HELD ON AUGUST 19, 1947 AT 2:00 PM
IN THE OFFICE OF THE CITY COUNCIL

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Anderson,seconded by TroYbridge, that the minutes
of the previous meeting be approved. Motion carried.
Communication from the City Engtneer regarding the opening of E.
30th Street, across santa Fe Railyay tracks, vas read. The City Engineer
recommends that the matter be filed due to dangerous grade crossing over
four tracks.
It was moved by Trowbridge, seconded by Furlong, that the commu-
nication be filed. Motion carried.
Communication from the City Engineer regarding damage done to fire
hydrant in 55th Street east of Alameda Street, by C. B.Helm, 25121- East
56th Street, Huntington Park, .as read. The City Engineer recommends
that C. B. Helm be billed for the repairs amounting to $12.93.
It vas moved by Mailliard, seconded by Trowbridge, that the
communication be filed and recommmendation of the City Engineer concurred
in. Motion carried.
Communication from County Supervisor, William A. Smith, in re-
gard to the license fee charged to Western Live Stock Association for
putting on Livestock shoy, was read.
It was moved by Furlong, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the Mayor and City Attorney.
Motion carried.
Communication from Vernon Industrial Development Association and
Stanley M. Guthrie in regard to a proposed lease agreement between the
. City of Vernon and Southern California Edison Company, was read.

It vas moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the City Attorney and City
Engineer. Motion carried.
Communication from Vernon Industrial Development Association and
Stanley M. Guthrie in regard to request of Southern California Edison Co.,
for franchise on portion of Soto Street, Alcoa Avenue and Slauson Avenue,
vas read.
It wws moved by Anderson, seconded by Furlong, that the communi-
cation be filed and the matter referred to the City Attorney, Electriaal
Engineer and the City Clerk to advertise sale of franchise. Motion
carried.
Communication from F. H. Donnelly, Fire Chief, recommending
the acceptance of two hose bodies furnished by the Aluminum Body Corpora-
tion under contract dated May 20, 19.1f.7, was read.

It was moved by Trowbridge, seconded by hilliard, that the
communication be filed and recomendation of Fire Chief concurred in.
Motion carried.

RESOLUTION NO. 1349, a Resolution Authorizing the publication
of notice to sell a franchise for period beginning on date of the grant-
ing of such franchise and ending the 4th day of May 1987 to construct,
operate, alter, maintain and use an electric distribution and transmission
system consisting of poles, crossarms, conduits, cables, wires andbther
applicances and appurtenances (other than toyers) on, along, upon, in and
under and across certain streets, alleys ,public highways and public
places within the City of Vernon, namely Soto Street from Leonis Avenue
(48th Street) to the south boundary line of said City; Slauson Avenue
from Approximately 70 feet west of Alcoa Avenue East, to approximately
600 feet west of Downey Road; Alcoa Avenue from 70 feet north of Slauson
Avenue South to the South end of Alcoa Avenue, and to use and operate such
system solely for the purpose of distributing electricity within the City
ofVernon to the City itself and to the Los Angeles Transit Lines, its
successors or assigns, for railway purposes only, and to Bethlehem Steel
Corporation, its successors or assigns, at its steel plant at the corner
of Alcoa Avenue and Sllauson Avenue in said City of Vernon, and to transmit
electricity through the City of Vernon to serve communities and consum-
ers outside the City of Vernon and for telephone circuits on said portions
of said streets incidentally useful or convenient in connection with the
operation of said transmission and distribuion system, was read.
It was moved by Furlong, seconded by Trowbridge, that Resolution
No. 1349 be adopted. Motion carried by the following vote:

NOES: None
ABSENT: None
RESOLUTION No. 13~0,a Resolution accepting two hose truck bodies
built on chassis owned by the City of Vernon, in Accordance with Notice
Inviting Sealed Proposals add Bids, was read.
It was moved by Anderson, seconded by Mailliard, that Resolution
No. 1350 be adopted. Motion carried.
RESOLUTION NO. 13511., a Resolution transferring the responSibil-
ity of painting streets and curbs within the city of Vernon, from the
Street Department to the Police Department of said City.
It was moved by Anderson, seconded by Furlong, that Resolution
No. 13;1 be adopted. Motion carried.
Communication from F. H. Donnelly, Fire Chief, on request of
Bethlehem Steel Corporation for permission to burn scraplDmber in pit
on property y'east of Alcoa Avenue, vas read. The Fire Chief recommends
that the request be denied as request would be in violation of City
Ordinance No. 314.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be tiled and request denied. Motion carried.
Communication from Paul W. Cl:J,urchill, requesting permit to
operate an autommbile repair garage at 4301 Downey Road, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and permit granted. Motion carried.

