19471021 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON OCTOBER 21, 1947 at 2:00 P.M. IN THE OFFICE OF THE CITY COUNCIL 4305 Santa Fe Avenue COUNCILMEN PRESENT: COUNCILMEN ABSENT: Leonis, Anderson, Trowbridge, Mailliard and Furlong None The meeting was called to order by Mayor J. B. Leonis. It was moved by Anderson, seconded by Trowbridge, that the minutes of the premious meeting be approved. Motion carried. At this time the Clerk announced that he had on his desk a bid from the Southern California Edison Company for a franchise to alter, construct, maintain and operate electric transmission and distribu- tion lines along portion of Sota street, Slauson Avenue and Alcoa Avenue. It was moved by Furlong, seconded by Anderson, that the bid be opened and read, and filed and the matter referred to the City Attorney. Motion carried. '^ ORDINANCE 611. - An oridinance of the City of Vernon granting to Southern California Eddson Company, a corporation organized and existing under and by virtue of the laws of the State of California: A franchise for a period beginning on the date of this Ordinance and ending the 4th day of May, 1987, to construct, operate, alter, maintain and use an enectric distri- bution and transmission system consisting of poles, crossarms, conduits, cables, wires and other appliances and appurtenances (other thn towers) on, along, upon, in, under and across certain streets, alleys, public highways and public places within the City of Vernon, namely Soto Street from Leonis- Avenue (48th Street) to the south boundary line of said City; Sla.uson Avenue from approximately 70 feet west of Alcoa avenue ea.st, to approximately 600 feet west of Downey Road; Alcoa Avenu~ from 70 feet north of Slauson Avenue to the south end of Alcoa Avenue, and to use and operate such system solely for the purpose of distributing electricity within the City of Vernon to the City itself and to the Los AngelesTransit Lines, its successors or assigns, for railway purposes only, and to Bethlehem Steel Corporation, its successors or assigns, at its steel plant at the corner of Alcoa Avenue and Slauson Avenue in said City of Vernon, and to transmit electricity throgh the City of Veron to serve communities and consumers outside the City of Vernon, and for telephone circui~s on said portions of said streets incidentally useful or convenient in connection with the operation of said tran&mission and distribution system, was read. It wa.s moved by Trowbridge, seconded by Furlong, that the Ordinance be laid over until the next meeting for first reading. Motion ca.rried. Copy of a Resolution adopted by the Board of Supervisors of the County of Los Angeles in regards to air pollution control district of the County of Los Angeles, and declaring that there is need for said District to function, was read. It was moved by Anderson, seconded by Furlong, that the resolution be filed. Mo~ion carried. Communication add request of the City Engineer for authority to employ Mr. Charles E.Blackman as chainman in the Engineering Department at the rate of $175.00 per month, effective October 16, 1947, was read. 1. 41:5 It was moved by Trowbridge; seconded by Furlong, that the commu- nication be filed and request granted. Communication from Great Western Livestock Show requesting permit to conduct a livestock show at the west yards of the Los pngeles Union Stock Yards Company, Vernon pvenue between Alcoa Avenue and Eoy1e Avenue, November 29, to December 4th, incl. 1947 was read. It was moved by Trowbridge, seconded by ~milliard, that the com- munication be filed and pfJrmit granted. Motion carried. Communication from Paul Hill requesting permission to hang banner across Downey Road in connection with Stock Yards Rodeo from November 13th to December 1st, 1947, was read It was moved by Trowbroidge, seconded b~ Mailliard, that the com- muniation be filed and permit granted. Motion carried. Communication from the Lyco Research Laboratory requesting permit to conduct a business of repackaging of fruits and vegetables at 4820 Everett Avenue, was read. Communication from California Meat Processing Co. requesting permit to conduct a business of selling meat products at 4360 Bouth Soto St. (United Dressed Beef Co.O), was read. It was moved by Trowbridge, seconded by Mailliard, that the com- munication be filed and permit granted. Motion carried. Communication from Pacific Press, Inc., in regard to some measure of traffic control at Soto St. and Fruitland Road, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and the matter referred to C. A. Heinze, Consulting Engin- eer and the Police Department. Motion carried. Communication from Lloyd D. Overacre in regard to traffic condi- tions at Soto st. and Fruitland Road, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and matter referred to the Police Department. It was moved by Anderson, seconded by Trowbridge, that the . communication be filed and the matter referred to the Police Department, Motion carried. Communication from Acme Steel Company requesting curb painting at 4901 Paciric Blvd., was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and the matter referred to Police Department. Motion carried. Communication from Union Carbide & Carbon Corp. requesting permit to haul refuse from premises at 2315 E. 52nd Street upon and along the streets of the City of Vernon, was read. It was moved by Maillia.rd, seconded by Furlong, that the commu- nication be filed and permit granted. Motion carried. Communiaation from the City Engineer regarding offer of Terminix Company to treat City Hall against termites, was read. It was moved by !rowbridge, seconded by Furlong, that the commu- nication be filed and the contract awarded to Terminix Company. Motion carried. Report of C. A. Heinze, Consulting Engineer on operations of electrical system by Southern California Edison Co. for month of August 1947, was read. It was moved by Anderson, seconded by Furlong, that the report be filed. Motion carried. RESOLUTION 1353, a Resolution fixing number of employees of the Fire Department, and the compensation thereof, was read. It was moved by Trowbridge, seconded by Furlong, that Resolution No. 1353, be adopted. Motion carried. Communication from California Freight Line requesting permit to conduct a freight transporation business at 2535 E. 27th St. was read. It was moved by Furlong. seconded by Anderson, that the communi- cation be filed andpermit granted. Motion carried.d Report of the Police Department was read. It was moved by Furlong, seconded by Mailliard, that the report be filed. Motion carried. Report of the Committee on Street Maintenance, Building, Purchas- ing and Library, was read.
