MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON DECEMBER 2, 1947 AT 2:00 P.M.
IN THE OFFICE OF THE CITY COUNCIL

COUNCILMEN PRESENT: Leonis, Anderson, Furlong, Mailliard and Trowbridge
COUNCILMEN ABSENT: None
The meeting was called to order by Mayor J. B. Leonis.
It was moved by Trowbridge, seconded by Anderson, that the minutes
of the previous meeting be approved. Motion carried.
At this time the Clerk announced that he had bids on his desk for
the furnishing of pumping equipment.
It was moved by Anderson, seconded by Mailliard, that the City Clerk
proceed to open the bids. Motion carried.
At this time the Clerk read the bids for the furnishing of certain
pumping equipment, only one bid from Layne & Bowler being received.
It was moved by Anderson, seconded by Mailliard, that the bid
be filed and referred to the City Engineer for report. Motion carried.
ORDINANCE NO. 611 - an ordinance of the City of Vernon granting to
Southern California Edison Co., a corporation organized and existing under
and by virtue of the laws of the State of California: A franchise for a period
beginning on the date of this ordinance and ending on the 4th day of May,
1987 to construct, operate, alter, maintain and use an electric distribution
and transmission system consisting of poles, crossarms, conduits, cables,
wires and other appliances and appurtenances, (other than towers), on, along,
upon, in, under and across certain streets, alleys, public highways and
public places within the City of Vernon, namely Soto Street from Leonis Avenue
(48th Street) to the south boundary line of said City; Slauson Avenue from
approximately 70 feet west of Alcoa Avenue east to approximately 600 feet west
of Downey Road; Alcoa Aven~e from 70 feet north of Slauson Avenue south to
the south end of Alcoa Avenue, and to use and operate sush system solely
for the purpose of distributing electricity within the City of Vernon to the
City itself and to the Los Angeles Transit Lines, its successors or assigns,
for railway purposes only, and to Bethlehem Steel Corp., itssuccessors or
assigns, at its steel plant at the corner of Alcoa Avenue and Slauson Avenue
in said City of Vernon, and to transmit electricity through the City of Vernon
to serve communities and consumers out-side the City of Vernon, and for
telephone circuits on said portions of said streets incidentally useful or
conveniant in connection with the operation of said transmission and distri-
bution system, was read for second reading.
It was moved by Anderson, seconded by Trowbridge, that ORDINANCE No.
611, be passed for second reading. Motion carried.

It was moved by Anderson, seconded by Trowbridge, that Ordinance
No. 611 be adopted. Motion carried by the following vote:

ABSENT: None
RESOLUTION No. 1357, a resolution approving a franchise bond filed
by Southern California Edison Company was read.
It was moved by Trowbridge, seconded by Mailliard, "that Resolution
No.1357 be adopted. Motion carried.
RESOLUTION NO. 1356, a Resolution accepting deed from William Carter
Hr. and Minnie K. Carter, was read.
It was moved by Trowbridge, seconded by Anderson, that Resolution
No. 1356 be adopted. Motion carried.
RESOLUTION NO. 1358, a Resolution objecting and opposing the creation
of a sanita.ry sewer district, including sewer district No. 1 of the City of
Vernon, was read.
It was moved by Trowbridge, seconded by Furlong, that Resolution No.
1358 be adopted. Motion carried.
A resolution adopted by the Los Angeles County Board of Supervisors
in regards to allocation or gasoline tax funds to cities, an order adopting
new policy, was read.
It WB.S moved by Anderson, seconded by Trowbridge, that the resolution
be filed. Motion carried.
Copies of letters rrom office of County Surveyor and County Engineer'
went to Flintkote CompanY-Pioneer Division, and Container Corporation of Amer-
ica, in regard to Ordinance No. 614 and Hooper Avenue Drainage System, were
read.
It was moved by Furlong,- seconded by Anderson, that the letters be
filed. Motion carried.
Communication from the City Engineer recommending the acceptance of
two hydraulic aand extractors from the Pacific Iron & Stvel Company, was
read.
It was moved by Trowbridge, seconded by Mailliard, that the communi-
cation be filed and the sand extractors be accepted and the Treasurer be
authorized to pay the sum or $3100.00 plus tax in the sum of $77.50 ror the
same. Motion carried.

