OF THE CITY COUNCIL, 4305 SANTA FE AVENUE

The meeting was called to order by Mayor J. B. Leonis
It was moved by Furlong, seconded by Trowbridge, that the
Minutes of the previous meeting be approved. Motion carried.
The Clerk at this time announced that this was the time
and place for the hearing of any objections or protests which might be
filed against the granting of a pipe line franchise to the Southern Cal-
ifornia Gas Company and that he had no protests, either oral or written
upon his desk.
ORDINANCE lfO. 606, an Ordinance granting Franchise to the South-
ern California Gas Company, was read for first reading.
It was moved by Furlong" seconded by Anderson, that Ordiance
No. 606 be passed for first reading. Motion carried.
Communication from the City Engineer regarding request of
Los Angeles Transit Lines for permit to install "wye" turn-around at
Leonis Blvd. and Pacific Blvd. was read. The City Engineer recommends
that request be granted subject to work to be done under supervision and
satisfaction of City Engineer" and that Company file application for
franchise as agreed upon in letter of February 17, 19j7'. .
It was moved by Anderson" seconded by Trowbridge, that the
communication be filed. Motion carrieq.
Communiation from the City Engineer recommending that bids be
asked for the furnishing and delivery of two sand extractors for two new
wells now under contract, bids to be ~eceived March 18" 1947" was read.
It was moved by Anderson, seconded by Trowbridge" that the
communication be filed and approved" and that the clerk be authorized to
advertise for bids for the furnishing and delivery of two sand extractors
as per the request of the City Engineer. Motion carried.
Communication from Carl A. Heinze" Consulting Engineer" sub-
mitting Partial Releases and Conveyances received from the Southern Cali 1-
orniaEdison Co. Ltd. and the Harris Trust & Savings Bank, and Security-
First National Bank of Los Angeles, to the City of vernon" covering better-
ments, additions" alterations and improvements to the Vernon electrial system,
was read. The Consulting Engineer reports that he has checked the re-
lases and conveyances and find that they fully describe the electrical prop-
erty transferred.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the releases and conveyances accepted. Motion
carried.
Franchise report with check attached in the amount of $3778.45 in
pa~ent of franchise fee for period ending December 31. 1946 (check for
period ending 12/3/45 was in amount of $3586.52), from Los Angeles Transit
Lines, was read.

It was moved by Trowbridge, seconded by Anderson, that the
report be filed and the check accepted. Motion carried.
Franchise report from Southern California Edison Co. on franchises
503, 504 and 595 for period ending December 31, 1946 in the amount of
$613.30 (check for period ending 12/31/45 was in the amount of $513.06)
was read.
It was moved by Anderson, seconded by Trowbridge, that the report
be filed and check accepted. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief on
request of Wational Titanium Co. 2330 E. 31th street, for the use of prop-
erty adjoining plant for storing of products, vas read. The Fire Chief
recommends that request be denied, as property is out of the paint zone.
It vas moved by Trowbridge, seoonded by Anderson, that the commu-
nication and report be filed and the recommendation of the Fire Chief con-
curred in and request denied. Motion carried.
Communication with Resolution adopted by Board of Supervisors
authorizing an appropriation of $31,825.00 for the improvement of Wash-
ington Blvd. was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication and report be approved and filed. Motion carried.
Communication from Wilson & Co. regarding a penalty of $19.84
charged on January water bill, was read.
It was moved by Trowbridge, seconded by Furlong, that the commu-
nication be filed and the request denied owing to the fact that the council
has no legal right to refund the money and the Secretary of the Water Depart-
ment notify Wilson & Vo. Motion carried.
Communication from Municipal License Tax Association requesting
that a date for a hearing with the City Council in regards to business
license Ordinance WOe 598, was read. Requests that date be set during week
of March loth or March 18, 1941.
It was moved by Anderson, seconded by Furlong that the communica-
tion be filed and the clerk notify the writer of the passage of Resolution
No. 1335. Motion carried.
Communiation from California-Oregon Paper Mills in regard to Case
No. 133131, filed December 12, 1923 for the widening of East 51th St., and
requesting that the City authorizie the dismissal of this action, was read.
It was moved by Anderson, seconded by Furlong, that the communi-
cation be filed and the matter turned over to the City Attorney for reply.
Motion carried.
Report of operations of electrical system by the Southern Calif-
ornia Edison Co. for month of December, 1946, was read.
It was moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.
Communication from Motionair, D1c. requesting permit to conduct
business at 3319 East Slauson Avenue, was 'read.

