19470204 Regular City Council Meeting - Minutes MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF TEE CITY OF VERNON, HELD ON FEBRUARY 4, 1947, AT ,2:00 PM IN THE OFFICE OF TEE CITY COUNCIL, 4305 SANTA FE AVENUE COUNCILMEN PRESENT: Leonis, Trowbridge, Anderson, Mailliard and Furlong COUNCILMEN ABSENT: None The meeting was called to order by Mayor J. B. Leonis. It was moved by Anderson, seconded by Furlong, that the ~utes of the previous meeting be approved. Motion carried. ORDINANCE NO. 601, an Ordinance declaring city's intention to close up, vacate and abandon a portion of Alcoa Avenue in the City of Vernon, was read for second reading. It was moved by Trowbridge, seconded by Furlong, that Ordinance No. 601 be passed for second reading. ORDINANCE No. 601, an Ordinance declaring city's intention to close up, vacate and abandon a portion of Alcoa Avenue, in the City of Vernon, was read for third and final reading. It was moved by Trowbridge, seconded by Furlong, that Ordinance No. 601 be adopted. M@tion carried by the following vote: AYES: NOES: ABSENT: Leonis, Trowbridge, Anderson, Mailliard, Furlong None None Communication -from the City Engineer recommending that bid of Crook Company submitted January 21, 1947 for the rurnishin~ of Air Com- pressor and appurtenances be accepted, was read. (Bid for '2919.11 less $459.00 for old equipment, - Net $2460.11). It was moved by Anderson, seconded by Trowbridge, that the communi- cation be filed and all blda be rejected except the bid of Crook Company and that it be awarded the contract for the Air Compressor at the price named in their bid. Motion carried. Communication from the City Engtmeer o~ application by Los Angeles Junction Railway Company tor permit to construct railroad tract across Boyle Avenue, 316 feet north of Druitland Ave, (The City Engineer reports that proposed locatton for track is satisfactory and recommends, that a franchise be granted), was read. It was moved by Trowbridge, seconded by Furlong, that the communica- tion be filed and permit granted. Motion carried. ORDINANCE NO. 602, an Ordinance granting a franchise to Los Angeles Junction Railway Company to construct and operate 3 spur tracks across and upon Boyle Avenue, between Leonis Blvd. and Vernon Avenue, was read for first reading. ' , It was moved by Anderson, seconded by Trowbridge, that Ordinance No. 602 be passed for first reading. Motion carried. ORDINANCE NO. 603, an Ordinance granting a franchise to Los Angeles Junction Railway Company to construct and operate a spur track across and upon Boyle Avenue, was read for first reading. 3,,- '- U~) 1. ORDINANCE NO. 604, an Ordinance granting a franchise to Los Angeles Junction Railway Co. to construct and operate 2 spur tracks across and upon Soto street, was read for first readi~g. It was moved by Trowbridge, seconded by Anderson, that Ordinance No. 604 be passed for first reading. Motion carried. Communication from the City Engineer requesting authority to employ John F. Jackson as Street Sweeper at the rate of $150.00 per month, effect- ive January 27, 1947, was read. It was moved by Furlong, seconded by Trowbridge, that the communi- cation be filed and request granted. Motion carried. Communication from the City Engineer stating than ~ emergency exists in reference to Well #7 owing to the fact that the pump in its present condition is not pumping the water required by the City and that the Edison Company is prepared to make a change in the frequency and will arrange for a special 60 cycle circuit to the location by the middle of March and the work required by the city has to be done by that time and will require an invest- ment by the city in excess o~ $1000, to-wit: $1245. Upon the statement of the engineer this work has to be done at once. It was moved by Furlong, seconded by Anderson that the Engineer be authorized to expend the mOBey requested in his communication to take care of this emergency. Motion carried by 4/5 vote, as follows: AYES: Leonis, Trowbridge, 'Anderson, Milliard and Furlong; NOES: None; ABSENT:None. Communication from Aluminium Company of America requesting considera- tion in change of name of Alcoa Avenue,was read. It was moved by Anderson, seconded by Trowbridge, that the communica- tion be filed and the request taken under advisement. Motion carried. Communication and report of the Fire Chief on request of National Tit- anium Co. requesting permission to expand their paint manufacturing busine.s at 2330 E. 37th. St. was read. (Fire Chief reports that Mr. Swimmer of National Titanium Co. has advised him that they are not going to acquire the property east of their plant to store non-inflammable merchandise.) It was moved by Furlong, seconded by Trowbridge, that the communica- ibn be filed. Motion carried. Communiaation from National TitB.nium Co. submitting list of non-inflam- mable merchandise they wish to store on property west of their plant, was read. ,It was moved by Anderson,seconded by Trowbridge, that the communication be filed and matter referred to Fire Chief for report. Motion carried. Communication from Norris Stamping and Manufacturing Co. requesting per- mission to erect a 40x60r fireproof tent at 5215 S. Boyle Ave. for temporary housing of an emergency project for 30 to 60 days, was read. (Letter of United Tent and Awning Co. c.ertifyingthat tent is fireproofed to meet California Fire marShal'S regulation attached.) It was moved by Trowbridge, seconded by Furlong, that the communication be filed and matter referred to the Fire Chief for report. Motion carried. Communication from Buxton, Inc. requesting permission to use fire- proof tarpaulin for roof to protect certain operations at 1960 East 48th st. from the weather, was read. It was moved by Trowbridge, seconded by Anderson, that the communica- tion be filed and request denied. Motion carried. 2. 306 Communication ~rom Overseas Packing Company requesting a permit to operate a packaging Company in rear o~ 5151 Santa Fe Avenue (Ranier BrewingC ompany ), was read. It was moved by Furlong, seconded by Trovbridge, that the commu- nication be ~iled and permit granted. Mption carried. Communication ~rom Francis Bates, City Engineer requesting that bids be asked ~or the furnishing o~ a deep well pumping unit to be used in VellNo. 10 (Bids to be received 2/18/47) was read. It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be ~iled and permit granted. Motion carried. Communication ~rom the City Engineer requesting that bids be re- ceived ~or the furnishing o~ new motor .01' well No. 6 and new set o~ bovls, (Bids DO be received 2/18/47), was read. It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be ~iled and recommendation concurred in. Motion carried. , Communication ~rom the Fire Chief on request o~ South- ern Cali~ornia Bag Company requesting permit ~or the manufacturing o~ burlap and cotton bags at 4900 Corona Avenue, was read. (The Fire Chief recommends that permit be granted.) It vas moved by Anderson, seconded by Mailliard, that the communi- cation be ~iled and the eecommendation of the Fire Chie~ concurred in and permit granted. Motion carried. Communication from O. C. Gould advising that he and associates contemplate leasing eastern portion o~ Tropical Hardwood Co. on Bandini Blvd., ~or the conversion o~ logs into charcoal and by-products o~ waste customarily burned or hauled to some dump, and requesting a perJhit for such operation, vas read. Motion carried; Communication from Sarkis Kachigian for permit to operate lunch counter at Venus Foods Company, 3317 E. 50th street, vas read. It was moved by Anderson, seconded by Mailliard, that the' communi- cation be ~iled and the matter referred to the Polic&e Department. Motion carried. Motion carried. RESOLUTION No. 1329,a resolution fixing the compensation of the Health Of ricer, was read. It was moved by Furlong, seconded by Anderson, that the resolution be adopted. Motion carried. Report of the Police Department was read. It was moved by Anderson, seconded by Trowbridge, that the report be filed. Motion carried.
