COUNCIL OF THE CITY OF VERNON" HELD ON
JANUARY 21" 1947 AT 2:00 PM IN THE OFFICE

COUNCILMEN ABSENT: None.
The meeting was called to order by Mayor J. B. Leonis.
It was moved by Anderson" seconded by Mailliard" that the minutes
or the previous meet~g be approved. Motion carried.
The City Clerk at this time announced that he had on' his desk
, rour bids ror the fUrnishing or Air Compressor" Pavement Breaker and Hose.
It was moved by Furlong" seconded by Anderson" that the City Clerk
proceed to open the bids. Motion carried.
The Clerk then read the rollowing bids: Crook Company" Pneumatic
Ma.chinery Company" Golden State Equipment Company" Western Machinery Company.
It was moved by Furlong" seconded by Anderson" that the bids be
referred to the City Engineer ror cheCking and report. Motion carried.
Communication from the City Eng~eer requesting authority to
employ Mr. T. L. Chambless as semi-skilled laborer in Street and Yater
Department at the rate or $7.00 per day, erfective January 16" 1947" was
read.
It was moved by Anderson" seconded by Trowbridge" that the COD'DllU-
nication be filed and the request granted. Motion carried.
Communication and report or F. H. Donnelly" Fire Chier" on request
or Rich Ranuracturing Company to replace stand-by cupola" was read. The
Fire Chief recommends that the request be granted. '
It was moved by Anderson" seconded by TrowDDidge" that the communi-
cation and report be riled and the request granted. Motion carried.
Communication and report or the Fire Chief on request of o. A.
Roberts (Ervin Founa.ry . Mrg. Co.) requesting permit to conduct a business of
heat treating and crush steel scrap for grit for sand blasting material at
3900 Washington Blvd. was read. The Fire Chief recommended that the request
be denied as there is no water facilities for fire fighting in the vicinity.
It was moved by Trowbridge" seconded by Mailliard" that the commu-
nication and report be filed and the recommendation concurred in and permit
denied. Motion carried.
Communication and report of the Fire Chief on request of National
Titanium Company ror the erection of an 8-foot fence at 2330 East 37th st.
was read. The Fire Chief reports that fence has been cut down to 6-root
fence and recommends that the request be granted.
It was moved by Anderson" seconded by Trowbridge" that the communi-
cation and report be filed and permit granted. Motion carried.
Communication from the Fire Chief on request of l'fationalTitaniu:m
Company to expand their paint operations at 2330 E. 37th Street" was read.
The Fire' Chief recommends that the application.lbe denied .as this location
is out of paint zone.

It was moved. by Trowbridge, seconded by Anderson, that the
communication be filed and the recommendation of the Fire Chief concurred
in and permit dehied. . Motion carried.
Application of the Los Angeles Junction Railway Company request-
ing permission to construct and lay across Boyle Avenue a railroad track
to serve the.Allied Veneer and Lumber Company at the northeast corner of
Fruitland and Boyle Avenue, was read.
It was moved by Trowbridge, seconded by Anderson, that the appli-
cation be filed and the matter referred to the City Engineer and City
Attorney. Motion carried.
Application by the Southern California Gas Company for a franchise
under the Franchise Act of 1937, was read.
It wasDDved by Trowbridge, seconded by Furlong, that the applica-
tion be filed and the matter referred to the City Engineer and City
Attorney. Motion carried.
Report of C. A. Heinze on operation of electric system by the
Southern California Edison Co. for the month of November, 1946, was read.
It was moved by Anderson, seconded by Furlong, that the report
be filed. Motion carried.
Communication from National Titanium Co. requesting to withdraw
their communication of January 7, 1947 and now requesting the approval
to acquire land adjoinLng their property (40x127') for the purpose of
storing non-inflammable merchandise, was read..
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Fire Chief. Motion carried.
Communication from Southern California Bag Co. requesting per.mit
for the manufacturing and processing of burlap and cotton bags at 4900
Corona Avenue, was read.
It w~s moved by Anderson, seconded by Furlong, that the communi-
cation be filed and the matter referred to the Fire Chief. Motion carried.
Communication from Laurence R. McDonald requesting permit to sell
lunches within the city, with communications from Pozzo Construction Co.,
Sterling Meat Co., and John Deer Plow Company attached" was read.
It was moved bit Mailliard, seconded by Trowbridge" that the commu-
nications be filed and the matter referred to the Police Department.
Motion carried.

Communication from Joe Borits requesting permit to conduct a
business of operating a Metal Spi8ning Lathe at 3101 E. 26th Street~~ was read.
It was moved by Furlong, seconded by Trowbridge" that the communi-
cation be filed and permit granted. Motion carried.
Communication from John P. )1ille~ requesting permit to operate
a service station at 3267 E. Washington B~vd., was read.
It was moved by Trowbridge, seconded by Anderson, that the communi-
cation be filed and permit granted, subject to the approval of the Fire
Chief. Motion carried.
Communication from Kyle Steel Construction Co. requesting curb
painting at 5200 Alcoa Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the communi-
cation be filed and the matter referred to the Police Department. Motion
carried.

Communication from International Association of Machinsts,
requesting the re-painting of cross walk at Poulsen & Nardon, tnc., at
2665 Leonis Blvd. was read.
It was moved by Anderson, seconded by Trowbridge, that the
communication be filed and the matter referred to the Police Department.

Communication from Poulsen & Nardon, Inc. requesting the repaint-
ing of cross walk at 2665 Leonis Blvd. was read.
It was moved by Anderson, seconded by Trowbridge, that the
communication be filed and the matter referred to the P~lice Department.
Motion carried.
Communications from the followingfir.ms requesting permission to
haul refuse from their respective premises along and upon the streets of
the City of Vernon, were read: J. A. Pipe & Machinery Co. 5616 Santa Fe
Avenue and C. E. Duggan & Son, 2300 E. 48th Street.
It was moved by Anderson, seconded by Trowbridge, that the
communications be filed and permits granted. Motion carried.
Report of the Police Department was read.
It was moved by Trowbridge, seconded by Furlong, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchasing
and Library was read.
It was moved by Trowbridge, seconded by Furlong, that the report
be filed. Motion carried.
ORDINANCE No. 601, an Ordinance declaring intention to close up,
vacate and abandon a portion of Alcoa Avenue, was read for first reading.
It was moved by Trowbridge, seconded by Anderson, that Ordinance
No. 601, be p~ssed for first reading. Motion carried.

Los Angeles Department of Yater & Power to set one 40 foot
