OF THE CITY COUNCIL, 4305 SANTA FE AVENUE

The meeting was called to order by Mayor J. B. Leonis
It was moved by Anderson" seconded by Furlong, that the minutes
of the previous meeting be approved. Motion carried.

At this time the Clerk announced that he had bids on his desk
for the furnishing of Sand Extractor.
It was meved by Anderson, seconded by Furlong, that the City
Clerk proceed to ,open the bids. Motion carried.
At this time the Clerk read the b.id from Pacific Iron & Steel Co.
for the furnishing of two sand extractors, and from Western Pipe & Steel Co.
It was moved by Furlong, seconded by Trowbridge, that the bid
be referred to the City Engineer for checking and report. Motion carried.
The City Engineer at this time reported that the Pacific Iron &
Steel Co., agreed to furnish two sand extractors for $3100.00 and recommended
that the bid be awarded to said company.
It was moved by Furnlong, seconded by Trowbridge, that the recommen-
dation of the City Engineer be concurred in and the bid for th~ two sand ex-
tractors be ,awarded to the Pacific Iron & Steel Co. Motion carried.
ORDINANCE No. 605, an Ordinance declaring city's intention to
close up, vacate and abandon a portion of Alcoa Avenue and repealing ordinance
No. 601, was read for second reading.
It was moved by Furlong, seconded by Anderson, that Ordinance No.
605 be passed for second reading. Motion carried.
ORDINANCE NO. 605, an Ordinance declaring city's intention to
close up, vacate and abandon a portion of Alcoa ~venue and repealing ordinance
No. 601, was read for third and final reading.
It was moved by Furlong, seconded by Anderson, That Ordinance no.
605 be adopted. Motion carried by the following vote:
AYES: Leonis, Anderson, Mailliard, Furlong and Trowbridge
NOES: None
ABSENT: None
Communication from the Southern California Gas Company in regard
to Ordinance No. 606 and recommending certain corrections, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the City Attorney. Motion
carried.
Commun~cation from the City Engineer, requesting authority to
employ Mr. P. R. Romo as semi-skilled laborer in the Street Department at

the rate of $7.00 per day, was read.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be filed and request granted. Motion carried.
Communication from the City Engineer requesting authority to
change rating of T. L. Chambless from semi-skilled laborer at $7.00 per
day to skilled laborer at rate of $8.00 per day, was read.
It was moved by Furlong, seconded by Trowbridge, that the communi-
cation be filed and request granted. Motion carried.
Report from Office of Coroner covering inquest into explosion at
O'Connor Electro-Plating Corporation, 926 East Pico street, was read.
It was moved by Mailliard, seconded by Anderson, that the report
be filed and the matter referred to the Fire Department. Motion carried.
Uommunication from David P. Hicks requesting permit to conduct an
electro plating and die casting business on portion of Lot 49, 500 Acre Tract
of Los Angeles Fruitland Association, was nead.
It was moved by Furlong, seconded by Anderson, that the communica-
tion be filed and permit granted. Motion carried.
Communication from Demco Tool Company requesting permit to conduct
a shop and warehouse for the distribution of tools at 2053 East 38th Street
was read.
It was moved by Furlong, seconded by Trowbridge, that the communi-
cation be filed andpermit granted. Motion carried.
Communication from L & C Products co. requesting permit to conduct
a general paint, enamel, protective coating and painting equipment business
at 2618 Downey Road, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Mall Tool Company requesting permit to conduct
a business of sales and service of power tools, was read.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication and report of the Police Department on application
of Motionair Company for permit to conduct business at 3319 E. Slauson Avenue,
was read. The Police Department recommends that permit be granted.
It was moved by Mailliard, seoonded by Trowbridge, that the commu-
nication and report be filed and permit granted. Motion carried.

Communication from A. J. Van der Keyn requesting perm:t.t to operate
Richfield Service Station at 5220 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the communi-
cation be filed and permit granted. Motion carried.
Communication.~ from Ex-Marine Guards Company requesting license to
operate guard service in industrial plants, was read.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be filed and matter referred to Police Departmet. Motion carried.

Communication from Thomas Sears requesting per.mit and license
to sell lunches, was read.
It vas moved by Anderson, seconded by Trovbrid-ge, that the commu-
nication be filed and matter referred to the Police. Department. Motion
carried.
Communication from W. J. LaForge requesting license to sell
lunches, was read.
It was moved by Anderson, seconded by Trowbrige, that the commu-
nication be filed and matter referred to the Police Department. Motion
carried.
Communication from Hindman & Davis, Attorneys, submitting claim
of $985.00 for damages to building of Kinney Aluminum Corporation, 5950
So. Boyle Ave., caused by truck due to defective condition of street,was
read.
It Was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and the matter referred to the City Attorney for reply.
Motion carried.
Communication from Axelson Mfg. Co. requesting traffic lane be
painted across Randolph street at Gate #2, 3117 Randolph Streut, was read.
It was moved by Furlong, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carrried.
Communications from Mrs. L. Grenot and Lu.m1dor Mfg. Co. requesting
permits to haul refuse from their respective premises upon and along the
streets of the city of Vernon, were read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nications be filed and permits granted. Motion carried.
Communication from F. H. Donnelly, Fire Chief, on request of
Advance Galvanizing Co. for permit to install sand blast equipment at 5232
Alcoa Avenue, was read. (The Fire Chief has no recommendation, but has
letter fram Kyle Steel Construction Co. stating that it is satisfactory to
them to have equipment installed on ease end of property.)
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Los Angeles City Board of Education regarding
immunization of school children at Vernon School from Diphtheria, was read.
It was moved by Anderson, seconded by Trowbridge, that the communi?
cation be filed. Motion carried.
Report of the Police Department was read.
It was moved by Anderson, seconded by Trowbridge, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchasing
and Library was read. .
It was moved by Trowbridge, seconded by Abderson, that the report'
be filed. Motion carried.
Communication from Associates, Inc. relative to the proposed pension
plan for city employees, was read.

It was moved by AndlJrson, seconded by Furlong, that the communi-
cation be filed. Motion carried.
Report of operations of electric system by Southern California
Edison Company for month of January, 1947, was read.
Itvwas moved by Furlong, seconded by Anderson, that the report
be filed. Motion carried.

Communication from CaLifornia Walnut Growers Association requesting
permission to keep approximately 20 of the army hutments on the premises un-
til September to determine the outcome of the labor situation, was read.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and the matter referred to the Committee of the Whole.
Moti.on carried.
Resolution No. 1337, a resolution allowing Lee Mendoza of the Water
Department to occupy old City Hall termorarily for the purpose of maintaining
same as public building, was read.
It was moved by Trowbridge, seconded by Furlong, that Resolution
No. 1337 be adopted. Motion carried.
Resolution NO. 1338 , a resolution declaring city's intention to
grant gas franchise to Southern California GaS Co. under Franchise Act of
1937 was read.
It was moved by Anderson, seconded by Trowbridge, that Resolution
No. 1338 be adopted. Motion carried.
