19470506 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE Cln COUNCIL OF THE CITY OF VERNON HELD ON MAY 6, 1947 at 2:00 P. M. IN THE OFFICE OF THE CITY COUNCIL, 4305 SANTA FE AVENUE, VERNON COUNCILMEN PRESENT: COUNCILMEN ABSENT: _ Leonis, Anderson, Furlong and Mailliard Trowbridge The meeting was called to order by Mayor J. B. Leonis. It was moved by Anderson, seconded by Furlong, that the minutes of the previous meeting be approved. Motion carried. At this time the Clerk announced that he had bids on his deks for the furnishing of two fire hose, trucks. It was moved by Anderson, seconded by Furlong, that the City Clerk proceed to open the bids. Motion carried. At this time the Clerk read the following bids for the furnish- ing of two fire hose trucks: Standard Auto Body Company, Aluminum Body Corporation and Truck Bodies Co. It was moved by Furlong, seconded by Mailiiard, that the bids be referred to the Fire Chief for checking and report. Motion carried. ORDINANCE NO. 607, an Ordinance granting to the Southern Calif- ornia Gas Co., the right, privilege and franchise to lay pipes, appur- tenances, .etc., was read for second reading. It was moved by Anderson, seconded by Furlong, that Ordinance No. 607, be passed for second reading. Motion carried. ORDINANCE NO. 607, an Ordinance granting to the Southern Calif- ornia Gas Co. the right, privilege and franchise to lay pipes, appurte- nances, etc., was read for third and final reading. It was moved by Anderson, seconded by Furlong, that Ordinance Io. 607, we adopted. Motion carried by the follOWing vote: AYES: NOES: ABSENT: Leonis, Anderson, Mailliard and Furlong None Trowbridge Communication and report of the City Engineer, on application of Southern Pacific Company for a franchise to construct, maintain and operate railroad track across East 25th Street, was read. The City Engineer recom- menms that request be denied as this additional track would create additional congestion at this crossing as well as on Alameda Street. It was moved by Furlong, seconded by Anderson, that the communica- tion and report be filed and the matter taken under advisement. Motion carried. Communication from Hovard McCurdy, Consulting Engineer, in regard to two sand traps ordered by the City from Pacific Iron and Steel Company was read. It was moved by Furlong, seconded by Anderson, that ~he communica- tion be filed. Motion carried. 1. 345 Communication from Walter A. Fritz, Principal of vernon City School in regard to vaccinations at Vernon City School, was read. It was moved by Anderson, seconded by Mailliard, that the commu- nication be filed. Motion carried. Report of Pacific Telephone & Telegraph Company on Franchise Ordinance 108 for period ending 4/22/47 was read. A 2% franchise tax is estimated at $16,398.40 (tax for period ena.ing 4/22/1:16 was $15,663.41). . It was moved by Mailliard, seconded by Furlong, that the report be filed. Motion carried. Communication and report of Southern California Gas Company on Los Angeles County Franchise 463 for period ending l2/31/46 together with check in sum of $4.20 submltted, was read. It was moved by Andersoin, seconded by Furlqng, that the report and communication be filed. Motion carried. Report .of operations of electrie system by the Southerm Califor- nia Edison Company for month of.February, 1947, submitted by Carl A. Heinze, Consulting Engineer, was read. It was moved by Anderson, seconded by Furlong, that the report be filed. Motion carried. Commun1"cation from Owens Parks Lumber Co. requesting curb painting at 2100 East 38th street, waS read. It was moved by Anderson, seconded by Mailliard, that the commu- nication be filed and the matter referred to the street and f,olice Department Motion carried. It was moved by Anderson, seconded by Mailliard, that the commmu- nication be filed and the matter referred to the Streetand Police Department. Motion carried. Communication from White Rock Bottling Co. requesting curb painting at 2151 East. 51st Street, Wa.fS read.. It was moved by Anderson, seconded by Mailliard, that the communica- tion be filed and the matter referred to the Street and Police Department. Motion carried. Communication from Zenith Supply Co. requesting curb painting at 2335 East 38th Street, vas read. It was moved by Furlong, seconded by Mailliard, that the communic-' tion be filed and the matter referred to the Police Department. Motion . carried. Communication from John R. Mathews" Jr." requesting permit to sell lunches within the city, was read. It Was moved by Furlong" seconded by Mailliard, that the communica- tion be filed and permit granted" subject to the approval of the police department. Motion carried. Communications from the following firms, requesting permit to haul refuse from thei~ respective premises along and upon the streets of the Citj; of Vernon,were read: Brunswig Drug Co., 4V',Gl Santa Fe Avenue and Preston Construction Co. 3710 So. Alameda Street. It was moved by Furlong,. seconded by Anderson, that the communica- tions be filed and permits granted. Motion caried. Communication from the City Engineer on request of Pete Strattes for lease on month to month basis on City Property at Fruitland Avenue and Downey Road, was read. The City Engineer recommends the lease extended on a month to month basis due to uncertain development of the property. It was moved by Mailliard, seconded by Furlong that the eommunica.,.. tion be filed and request approved. Motion ca:rried. Report of the Police Department was read. It was moved by Mailliard, seconded by Anderson, that thereport be filed. Motion carried. Report of the Committee on Str&t Maintenance, Building, Purchasing and Library was read. It was moved by Mailliard, seconded by Anderson, that the report be filed. Motion carried. Petition and request of Stauffer Chemical Company, et aI, requesting Los Angeles County Sanitation Districts to make a survey for sani- tary and waste disposal faeilities into an appropr~ate sanitation district, was read. 3. 347 It was moved by Anderson, seconded by Furlong, that the petition be filed and the matter referred to the City Engineer.
