19471007 Regular City Council Meeting - Minutes MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON OCTOBER 7, 1947 AT 2:00 PM IN THE OFFICE OF THE CITY COUNCIL 4305 SANTA FE AVENUE COUNCILMEN PRESENT: Leonis, Anderson, Trowbridge, Mailliard and Furlong COUNCILMEN ABBENT: None The meeting was called to order by Mayor J. B. Leonis. It was moved by Furlong, seconded by Anderson, that the minutes of the previous meeting be approved. Motion carried. Communication from Carl A. Heinze, Consulting Engineer, regarding Partial Releases and Conveyances dated May 31, 1947 from Southern California Edison Co. Ltd. and Harris Trust & Savings Bank and Security-First National Bank of Los Angeles to the City of Vernon, covering betterments, additions, et., was read. The Consulting Engineer reports that he has checked the partial releases and conveyances and finds they describe the electrical property transferred and involved under the terms of the lease agreement as the prop- erty added by the Southern California Edison Company as of May 31, 1947. It was moved by Furnlong, seconded by Mailliard, that the releases and conveyances be approved and the communication filed. Motion carried. Communication from Carl A. Heinze, Consulting Engineer, reporting that examination of records of the Vernon District Office of the Southern California Edison Company for the period ending May 29, 1947 has been made by Mr. Fred Hurley and reports that the amounts reported by the Southern Calif- orinia Edison Company are in agreement with the District Office records maintained in the City of Vernon, was read. It was moved by Anderson, seconded by Trowbridge, that the communi- cation be filed. Motion carried. Report of Carl A. Heinze, Consulting Engineer on operations of electrical system by the Southern California Edison Company for the month of July, 1947, was read. It was moved by Trowbridge, seconded by Mailliard, that thereport be filed. Motion carried. Application by the Los Angeles Transit Lines before the Public Utilities Commission for an order granting permission to increase and adjust fares for the transportation of passengers, was read. It was moved by Mailliard, seconded by Trowbridge~ that the appli- cation be filed. Motion carried. Communication from The Regional Planning commission of the County of Los Angeles regarding the adoption of Master Plan of Freeways, was read. It was moved by Mailliard, seconded by Trowbridge, that the communi- cation be filed. . Motion carried. Report of the Terminix Company on the condition of the City Hall building and recommending certain work and repairs, was read. It was moved by Furlong, seconded by Trowbridge, that the report be filed and the matter referred to the City Engineer for report. Motion carried. 1. r.'9 0' Communication and request of F. H. Donnelly, Fire Chief, for an appropriation of $1000.00 for the purchase of batteries for the Gamewell Fire Alarm System, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- ncation be filed and request granted. Motion carried. Communication from Garibaldi Bros. Livestock Transportation Co. inquiring regarding the sale of approximately 2~ acres of land at the southwest corner of Downey Road and 50th' Street, by the City, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed. Motion carried. Communication from J. B. Seage, Inc. requesting permit to conduct and operate a contracting business at 5600 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Anderson, that the commu- nication be filed and permit granted. Motion carried. Communication from Industrial Equipment Company of Southern California requesting permit to conduct a machinery business at 4441 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the communi- cation be filed and permit granted. Motion carried. Communication from Mel Wiles for permit to operate and conduct a gasoline service station at 3101 East Slauson Avenue, was read. It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be filed and permit granted. Motion carried. Communication from McMenus Bros. requesting permit to sell food and soft drinks at the Live Stock show to be held November 28 to December 4, 1947 at Los Angeles Union Stock Yards, was read.o It was moved by Mailliard, seconded by Furlong, that the commu- nication be filed and the matter referred to the Police Department. Motion carried. Communication from Clifford E Dancer requesting permit to sell lunches within the City, was read. It was moved by Mailliard, seconded by Furlong, that the dommuni- cation be filed and the matter referred to the Police Department. MOtion carried. Communie.ation from the Fire Chief of the City of Vernon, recom- mending the appointment of V. A. D'Amico as Captain, Doyle Farrier, as driver and J. E. Hardin as Relif Driver, and requesting permission to employ one additional hoseman to replace ~.E. Hardin, was read. The request having the approval of the Fire Commission of the City of Vernon, it was moved by Trowbridge, seconded by Anderson, that the recommendation be approved and the City Attorney be instructed to bring in a resolution to be pres'ented at the next regUar meeting, setting forth the recommendation of the Fire Chief, to take effe~t as of November 1, 1947. Motion carried. 2. {lO Communication from David B. Brooks requesting permit to sell lunches within the City~ was read. It was moved by Anderson, seconded by Trowbridge, that the communication be filed and the matter referred to the Police Department. Motion carried. Communication from K-C. Products requesting the painting of loading zone at 3103 E. 26th Street, was read. It was moved by Furlong seconded by Anderson, that the commu- nication be filed and the communication referred to the Police Department. Motion carried. Communication from Paper Products, Inc.~ requesting curb paint- ing at 5126 Alcoa Avenue, was read. It was moved by Furlong, seconded by Anderson, that the communi- cation be filed and the matter referred to the Police Department. Motion carried. Communication from Muralo Compa~, Inc., requesting permit to haul refuse from premises at 4890 Pacific Blvd. along and upon the streets of the City, was read. It was moved by Anderson~ seconded by Furlong, that the commu- nication be filed and permit granted. Motion carried. Communiationfrom Swift & Co. requesting permit to haul refuse from premises at 3750 Jewel Avenue along and upon the streets of the City of Vernon, was read. It was moved by Anderson, seconded by Furlong, that the commu- nication be filed and permit granted. Motion carried. Report of the Police Department was read. It was moved by Anderson, seconded by Trowbridge~ that the report be filed. Motilion carried. Report of the Committee on Street Maintenance, Building~ Pur- chasing and Library was read. It was moved by Anderson, seconded by Trowrbidge, that the report be filed. Motion carried. Communication from Warman Steel Casting Company requesting the repainting of cross walk at 6100 So. Boyle Avenue, was read. It was moved by Furlong, seconded by Anderson, that the communi- cation be filed and the matter referred to the Police Department. Motion ca.rried. At this time the Clerk announced that he had two offers for the junk which was left from the Fire Equipment, one for $200.00 from Vicks Auto Wreck- ing Co. and one for $150.00 from MotorTruck Wrecking Co. It was recommended by the Fire Commission that the .junk be sold to the highest bidder ~ Vicks Auto Wrecking Co. It was moved by Anderson, seconded by Trowbridge, that the Fire Chief be authorized to sell the junk left from the fire equipment to Vicks Aut~ Wreck- ing Company for $200.00. Motion carried. It was moved by Mailliard~ seconded by Anderson, that the clerk be authorized to dispose of the old lagging left from the work done by the OPA at the best possible price he can receive for the same.
