MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON FEBRUARY 17,1948 AT 2:00 P.M.
IN THE OFFICE OF THE CITY COUNCIL

The Mayor of the City being absent, the City Clerk called the meet-
ing to order and requested that a Mayor pro tem be elected for the meeting.
It was moved by Anderson, secondedQr Mailliard that Councilman Fur-
long act as Mayor Pro Tem. Motion carried.
The Mayor Pro Tem then called the meeting to order.
It was moved by Anderson, seconded by Mailliard that the minutes
of the previous meeting be approved. Motion carried.
Communication from the City Engineer requesting authority to employ
Mr. John D. Merrill as Inspector, effective February 16, 1948, at the rate
of $300.00 per month, was read.
It was moved by Anderson, seconded byTrowbridge, that the communi-
cation be filed and request granted. Motion carried.
Communication from the City Engineer requesting authority to employ
Mr. Donald Matteis as Chainman, effective February 18, 1948, at the rate of
$175.00 per month, was read.
It was moved by Trowbridge, seconded by Mailliard, that the communi-
cation be filed and request granted. ~~tion carried.
Communication from Vernon Kilhs in regard to'application for permiss-
ion to run waste water into sewers, was read.
It was moved by Anderson, seconded by Mailliard, that the communi-
cation be filed and the matter referred to the City Engineer. Motion carried.
Communication from County Road Department offering to paint white
stripe in center of Downey Road for the cost of $40.00, was read. The work
will be done in connection with the painting of Downey Road in County terri-
tory, 4900 feet within the City of Vernon and 4200 in County.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and offer approved and accepted. Motion carried.
Communication from West Coast Fast Freight requesting permit to con-
duct a business of assembling and distributing general commodities by motor
freight at 4500 Pacific Blvd., was read. '
It was moved by Anderson, seconded by Trowbridge, that the communica-
tion be filed and the matter laid over until the next meeting. Motion carried.
Communication from Apex Drum Cleaners requesting permit to conduct
a business of drum reconditioning on southeast corner of property recently
occupied by Wilshire Oil Company, was read.

munication be filed and the matter referred to the City Engineer. Motion
carried.
Communication from Brunner & Lay, Ltd., requesting permit to
conduct and operate the business of Vermont Tool & Supply Co., at 2425 E.
37th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from The Pratt Construction Co. requesting permit
to conduct the business of specializing in the sale and manufacture of
pre-fabricated houses and other allied products on west side of Soto Street,
south of 26th street, was read.
It was moved by Mailliard, seconded by Anderson, that the communi-
cation be filed and permit granted. Motion carried.
Communication from Monte Goldblatt requesting a permit to operate
the lunchroom at the Venus Food Co. 3317 E. 50th Street (Communication from
Venus Food Co. Attached), was read.
It was moved by Anderson, seconded by Mailliard, that the commu-
nication be filed and ~he matter referred to the Police Department. Motion
carried.
Communication from Doyle packing Co. requesting permission to
move their business from 4703 E. 50th Street (CMD) to another location in
the Central Manufacturing District, w~s read.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Acme Steel Company requesting curb painting at
4901 Pacific Blvd., was read.
It was moved by Anderson, seconded by Trowbridge, that the communi-
cation be filed and the matter referred to the Police Department. Motion
carried.
Communication from National Titanium Company requesting curb paint-
ing at 2330 E. 37th street, was read.
It was moved by Anderson, seconded by Trowbridge, that the communi-
cation be filed and the matter referred to the Police Department. Motion
carried.
Co~unication from L. Kaufrman Company requesting curb painting at
2801 E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Mailliard, that the communi-
cation be filed and the matter referred to the Police Department. Motion
carried. .
Communication from Associated Oil Co., requesting curb painting
at 2406 E. 28th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the communi-
cation be filed and the matter referred to the Police Department. Motion
carried.
Communication from A-B Sign Service requesting curb painting at
2044 E. 45th Street, was read.

nication be filed and the matter referred to the Police Department.
Motion carried.
Communication from Brunner & Lay, Inc. requesting permit to haul
refuse ~rom premises at 2425 E. 37th Street, upon and along the streets
of the City of Vernon, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Robert L. James requesting permit to operate a
garage at 4339 Exchange Avenue, was read.
It was moved by Mailliard, seconded by Anderson, that the communi-
cation be filed and permit granted. Motion carried.
Communication from Los Angeles City Board of Education requesting
permit to haul brush and tree stumps from Vernon Elementary School, Vernon
and Santa Fe Avenues, along the streets of the City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that the communi-
cation be filed and permit granted. Motion carried.
Communication from Mission Dry Corp. requesting permit to haul
refuse from premises at 5001 S. Soto Street, along and upon the streets of
the City of Vernon, was read.
It was moved by Trowbridge, seconded by Mailliard, that the com-
munication be filed and permit granted. Motion carried.
Report of C. A. Heinze, Consulting Engineer on operations of
electrical system by Southern California Edison Co. for month of December,
1947 was read.
It was moved by Trowbridge, seconded by Mailliard, that the report
be filed. Mbtion carried.
Report of the Vernon Industrial Deve~6pment Association for period
ending December 31, 1947 was read.
It was moved by Mailliard, seconded by Trowbridge, that the report
be filed. Motion carried.
Report of the Police Department was read.
It was moved by Anderson, seconded by Mailliard, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchas-
ing and Library was read.
It was moved by Mailliard, seconded by Anderson, that the report
be filed. Motion carried.
RESOLUTION No. 1363, a Resolution accepting the Proposal of the
of the County of Los Angeles Through its Road Commissioner for the Painting
of a Traffic Strip on Downey Road, was read.
It was moved by Mailliard, seconded by Trowbrige, that Resolution
No. 1363 be adopted. Motion carried.

ORDINANCE NO. 613, an Ordinance of the City of Vernon amending
Section No. 3 of Ordinance No. 571 of said City, was read for first reading.
It was moved by Anderson, seconded by Trowbridge, that Ordinance
No. 613 be passed for first reading. Motion carried. .
ORDINANCE No. 614, an Ordinance Appropriating from the General
Fund of said City the sum of $15,000.00 per annum for a period of five years
from January 1, 1948 for the purpose of providing a fund to be used for
publicity and advertising of said city, and providing the manner and
purposes in and for which said appropriation shall be used and expended
and authorizing the Mayor and City Clerk of said City to enter into a
contract with the Vernon Industrial Development Association providing for
the use and expenditure of such fuinds for such purposes, was read for
first reading.
It was moved by Anderson, seconded by Trowbridge, that Ordinance
No. 614, be passed for first ~eading. Motion carried.
Communication from the Fire Chief fixing vacations for the Fire
Department personnel, the same having been approved by the Fire and Police
Commissioners, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the action of the Fire Chief in fixing the vacation
time for the personnel, be approved. Motion carried.
