MINUTES OF REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON, RLD ON
APRIL 15,1947 at 2:00 P.M. IN THE OFFICE
OF THE CITY COUNCIL 4305 SANTA FE AVENUE
COUNCILMEN PRESENT: Anderson, Trowbridge, Furlong and Mailliard
COUNCILMEN ABSENT: Leonis
The Mayor of the City being absent, the City Clerk called the
meeting to order and requested that a Mayor pro tem for the meeting be
elected.
It vas moved by Anderson, seconded by Mailliard, that Council-
man Furlong act as Mayor Pro tem. Motion carried.
The Mayor pro tem then called the meeting to order.
It was moved by Trowbridge, seconded by Anderson, that the minute
of the previous meeting be approved. Motion carried.
At this time the City Clerk announced that this was the time and
place to hear protests, if any, upon the vacation and abandonment of portion
of Alcoa Avenue, as described in Ordinance No. 605, and reported that he had
no lI1'itten protests on his desk. At this time the Mayor pro tem asked
if there was anyone present who desired to protest on the vacation and aban-
donment of Alcoa. No protests having been filed, either oral or written,
Resolution No. 1339, ordering the vacation and abandamment of a portion of
Alcoa Avenue, as referred to in Ordinance of Intenion No. 605, was read.
It vas moved by Anderson, seconded by Trowbridge, that Resolution
No. 1339 be adopted. Motion carried.

At this time the City Clerk announed that this was the time and
pleee for the hearing of protests pursuant to notice required by law, for
the granting of gas franchise to the Southern California Gas Company. The
Clerk announced that he had no protests filed and the Mayor asked if there
was anyone present who had any objections. Hearing none, ORDINANCE No. 607
granting franchise to Southern California Gas Company, was read for first
reading.
It was moved by Anderson, seconded by Trowbridge, that Ordinance
No. 607, be passed for first reading. Motion carried.
Communication from the City Engineer, together with petition of
E. K. Wood Lumber Co., et al for permanent improvement of East 48th Street
was read.
It vas moved by Trowbridge, seconded by Anderson, that the communi-
cation be filed and the matter referred to the City Engineer and the City
Attorney to prepare plans. Motion carried.
Communication from the City Engineer, requesting authority to
employ Pablo A. Martinex as semi-skilled laborer in Street Department at
rate of $7.00 per day, effective April 10, 1947, was read.
It was moved by Anderson, seconded by Mailliard, that the commu-
nication be filed and request granted. Motion carried.
Application by Southern Pacific Company for a franchise to construct
maintain and operate railroad trac~ across East 25th Street, was read.
It was moved by Trowbridge, seconded by Anderson that the appli~
cation be filed and the matter referred to the City Engineer for check and
report. Motion carried.

Report o~ Southern California Gas Co. on Los Angeles County
Franchise 467 ~or period of July 1, 1946 to December 31, 1946, reporting
no mains laid, was read.
It was moved by Mailliard, seconded by Trowbridge, that the
report be ~iled. Motion carried.
Communication ~rom Southern Upholstery & Drapery Co. requesting
permit to conduct an unholstery and drapery business at 4801 Paci~ic Blvd.
was read.
It was moved by Mailliard, seconded by Trowbridge, that the com-
munication be ~iled and permit granted. Motion carried.
COMMUNICATION FROM Container Corporation o~ America, requesting
permit ~or the manufactur of paper board at 2001 E. 57th Street, ~ormerly
operated by California-Oregon Paper Company, was read.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be ~iled and permit granted. Motion carried.
Communication ~rom Rule Rite Company requesting permit to conduct
a business o~ paper ruling at 2627 Santa Fe Avenue, was read.
It was moved by Mailliard, seconded by Trowbrige, that the com-
munication be ~iled and permit granted. Motion carried.
Communication from A. J. Adkins requesting permit to operate
cafe at 3301 E. vernon Avenue, ~ormerly operated by Mrs. Ed Toon (prop-
erty of So. Cali~ornia Meat Co.) was read.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be ~iled and permit granted, subject to the approval of the
Police Department. Motion carried.
Communication from Bertha Kokmris requesting permit to operate
a cafe at 2213 East 38th Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be ~iled and the matter re~erred to the Police Department ~or
investigation and report. Motion carried.
Communication from Robert H. Black requesting permit to sell
maps, street guides and relative merchandise within the city, was read.
It was moved by Trowbridge, seconded by Anderson, that the com-
munication be ~iled and the matter referredto the Police Department for
investigation and report. Motion carried.
Communication from Alex Zachariash regarding police citation,
was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be ~iled. Motion carried.
Communication from Frigidaire Sales Corp. requesting permit
to haul refuse ~rom premises o~ 3251 Leonis Blvd. along and upon the streets
o~ the City, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be ~iled and permit granted. Motion carried.
Communication and report o~ E. Giles, Chie~ o~ Police, on change
in personnel ~rom November 15, 1946 to April 15, 1947, was read.

communication and report be filed and approved. Motion carried.
Communication from and report of Police Department on application
of C. L. Simon for permit to operate canteen at U. S. Spring & Bumper Co.,
4951 Alcoa Avenue, recommending permit be granted, was read.
It was moved by Trowbridge, seconded by Mailliard that the
communication and report be filed and approved. Motion carried.
Communication from Messrs. Hardy and Hardy, attorneys, addressed
to the City Attorney, relative to the dismissal of the case of City of
Vernon versus California-Oregon Paper Mills, et al., Superior Court #133737
was read. The City Attorney recommends that the request for the dismissal
of this action be concurred in.
It was moved by Trowbridge, seconded by Anderson that the City
Attorney be authorized to prepare a dismissal of said action and file
same. Motion carried.
Communication from G. A. Anderson, Deputy City Clerk, requesting
a week's absence commencing April 18, 1947, was read.
It was moved by Trowbridge, seconded by hilliard, that the com-
munication be filed and request granted. Motion carried.
Report of the Police Department was read,
It was moved by Anderson, seconded by Trowbridge, that the report
be filed. 'otion carried.
Report of the Commmittee on Street Maintenance, Building, Pur-
chasing and Library was read.
It was moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.
RESOLUTION No. 1340, a Re~olution adopting plans and specifica-
tions for two hose truck bodies to be built on chassis owned by the City,
was read.
It vas moved by Trowbridge, seconded by Mailliard, that Resolu-
tion No. 1340 be adopted and that the City Clerk be authorized and empowered
to advertise for bids for the furnshing and delivery of said hose truck bodies
as set forth in said Resolution No. 1340. Motion carried.