Communication from Ernest Trachiotes requesting permit to
operate restaurant at 5214 Santa Fe Avenue, was read. (Communication
attached from Ray L. Chesebro stating that he has leased building to
Ernest Trachiotes for restaurant purposes.)'
It was moved by Anderson, seconded by Trowbridge, that the
communication be f1led and matter referred to the Police Department

Communication .from Baldwin Tom requesting permit to.operate a
restaurant at 2213 East 38th st, vas read.
It was moved by Anderson, smmded by Furlong, that the communica-
tion be filed and the matter referred to the Police Department. Motion
carried.
Communiaation from Alex A. Desatoff requesting permit to operate
a body and fender repair shop at 4301 Downey Road, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Commwncation from A. R. Flournoy Co. requesting permit to con-
duct a business as commission broker, or manufacturers' agent for engine
equipment at 5043 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Furlong, that the commu-
nication be filed and permit granted. Motion carried.
Communication .from Magnavox Company, requesting permit to conduct
the business of manufacturing wood console radio~phonograph cabinets at 2335
East 27th Street and 2704 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and permit granted. Motion carried.
Communication from H a I Detective and Patrol Co. requesting a per-
mit for the furnishing of guards on various construction jobs, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter laid over until the next meeting. Motion
carried.
Communication .from Ben Zukerman requesting permit to operate a
lunch wagon within the city, was read. (Communicatiom .from Oriental Rug
Chsion Co. Sandberg Furni~ure Co. and Hoftman Packing Co. attached).
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and matter referred to the Police Deparjtment. Motion
carried.
Communication from California Box Lunch requesting permit to
sell lunches within the city, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and matter referred to the Police Department. Motion
carried.
Communication .from Richard R. Silver requesting permit to operate
lunch wagon within the city, was read. (Communication from Royal Rubber
& Mfg. Co. attached.)
It was moved by Trowbridge, seconded by Furlong, that the commu-
nication be filed and matter referred to the Police Department. Motion
carried.

Communication from Aid for the Blind request~g permit to operate
pick-up trucks with~ the city for the purpose of picking up salvage for
resale, was read.
It was moved by Anderson, seconded by Trowbrige, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Communication from United States Steel Products Co. requesting
curb painting at 5100 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Furlong, that the commu-
nication be filed and the matter referred to the Police Department and
City Engineer, MQtion carried.
Communiation from Kyle Steel Construction Co. requesting curb
painting at 5200 Alcoa Avenue, was read.
It was moved by Trowbridge, seconded by Furlong, that the commu-
nication be filed and matter referred to the Police Department and City
Eng~eer. Motion carried.
Communication from Chase Steel & Supply Co. requesting curb
painting at 5105 Alcoa Avenue, was read.
It was moved by Trowbridge, seconded by Furlong, that the commu-
nication be filed and matter referred to the Police Department, and City
Engineer. Motion carried.
Communication from Quality Foundry Requesting curb painting at
2707 East 26th Street, was read.
It was moved by Trowbridge, seconded by Furlong, that the commu-
nication be filed and the matter referred to Police Department and City
Engineer. Motion carried.
Communication from Kennedy Name Plate Co. and Chase Steel &
Supply Co. requesting permits to haul refuse from their respective premises
along and upon the streets of the City of Vernon.
It was moved by Trowbridge, seconded by Anderson, that the communi-
cations be filed and permits granted. Motion carried.
Report of the Police Department was read.
It was moved by Trowbridge, seconded by Anderson, that thereport
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchas-
ing and Library was read.
It was moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.
Application of Walter E. Ross, 2061 Blias Stret, Compton, Califor-
nia for clerical work, was read.
It was moved by Fur~ong, seconded by Anderson, that the application
be filed and referred to the City Clerk and Deputy City Clerk. Motion carried.
RESOLUTION NO. 1334, a resolution abandoning proceedingS under
Ordiaance No. 601, was read.
It was moved by Anderson, seconded by Trowbridge, that Resolution

RESOLUTION NO. 1335, a Resolution fixing delinquent date referred
to in Section 19, Ord~ce No. 598, as March 31, 1947, was read.
It was moved by Anderson, seconded by Trowbrige, that Resolution
No. 1335, be adopted. Motion carried.
. RESOLUTION NO. 1336, a Resolution authorizing the City Attorney
and Deputy City Clerk, G. A. Anderson, to ascertain the cost to the city
to penSion employees, was read. .
It was moved by Anderson, seconded by Trowbridge, that Resolution
No. 1336, be adop.ted. Motion carried.
ORDINANCE NO. 605, an O~~ce declaring city's intention to
close up, vacate and abandon a protion of Alcoa Avenue and repealing ordinance
no. 601, was read for first reading.
It was moved by Furlong, seconded by Anderson, that Ordinance No.
605 be passed for first read~g. Motion carried.
It was moved by Anderson, seconded by Furlong, that the Chief
of the Fire Department make an investigation and report to the City in
reference to the use of butane within the city 11mi:ts by manufacturers.
Motion carried.
