HELD ON NOVEMBER 4, 1947 AT 2:00 P. M.

The meeting was called to order by Mayor J. B. Leonis.
It was moved by Trowbridge, seconded by Anderson, that the
minutes o~ the previous meeting be approved. Motion carried.
Communication from the City Engineer requesting authority to employ
Mr. S. J. Martin as blacksmith in street and vater departments at the rate
of $240.00 per month, ef~ective October 24, 1947, was read.
It was moved by Furlong, seconded by Anderson, that the communica-
tion be filed and permit granted. Motion carried;
Communication from the City Engineer recommending that a new set
of pump-bowls and complete column consisting of 10 inch pipe, 3 inch tubing
and 1 - 15/l6 inch sha~ting, etc. for Well #3, vas read. (A copy of pro-
posed notice inviting bids attached.)
It was moved by Anderson, seconded by Trobridge that the'communi-
cation be filed and the Clerk be instructed to advertise for bids. Motion
carried.
Communication from the City Engineer regarding Liberty Gas Engine
loaned to Barber Bridge Drilling Corp. for emergency in well drilling and
was damaged beyond repair, and the Barber Bridge-Drilling Corp. has offered
the City;.a sum of $500.00 for the accidenta.l loss of the unit, was read.
It was moved by Furlong, seconded by Anderson, that the communi-
cation be filed and the offer accepted. Motion carried..
Communication from the City Engeineer requesting authority to issue
"extra work order" to Barber Bridge-Drilling Corp. for drilling below con-
tract depth on well #10, vas read. The agreed price for this extra vork
is $23.2~ per lineal foot of completed vork below 1600 feet.
It vas moved by Mailliard, seconded by Trowbridge, that the commu-
nication be filed and the City Engineer be empowered to issue a letter on
"Extra. work order." Motion carried.
Communication and recommendation from the City Engineer ~or the
disposal of water pum~ bowls from Well #4-5--6-7 to the Barber Bridge-Drilling
Corp. for the sum of $1050.00, was read.
It was moved by Furlong, seconded by Anderson, that the communica-
tion be filed and recommendation concurred in. Motion carried.
Communication and repoft from the City engineer on communication
of A. M. Rawn, Chief Engineer and General Manager of the County Sanitation
Districts, and in regard to the construction of sewer dischar8ing into Bandini
Trunk Sewer of County Sanitation District Bo. 2, vas read. (The City Engin-
eer recommends that the letter be fIDled.)
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be filed and recommendation concurred in. Motion carried.

Report of A. M. Rawn~ Chief Engineer and General Manager of the
County Sanitation Districts in regard to connection with County Sanitation
District #2, was read.
It was moved by Anderson~ seconded by Mailliard~ that the communi-
cation be filed and the matter referred to The City Engineer for report.
Motion carried.
Report of Haskins & Sells for year ending June 30~ 1947~ was read.
It was moved by Anderson~ seconded by Trowbridge~ that the commu-
nication be filed and the matter referred to the Finance Committee. Motion
carried.
Report of Southern California Gas Company on Los Angeles County
Franchises 463 and 467 for period ending June 30~ 1947~ was read.
It was moved by Anderson, seconded by Trowbridge~ that the report
be filed. Motion carried.
Communication from Los Angeles County Regional Planning Commission
regarding a hearing to be held November 12, 1947 at 2:00 P. M. in regard to
a request to remove that portion of Otis Avenue (Temple Street and Harbor
Avenue in the City of Compton) from Rosecrans Avenue southerly from the
Master Plan of Highways as a secondary highway, was read. Master Plan pro-
poses that Otis Avenue be made a secondary highway from Ramona Blvd. at the
northerly end of the Los Angeles River Freeway at the southerly end..
It was moved by Trowbridge~ seconded by Mailllard~ that the commu-
nication be filed. Motion carried.
Communication from R. T. Dorsey, Traffic Engineer, Los Angeles
Police Department in regard to a communication received from Mrs. L. Tuggle
338-B Termino Avenue~ Long Be~ch, California, requesting traffic signals
at 27th Street and Santa Fe AVenue~ was read.

