MINUTES OF THE REGULAR MEETING OF
THE CITY COUNCIL OF THE CITY OF VERNON
HELD ON MARCH 2, 1948 at 2 :00 P.M. IN
THE OFFICE OF THE CITY COUNCIL,
4305 santa Fe Avenue, Vernon
COUNCILMEN PRESENT: Furlong, Anderson and Trowbridge
COUNCILMEN ABSENT: Leonis and Mailliard
TheMayor of the City being absent, the City Clerk called the meeting
to order and requested that a Mayor pro tem be elected for the meeting.
It was moved by Ande8son, seconded by Trowbridge, that Councilman
Furlong act as Mayor Pro Tem. Motion carried.
The Maypr Pro Tem then called the meeting to order.
It was moved by Trowbridge, seconded by Anderson, that the minutes
of the previous meeting be approved. Motion carried.
ORDINANCE No. 613, An Ordinance of the City of Vernon amending
Section No.3 of the Ordinance No. 571 of said city, was read for second
reading.
It was moved by Anderson, seconded by Trowbridge, that Ordinance No.
613 be passed for second reading. Motion carried.
ORDINANCE NO. 613, An Ordinance of the City of Vernon amending
Section No.3 of Ordinance No. 571 of the said City, was read for third
and final reading.
It was moved by Anderson, seconded by Trowbridge, that Ordinance No.
613 be adopted. Motion carried by the following vote:

ORDINANCE No. 614, an Ordinance appropriating from the General Fund
of said City the sum of $15,000,00 per annum for a period of five years
from January 1, 1948 for the purpose of providing a fund to be used for pub-
licity and advertising of said city, and providing the manner and purposes
in and for which said appropriation shall be used and expended and authorizing
the Mayor and City Clerk of said City to enter into a contract with the Vernon
Industrial Development Association providing for the use and expenditure of
such funds for such purposes, was read for second reading.
It was moved by Anderson, seconded by Trowbridge, that Ordinance
No. 614 be passed for second reading. Motion carried.
RDINANCE NO. 614, An ordinance appropriating from the General Fund

. Communication from Raymond V. Darby, Chairman of the Board of
Supervisors issuing an invitation to the City Council to become a member
of a motor caravan to San Bernardino on Los Angeles County Day at the Nat-
ional Orange Show, Sunday, March 14th, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.
Franchise report of Los Angeles Transit Lines for period ending December
31, 1947 on Franchise No. 91, 521 and 576 together with check in amount of
$4379.21 (check for period ending December 31, 1946 was in amount of
$3778.45), was read.
It was moved by TrOWbridge, seconded by Anderson,t that the commu-
nication and report be filed and check accepted. Motion carried.
Communication and Franchise report of Southern California Edison
Company for period ending December 31, 1947 on Franchise Ordinances 503
and 504 together with checks in the amount $745.01 (Checks for period ending
December 31, 1946 in amount of $613.30) was read. .
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication and report be filed and the matter referred to the Electric~l
Engineer. Motion carried.
Communication from the City Enginner adivising that fire hydrant on
south side of 52nd street, east of Alameda Street was damaged by automobile
. driven by John Sorrels, 890-East 40th Place, Los Angeles, was read. The City
Enginner recommends that John sorrels be billed for repairs to fire hydrant in
the amount of $17.67.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and recommendation concurred in. Motion carried.
Communication from Western Spring, InC. requesting permit to oper-
ate a business of process wire and form springs, coils, helicals and allied
products at 2035 East 51st Street, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Woddy's Refrigerated Trucking, Inc., requesting
a permit to conduct a general hauling business at 2440 East 26th Street,
was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Southern California Freight Dorwarders request-
ing a permit to operate a transportation business at 2800 So. Alameda Str~
was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication'be filed and permit granted. Motion carried.
Communication from Herco Foundry Co. requesting permit to break
cast iron scrap by crane and breaking ball at 2605 E. 26th Street, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed, and the request denied on request of Police Chief.
Motion carried.

Communication from Constance Hllland requesting permit to operate
a ceramic business at 2147 E. 37th Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the communi-
cation be filed and permit granted. Motion carried.
Cpmmunication from Irene S. Heinrichs and Blanche B. Higbee re-
questing permit to sell food stuffs within the City, was read. Letters
from Howard Supply co. and Universal Engineering Co. attached.
It was moved by Anderson, seconded by Trowbridge, that the communi-
cation be filed and the matter referred to the Police Department, with power
to act. Motion carried.
Communication from A-I Catering Service requesting permit to sell
packaged foods within the city, was read. Letter from Vernon Meat & Pro-
vision Co. attached.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the matter referred to the Police Department with
power to act. Motion carried.
Communications from California Cottom Oil Corp. et aI, requesting
an extension of 30 days to file license returns for year 1948, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and request granted, and that the City Attorney present
a resolution before the close of the meeting putting this motion into effect.
Motion carried.
Communication from Rex R. Harris requesting permit to sell fruits
and vegetables within the city, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the matter referred to the police Department. Motion
carried.
Communition from Bohemian Distributing Co. requesting curb painting
at 2115 Bast 51st Street, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Communication from Los Angeles By-Products Co. ,requesting the
painting of crosswalk across East 25th Street, was read.
It was moved by Trowbridge, seconded by Anderson,that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Communication from Dr. Edwin H. Hall requesting permit to
demolish existinggarage and wood fence in rear of 5592 Santa Fe Avenue and
replace with steel wire fence, was read.
It was moved by TrOWbridge, seconded by Anderson, that the commu-
nication be filed and permit granted. Motion carried.
Report of the Po1iee Department was read.
It was moved by Anderson, seconded by Trowbridge, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchas-
ing and Library was read.

be filed. Motion carried.
Communication from Carl A. Heinze, Consulting Engineer, sub-
mitting an overhead wire crossing agreement to Union Pacific Railraod
for installation of two &Py wires over right-of-way at Boyle Avenue
and 54th Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.
Communication from the City Engineer, advising of a sewer stop-
page on October 29, 1947 and upon investigation by the enginmring
department to cause of the stoppage was paunch manure by the Baldridge
Packing Company, was read. It is ithe recommdndation of the City Enginner
that the Baldridge Packing Company pay the cost for cleaning of $568.75.
It was moved by Trowbridge, seconded b y Anderson, that the commu-
nication be filed and the City Clerk be instructed to send the bill to
Baldridge Packing Company. Motion carried.
Communication from the Chief of Police, setting forth that
Neil C. Hppper resigned and Carl Evans Harris hired in his place, effective
March 1, 1948, was read.

cation be filed and approved. Motion carried.
Communica.tion from West Coast Fast Freight waS read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the matter laid over until the next meeting. Motion
carried.

RESOLUTION No. 1364, a Resolution fixing the delinquent date re-
ferred to in Section 19 of Ordinance No. 598 as March 31, 1948, was read.
It was moved by Anderson, seconded by Trowbridge, that the reso-
lution be adopted. Motion carried.
RESOLUTION No. 1365, a Resolution Establishing a polling place,
appointing election officers to conduct a general municipal election to be
held April 13, 1948, and fixing their compensation, Was read.
It was moved by Anderson, seconded by Trowbridge, that Resolution
No. 1365 be adopted. Motion carried.
RESOLUTION No. 1366, a Resolution appointing Edwin H. Hall, as
Hea.lth Officer of the City of vernon from March 1st, 1948 until further
order of the City Council, was read.
It was moved by Trowbridge, second~d by Anderson, that Resolution
No. 1366, be adopted. Motion carried.
