19470715 Regular City Council Meeting - Minutes -- MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD ON July 15, 1947 at 2:00 P. M. IN THE OFFICE OF THE CITY COUNC:o", 4305 SANTA FE AVENUE COUNCILMEN PRESENT: COUNCI~mN ABSENT: Anderson, Trowbridge, Mailliard and Leonis Furlong The meeting was called to order by Mayor J. B. Leonis. It was moved by Anderson, seconded by Trowrbidge, that the minutes of the previous meeting beapproved. Motion carried. Communication from the City Engineer, requesting authority to employ Mr. P. M. Garcia as engineering draftsman effective July 8, 1947 at a salary of $250.00 per month to September 1, 1947 and at rate of $275.00 per month therefater, was read. It was moved by Anderson, seconded by Trowbridge, that the communication be filed and request concnrred in. Motion carried. Tentative budget requirements submitted by City Clerk for fiscal year 1947-48 for all city departments excepting Water and Power Departments, was read. It was moved by Anderson"seconded by Trowbridge, that the budget be filed and referred to the City Clerk for completion. Motion carried. Circular letter from Planning Congress of Los Jillgeles County regarding hearon on J~ly 9th and July 23rd relating to appropriate class- ification of Outdoor Advertising Structures, was read. It was moved by Trowbridge, seconded by ~illiard, that the letter be filed. Motion carried. Communication and report of F. H. Donnelly, Fire Chief, on application of Bowers Battery and Spark Plug Co. requesting permit for the manufacture of storage batteries and warehouse at 2532 E. 49th Street, was read. F. H. Donnelly, Fire Chief, recomends that the permit be granted. It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be filed and permit granted. Motion carried. Report of E. Giles, Chief of Police, on request of Robert H. Black, for permit to sell maps, street guides, etc., within the city, was read. Mr. Giles recommends that the request be granted. It was moved by Anderson, secondedf by Mailliard, that the report be filed and the matter referred to the Committee of the Whole, Motion carried. -- Communication from Branch Brothers, requesting permit and license to operate service station at 5200 Santa Fe Avenue, was read. It was moved by Mailliard, seconded by Anderson, that the oommun! cation be filed and permit granted. Motion carried. Communication from Acweltone Corp. of California, requesting permH, to conduct a genera.l printing, engraving, lithographing, publishing ect. bas.- iness at 4618 Pacific Blvd. was read. 1. ,"'" o It was moved by Anderson, seconded by Trowbridge, that the communication be filed and permit granted. Motion carried. Communication from James T. Brown requesting permit to conduct a business of storing, processing and classifying chicken grit at 2050 E. 52nd street, was read. It was moved by Mailliard, seconded by Anderson, that the commu- nication be filed and permit granted. Motion carried. Communication from Kernel Kottage Konfections requesting permit to sell packaged popcorn, candy, etc., within the city, was read. It was moved by Anderson, Seconded by Trowbridge, that the commu- nication be filed and the matter referred to the Police Department. Motion carried. Communication from Poulsen & Nardon, Inc., requesting the paint- ing of No Parking and Loading Zone at 2665 Leonis Blvd. was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and the matter referred to the Police Department. Motion carried. Communication from Bohemian Distributing Co. requesting curb painting at 2254 E. 49th Street, was read. It was moved by Mailliard, seconded by Anderson, that the communi- cation be filed and the matter referrred to the Police Department. Motion carried. Communication from A. M. Castle Co. requesting curb painting at 2200 E. 55th Street, was read. It was moved by Mailliard, seconded by Anderson, that the commu- nication be filed ahd the matter referred to the Police Department. Motion carried. Communication from MacGlashan Air Machine GunCsmpany, regarding curb painting at 4615 Hampton Street, was read. It was moved by Mailliard, seconded by Anderson, that the commu- nication be filed and the matter referred to the Police Department. Motion carried. Communication from Atlantic & Pacific Tea Co. requesting permit to haul refuse from premises at 4527 Loma Vista Avenue, was read. It was moved by Trowbridge, seconded by Mailliard, that the commu- nication be filed and permit granted. Motion carried. Contract submitted by Southern California Gas Co. for the serving of gas to the City Hall, was read. It was moved by Anderson, seconded by Trowbridge, that the contract be filed and referred to the City Attorney. Motion carried. An application to the Public Utilites Commission for an order to open and improve 30th Street, was read. It was moved by Anderson, seconded by Trowbridge, that the applica- tion be filed and the matter referred to the City Engineer. Motion carried. 2. t""', '" Report of Police Department was read. It was moved by Trowbridge, seconded by Anderson, that the report be filed. Motion carried. Report of the Co~ittee on Street Maintenance, Building, Pur- chasing and Library, was read. It was moved by Trowbridge, seconded by Anderson, that thereport be filed. Motion carried. Report of Carl A. Heinze, Consulting Engineer, on operations of electrical system by the Southern California Edison Co. for the month of May, 1947, was read. It was moved by Anderson, seconded by Mailliard, that the report be filed. Motion carried. Tentative BudgEt submitted by Light & Power Department fDr the fiscal year 1947-48, was read. It was moved by Anderson, seconded by Trowbridge, that the budget be filed. Motion carried. Communication from Southern California Edison Company with check in the sum of $206,450.50 was read. It was moved by Anderson, seconded by Trowbridge, that the commu~ nication be filed and the matter referred to the Electrical EnginBer for checking and report. Motion carried.