Communication from the City Engineer, submitting estimate No. 1
on work completed by Barber-Bridge Drilling Co. on Well No. 10, was read.
The total amount due on estimate No. 1 for work completed is $26,163.45.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and the treasurer be authorized to pay the sum of
$26,163.45. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief on request
of See-Mar of California requesting permit to manufacture wood products at
2228 E. 37th St. was read. The Fire Chief recommends that permit be
granted.
It was moved by Anderson, seconded by Trowbridge, that the communi-
cation and report be filed and that permit be granted. Motion carried.
Communication and report of the Fire Chief on request of Aeroil
Products Company requesting a permit to conduct a wholesale and retail roof-
ing equipment supply business at 2415 E. 37th St., was read. ~e Fire Chief
recommends that the permit be granted.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication and report be filed and permit granted. Motion carried.
Communication and report of the Fire Chief, on request of Western
Metal Finishing Company for permit to conduct a metal finishing business at
5304 Alcoa Avenue, was read. The Fire Chief recommends that permit be granted.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication and report be filed ana permit granted. Motion carried.
Communication from Cork Insulation Company requesting permit to con-
duct a business of storage and handling of insulation materials at 4536
Diestrict Blv. was read.

tion be filed and permit granted. Motion carried.
Communication from Associated Express requesting a permit to con-
duct a trucking business at 2750 S. Alameda st., was read.
It was moved by Anderson. seconded by Trowbridge, that the communi-
cation be filed and permit granted. Motion carried.
Communication from International Paper Company, Container Division,
reque?ting permit to conduct a businessof manufactur and sale of corrugated
shipping containers at 5120 So. Soto St., (business formerly conducted by
Owehs-Illinois Glass Company), was read.
It was moved by Furlong, seconded by Trowbridge, that the communica-
tion be filed and permit granted. Motion carried.
Communication from Idea.l Spring Company, requesting permit to operate
a spring manufacturing business at 5410 Alcoa Avenue, was read.
It was moved by Anderson, seconded by Ma.illiard, that the communi-
cation be filed and permit granted. Motion carried.
Communication from Mutual Packing Company requesting permit to con-
duct a wholesale meat business at 3301 E. V~rnon Avenue, was read.
It was moved by Anderson, seconded by Mailliard, that the communi-
cation be filed and permit granted. Motion carried.
Communication from M. P~ Whitson, requesting permit to place milk
dispensing machines at various business establishmen~s upon request of owners.

It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the matter referred to the Police Department and
Health Officer. Motion carried.
Communication from Railway Express Agency requesting permit to
prepare and dispatch deliveries from December 1st to 31st at 2801 Santa
Fe Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the communi-
cation be filed and the matter referred to the City Clerk to issue permit.
Motion carried.
Communication from Huntington ~rk Transportation Co. requesting a
permit and license to operate six cabs within the City, was read. (Check in
the sum of $216.00 attached to application.)
It was moved by Furlong, seconded by Mailliard, that the communica-
tion be filed and the matter referred to the Police Department and City Attor-
ney for report. Motion carried.
Communication from Poulsen & Nardon, Inc. requesting curb painting
in East 46th Street, was read.
It was moved by Trowbridge, seconded by Anderson, that the communi-
cation be filed and the matter referred to the Police Department. Motion
carried.
Communication from Owl Drug Co. regarding conditions effecting
operations of business under Ordinance No. 598, was read.
It was moved by Furlong, seconded by Mailliard, that the commu-
nication be filed and the matter referred to the Committee of the Whole
for study. Motion carried.
Communication from Armando Alvarez, requesting permit to sell lunches
on premises of Sunny Sally Vegetable Growers, 2705 Leonis Blvd., was read.

It was moved by Anderson, seconded by Trowbridge, that the communi-
cation be filed and the matter referred to the Police Department. Motion
carried.
Report of the Police Department was read.
It was moved by Trowbridge, seconded by Furlong, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchasing
and Library, was read.
It was moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.
Communication from Edward Hautz, City Fireman, requesting a
leave of absence for a period of one year, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and on the recommendation of the Fire and Police Commission,
that the request be denied, as there is not sufficient reason set forth in the
communication for such leave. Motion carried.
It was moved by Anderson, seconded by Trowbridge, that E. R. Young .
be employed to assist the City Attorney in the study and preparation of a
Pension Plan for the City of Vernon, and that he be paid a reasonable compen-
sation for his services. Motion carried.
