MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD DECEMBER 16, 1947 AT 2:00 P.M.
IN THE OFFICE OF THE CITY COUNCIL,
4305 SANTA FE AVENUE
COUNCILMEN PRESENT; FURLONG, ANDERSON, MAILLIARD AND TROWBRIDGE
COUNCILMEN ABSENT: 'LEONIS
The Mayor of the City being absent, the City Clerk called the
meeting to order and requested that a Mayor Pro Tem be elected for the
meeting.
It was moved by Anderson, seconded by Trowbridge, that Councilman
Furlong act as Ma.yor Pro Tem. Motion carried.
The Mayor Pro Tem then called the meeting to order.
It was moved by Anderson, seconded by Mailliard, that the minutes
of the previous meeting be approved. Motion carried.
, Vommunication and report of the City Engineer, on bid received
for the furnishing of pumping equipment for Well No'. 3, was read. The
City Engineer reports that Layne & Bowler Corporation propose to furnish
equipment in exact accordance with City Specifications for lump sum of
$5270.50 plus sales tax, and in addition, offer $423.00 for City owned
equipment no longer needed.
It was moved by Trowbridge, seconded by Anderson, that the
communication and report be filed and the bid of Layne & Bowler be
accepted, and that the City Attorney be authorized to draw a contract
covering the same. Motion carried.
Communication from the City Engineer, submitting plans A-1-l003 and speci-
fications No. 142, for the construction of Sanitary Sewers in Leonis Blvd.
between Soto Street and Boyle Avenue, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and that said plans and specifications be adopted,
Motion carried.
RESOLUTION No. 1359, a Resolution Approving Plans #A1-1003 and
Specifications No. 142 for the installation of sanitary sewers and appur-
tenances in Leonis Boulevard, was read.
It was moved by Trowbridge, seconded by' Anderson, that Resolu-
tion No. 1359, be adopted. Motion carried.
RESOLUTION No. 1360. a Resolution establishing wage rate to be paid
by successful bidder in carrying out contract for the installation of saR-
itary sewers and appurtenances and for the furnishing of all labor, material
etc., in accordance with Plans No. Al-1003 and Specifi.cations No. 142, was
read.
It was moved by Anderson, seconded by Trowbridge, that Resolution
No. 1360, be adopated, Motion carried.
Communication from B. Wollman, requesting permit to operateware-
house for storage of non-ferreous metals at 3151 E. Slauson Ave., was read.

munication be filed and permit granted. Motion carried.
Communication from George P. Jones, requesting permit to conduct
and operate an export and commercial pac~ing business at 3015 E. 25th St,
was read.
It was moved by Mai11iard, seconded by Anderson, that the commu-
nication be filed and permit granted. Motion carried.
Communication from North American Metals Company requesting a
permit tooperate a heat treating business at 5511 Boyle Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted subject to approval of the Fire Chief.
Motion carried.
Co~~unication from California Packers' Hide Company requesting a
permit to conduct a hide busines at 3395 E. vernon Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the communi-
cation be filed and permit granted. Motion carried.
Communication from Ex-Y~rine Guards Company requesting permit to
operate an industrial guard serv:l.ce within the Cit'jT, was read.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nica.tion be filed and permit granted. Motion carried.

It was moved by Anderson~ seconded by Mailliard, that the comrnunica-

It was moved by Trowbridge, seconded by Mailliard, that the comrnu-

It was moved by Anderson, seconded by Trowbridge, that the COlmnU-

Communication from City of Huntington Park requesting per'mission
~o install traffic signals and pedestrian control signal at Randolph Street,
and Boyle Avenue, was read. All costs are to be born by the City of Hunt-
ington Park from its gasoline tax funds.
It was moved by Trowbridge, seconded by Anderson, that the

Corr~unication from McCarty Trucking Company requesting permission
to store army barrack building (30x6ot) on pre111ises at 2410 E. 26th Street
untll contractor can make necessary remodeling to conform to building,
was read.
It was moved by Trowbridge, seconded by Anderson, that the connnu-
nica,ti,on be filed and permission granted. Motion carried.
Communication from the Chief of Police informing the City Council
that R. A. Scott, Jr., has severed his connection with the Police Depart-
ment as of December 4, 1947 and that he has employed Noel R. Hopper ,to
take his place as street painter, after December 8, 1947, at the rate of
$ 8.00 per day for 8 hOUI'S work, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
n:i.cation be filed and the City Council approve the act of the Chief of
Police. Motion carried.
Report of C. A. Heinze, Consulting Engineer on operations of
electric svstem by Southern California Edison Co. for month of October,
1947, was read.
It wa.s moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.
Report of the Police Department wa.s read.
It was moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Pur-
chasing and Library, was read.
It was moved byTrowbridge, seconded by Ande!'son, that the report
be filed. Motion carried.
