19461217 Regular City Council Meeting - Minutes ~ MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON DECEMBER 17, 1946 AT 2: 00 P.M. IN THE OFFICE OF THE CITY COUNCIL, 4305 Santa Fe Avenue Vernon COUNCILMEN PRESENT: COUNCILMEN ABSENT: Trowbridge, Anderson, Mailliard and Furlong Leonis The Mayor of ~he City being absent, the City Clerk called the meeting to order and requested that a Mayor pro tem for the meeting be elected. It was moved by Anderson,. seconded by Mailliard, that Councilman Furlong act as Mayor Pro tem. Mqtion carried. The Mayor pro tem then called the meeting. to order. It was moved by Trowbridge, seconded by Anderson, that the minutes of the previous meeting be approved. Motion carried. Communication from the City Engineer submitting an easement to the City of a five foot strip along the easterly side of Sierra Pine /'venue for public utility installations signed by Baugh Bros. & Company and Eugene and Eaomi McCoy, was read. It was moved by Anderson, seconded by Trowbridge, that the communication be filed. Motion carried. Communication and report of. the City Engineer on communication of Given Machinery Company requesting that Ordinance No. 268 be amended suffi- ciently to permit installation of demonstrator garbage disposer in connection with kitchen sink installation at 3855 Santa Fe Avenue, was read. The City Engineer recommends that the request be denied. It was moved by Trowbridge, seconded by Anderson, that the communication abd report be filed and the recommendation of the City Engineer be concurred in. Mption carried. Communication from the City Engineer Eequesting authority to employ Mr. Luis Lara as truck driver in street apartment at the rate of $8.00 per day, effective December 13, 1946, was "read. It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be filed and request granted. Motion carried. Communication and report of the City Engineer on fire hydrant damaged by DeLair Truck Company, was read. The cost of repairs will amount to $142.21. It was moved by Anderson, seconded by Trowbridge, that the communica- tion and report be filed and the matter referred to the City Attorney. Motion carried. Communication from F, H. Donnelly, Fire Chief, requesting authority to employ Mr. Charles Wire and John J. Creedon as hoseman at salary of $205.00 per month, effective December 6th and 9th, 1946, was read. It was moved by Trowbridge, seconded by Mailliard, that the communi- cation be filed and request granted. Motion carried. Communication from Carl A. Heinze~ Consulting Engineer, submitting 1. 285 . new electric rate schedule to be put into effect by the Southern California Edison Company, January 1, 1947, was read. It is estimated that the new rates wi+l result in an annual reduction or .savings within the city of $60,100.00. . It was moved by Anderson, seconded by Trowbridge, that the communica- tion be filed. Motion carried. Report of Carl A. Heinze, Electrical Engineer on operations of electric system by Southern California Edison Company for the month of Oc.tober, 1946, was read. Itvwas moved by Anderson, seconded by Trowbridge, that the report be filed. Motion carried. . Communication and report of E. Giles, Police Chief on request of Joseph Miller dba The ~sert Patrol for a permit to operate a detective agency within the City, was read. Police Chief reports that applicant will comply with the City ordinances, and recommends that the permit be granted. It was moved by Trowbridge, seconded by Mailliard, that the j communication abd report be filed and the recommendation of the Police Chief concurred in. Mption carried. Application for franchise by the J. B. Leonis, Inc. requesting permission to lay and construct a railroad track at grade over and across Alcoa Avenue, located along a center line intersecting the center line of Alcoa Avenue at approximate right angle, and 649.68 feet southerly from the City Engineer's center line of Vernon Avenue, was read. It was moved by Anderson, seconded by Trowbridge, that the appliga- tion be filed. Motion carried. Copy of application before the R~ilroad Commission of t~e state of California by Dean Carson and Howard Carson dba Cross Town Bus ~~ne within the City, was read. . It was moved by Trowbridge, seconded by Mailliard, that the copy of said application be filed and the matter referred to the City Engineer. Motion carried. Communication from Pit-Bar Manufacturing Co. 3207 E.45th street, requesting forms so that a claim may be filed against the ci~y for neg~igence in failing to mark excavation, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed. Motion carried. Communication from Mechanical Foundries Co. requesting refund of deposit in amount of $5000. asrequestion in Resolution 1291 to stand until removal of larger of then existing two cupolas as soon as substitute cupola has been inst~lled and in operation, was read. It was moved by Anderson, seconded by Trowbridge, that the communi- cation be filed and the matter referred to the Fire Department for report. Motion carried. '*. Communication from Bethlehem Steel Corp. requesting re-painting of cross walk on ,Slauson Avenue at ~~ployee's entrance, was read. Walker & Co. requesting permit and li- cense to conduct and operate an Export and Importcbusiness at 4536 District Blvd., was read. All sales will be to buyers outside the continental limits of the United S~ates, does not contemplate the warehousing of stock or merchandise. . Communication from Warren's Spring & Manufacturing Co. requesting permit to manufacture automobile, truck and trailer springs at 2322 E. Vernon Avenue, was read. . It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be filed and permit granted. Motion carried. Communication from Califone Industries requesting permit for. the assembling of novelty phonographs at 2053 E. 38th street, was read. Communication from Transportation Equipment Co. requesting permit for building of commercial truck and trailer bOdies, office and service department at 2021 E. 46th Street, was read. Communication from Brunswig Drug CO~ requesting a permit to conduct a whoesale drug business at 4701 Santa Fe Avenue and wholesale warehouse for liquors, at 4501 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Anderson, that the communi- cation be filed and permit granted. Motion carried. Cammunisation from Melven M. DeJulio requesting permit to sell lunches within the City (letters of Clougherty Bros. and G~neral Refractories attached), was read. Wells as Health Of'ficer of' the City of' Vernon, was read. It was moved by Anderson, seconded by Trowbridge, that Resolution No. 1327 be adopted. Motion carried. ORDINANCE no. 599, an ordinance granting spur trackf'ranchise to J. B. Leonis lac., was read f'or f'irst reading. It was moved by Trowbridge, seconded by Anderson, that Ordinance No. 599 be passed f'or first reading. Motion carried. ORDINANCE No. 600, -An ordinance establishing set-back line along certain streets in the City of' Vernon, was read f'or first reading It was moved by Anderson, seconded by Trowbridge, that Ordinance No. 600 be passed f'or f'irst rea~ing. Motion carried.- Report of jthe Police Department was read. It was moved by Trowbridge, seconded by Mailliard, that the. report be f'iled. Motion carried.