Communication from Y &: S Brass Company requesting permit to conduct
a brass manuracturing plumbing goods business at 2580 Downey Road, was read.
It was moved by Trowbridge, seconded by Anderson, that the communi-
cation be riled and permit granted. Motion carried.
Communication f'rom Thomas R. Oakey requesting a permit to operate
a truck body repairing and painting business at 2920 E. 46th Street, was read.
. It was moved by hilliard, seconded by Anderson, that the communica-
tion be riled and permit granted. Motion carried.
Communication from R. L. Babcock or the Babcock Industrial Hospital
requesting permit to operate an additional hospital unit at 3125 Slauson
Avenue, was read.
It was moved by Furlong, seconded by Trobridge, ~hat the communi-
cation be riled and permit granted. Motion carried.
Communication from Ferde Schaerer requesting permit to sell icecream
within the city, was read.
It was moved by Furlong, seconded by Trowbridge, that the communica-
tion be riled and the matter rererred to the Police Department. Motion
carried.
Communication f'rom H. L. Stuart requesting permit to operate lunch
stand. at 'Willis Sales 'Yard, 3001 Downey Road during auction sales, was read.
It was moved by Furlong, seconded by1'rowbrldge, that the communica-
tion be riled and the matter referred to the Police Department. Motion
carried.
Communication from Wewmarket Company requesting curb painting at
2535 E. Vernon Avenue, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be riled and the matter rererred to the Police Department. Motion
carried.
Communication rrom Byron-Jackson Co., requesting painting of cross-
walk at 2300 E. Vernon Avenue, was read.
It was moved by Furlong, seconded by Anderson, that the communica-
tion be riled and matter referred to Police Department. Motion carried.
Commun1aation f'rom Arrowhead Rubber Co. requesting permit to haul
reruse from premises or 2149 E. 37th Street, along and upon the streets or
the City or Vernon, vas read.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be riled and permit granted. Motion carried.
Renewal of years rental by Pete Strattes ror city property at Fruit-
land A venue and Downey Road ror rarming purposes, was read.
It was moved by Anderson, seconded by Furlong, that the communication
be filed and proposal accepted. Motion carried.
Report of C. A. Heinze, Consulting Engineer, on operation of elec-
trical system by Southern California Edison Co. for month of June, 1947,
was read.
It was moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.

ending June 30, 1947, was read.
It was moved by Trowbridge, seconded by Mailliard, that the report
be filed. Motion carried.
Communication from Southeast Realty Board with resolution attached,
regarding the installation of traffic signals on Alameda Street, vas read.
It was moved by Trowbridge, seconded by Mailliard, that the communi-
cation be filed. Motion carried. .
The 1947-1948 BudgEt as submitted by the City Clerk, was read.
It was moved by Trowbridge, seconded by Fur~ong, that the budget
be filed. Motion carried.
RESOLUTION No. 1347, A resolution fixing compensation for W. E.
Ross, Deputy City Clerk, was read.
It was moved by Furlong, seconded by Anderson, that Resolution No.
'1347 be adopted. Motion carried.
RESOLUTION No. 1348, a Resolution approving the Budget for the
fiscal year 1947-1948, was read.
It was moved by Anderson, seconded by Trowbridge, that Resolution
No. 1348, bea.dopted. Motion carried.
Report of the Police Department was read.
It was moved by Anderson, seconded by Trowbridge, that thereport
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchas-
ing and Library, was read.
It was moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.
Communication from D.N.Painting Company submitting bid of $162.75
to paint screens and doors at the City Hall, was read.
It was moved by Anderson, seconded by Trowbridge, that the eOmmtmi-
cation be filed and the bid accepted, and the Clerk ordered to have the
work done. Motion carried.
ORDINAKCE No. 610, an ordinance Fixing the Tax Rate for fiscal
year 1947-1948, was read for first reading.
It was moved by Trowbridge, seconded by Anderson, that Ord~ce
No. 610, be passed for first reading. Motion carried.
