink installation at 3855 Santa Fe
Avenue~ was read.
It was moved by Furlong~ seconded by Anderson~ that the commu-
nication be filed and the matter referred to the City Engineer for study
and report. Motion carried.
Communication from E. & F. Machinery Co. requesting permit to
conduct a sales office at 2241 East 38th Street~ was read. Machinery to
be stored in Lynwood.
It was moved by Anderson~ seconded by Trowbridge~ that the commu-
nication be filed and permit granted. Motion carried.
Communication from Department of Puplic Health~ State of Calif-
ornia~ requesting name of health officer succeeding Dr. Becker as City
Health Officer~ was read.
It. was moved by Furlong~ seconded by Anderson~ that the commu-
nication be filed and the matter referred to the Fire and Police Depart-
ment. Motion carried.
Communication from F. R. Sawyer requesting permit and license
to sell lunches within the city~ was read.
It was moved by Anderson~ seconded by Trowbridge~ that the
communication be filed and matter referred to the Police Department.
Motion carried.

Communication from Minor C. Bean requesting permit to peddle
street guides and atlases within the city, was read~
It was moved by Mailliard, seconded by Trowbridge, that the
communication be filed and matter referred to the Police Department.
Motion carried.
Communication from Coronet Instructional Films, requesting permdt
to take motion pictures ot' outdoor water pump at Downey Road, north of
Slauson Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter ret'erred to the Police Department and
City Engineer. Motion carried.
Communication from Angeles Sanitary Can Machine Co. requesting
curb painting on 49th Street, east of Pacific Boulevard, was read.
It was moved by Trowbridge, seconded by Mailliard, that the com-
munication be filed and the matter referred to the Police Department.
Motion carried.
Communication from Southern California Gas Co. in reference to
a new franchise, was read.
It was moved by Anderson, seconded by Furlong, that the commu-
nication be filed and approved, subject to a term of franchise .to be dra~.
Motion carried.
Report of the Police Department, was read.
It was moved by Mailliard, seconded by Trowbridge, that the
report be filed. Motion carried.