nication be filed. Motion carried.
Bid of Southern California Edison Co. for franchise to alter~
construct~ maintain and operate electric transmission and distribution lines
along portion of Soto Street~ Slauson and Alcoa Avenues~ was read.
It was moved by Anderson~ seconded by Trowbridge~ that the matter
be laid over until the next regular meeting of the Coune~l. Motion carried.
ORDINANCE 6ll~ an Ordinance of the City of Vernon, granting to
Southern California Edison Company~a corporation organized and exi~ting under
and by virtue of the laws of the State of California~ a franchise for a period
beginning on the date of this Ordinance and ending on the 4th day of May,
1987, to construct~ operate~ alter~ maintain and use an electric distribution
and transmission system consisting of poles, crossarms~ conduits~ cables,
wirea dnd other appliances and appurtenances (other than thowers), on, along,
upon, in~ under and across certain streets~ alleys~ public highways and public
places within the City of Vernon~ namely Soto Street from Leonis Boulevard
(48th Street) to the south boundary line of the City; Slauson Avenue from ap-
proximately 70 feet west of Alcoa Avenue east to approximately 600 feet west
of Downey Road; Alcoa Avenue from 70 feet north of Slauson Avenye to the south
end of Alcoa Avenue~ and to use and operate such system solely for the purpose
of distributing electricity within the City of Vernon to the City itself and
to the Los Angeles Transit Lines~ its successors or assigns~ for railway
purposes only~ and to Bethlehem Steel corporation, its successors or assigns~
at its steel plant at the corner of Alcoa Avenue and Slauson Avenue in said
City of Vernon, and to transmit electricity through the City of Vernon to serve
communities and consumers outside the City of Vernon~ and for telephone cir-
cuits on said portions of said streets incidentally useful or convenient in
connection with the operation of said transmission and distribution system,

No 611 be laid over until the next regular meeting of the Council, for
first reading. Motion carried.
RESOLUTION No. 1354, a Resolution of the City Council of the City
of Vernon, by which is struck off, sold and awarded by said City Council to
Southern California Edison Company, a franchise for the period beginning on
the date of the granting of such franchise and ending on the 4th day of May
1987 to construct, operate, alter, maintain and use an electric distribution
and transmission system consisting of poles, crDss~arms, conduits{ cables,
wires and other appliances and appurtenances (other. than thowers) on,
along, upon, in and under and across certain streets, alleys, public high-
ways and public places 'within the City of Vernon, namely - Soto Street from
Leonis Avenue (48th Street) to the south boundary line of said City; Slauson
Avenue from approximately 70 feet west of Alcoa Avenue east to approximately
600 feet west of Downey Road; Alcoa Avenue ft>om 70 feet north of Slauson
Avenue south to the south end of Alcoa Avenue, and to use and operate such
system solely for the purpose of Distributing electricity within the City
of Vernon to the City. itself and to the Los Angeles Transit Lines, its

It was moved by Anderson, seconded by Trowbridge, that Resolution
No. 1354 be laid over until the next regular meeting of the City Council.
Motion carried.
Communication f'rom Lewis S. Stephens requesting permit to conduct
a business of manufacturing tools, dies and general machine work at 5001
Pacific Boulevard, was read.
It was moved by Mailliard, seconded by Anderson, that the communi-
cation be filed and ~ermit granted. Motion carried.
Communication from Maywood Shops, Inc., requesting permit to con-
duct a business of furniture assembly at 5050 Pacific Boulevard, was read.
It was moved by Ma.illiard, B~conded by Anderson, that the communi-
cation be filed and permit granted. Motion carried.
Communication from Pacific Sound Equipment Corp. requesting permit
to manufacture, assemble and warehouse sound equipment at 2055 $. 38th St.
was read.
It was moved by Trowbridge, seconded by Ma111iard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Frank Belnich for permit to operate service
station at 5220 Santa Fe Avenue, was read.
It was moved by Mailliard, seconded by anderson, that the commu-
niaation be filed and permit granted. Motion carried.
Communication from Irving Geffner requesting permit to conduct a
business to be known as City Meat Packi~g Co., at 3305 E. Vernon Avenue
was read.
It was moved by Furlong, seconded by Anderson, that the communi-
cation be filed and permit gRanted. Motion carried.

It was moved by Furlong, seconded by Trowbridge that the commu-
nication be filed and the matter referred to the Fire Department for report.

Communication from Asher Goodrick, requesting permit to operate
a canteen at Jurtzman Bros. 4820 Alcoa Avenue, was read. (Letter of Kirtz-
man Bros. attached.)

nication be filed and the matter referred to the Police Department. Motion
carried.
Communication from Maria and Felipe Cansino requesting permit to
serve meals, sandwiches and coffee at the cellophahe plant of California
Walnut Growers, was read. (Letter of California Walnut Grovers attached.)

Communication from the City EngiBeer requesting authority to employ
Mr. J. U. Gossett as cement finisher in Street and Water Department at rate
of $10 per day, effective November 5, 1947, was read.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and request granted. Motion carried.

be filed. Motion carried.
Report of the Committee .on Street Maintenance, Building, Pur-
chasing and Library was read.
It was moved by Mailliard, seconded by Anderson, that the report
be filed. Motion carried.
Communication from the Police Department informing the Council
that John Treichel had resigned and he had hired Ralph A. Scott, Jr., to
take his place, to become effective October 24, 1947, was read.
It was moved by Trowbridge, seconded by Mailliard, that the com-
munication be filed and the action of the Police Department be approved.
