19480316 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR ~ffiETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD ON MARCH 16, 1948 AT 2:00 P. M. IN THE OFFICE OF THE CITY COUNCIL, 4305 Santa Fe Avenue COUNCILMEN PRESENT: COUNCILMEN ABSENT::: Leonis, Mailliard, Furlong, Anderson and Trowbridge None The meeting was called to order by Mayor J. B. Leonis. It was moved by Anderson, seconded by Furlong, that the minutes of the previous meeting be approved. Motion carried. . Communication and report of the City Engineer and the Fire Chief on application for building permit for West Coast Fast Freight, Inc. was read. It is recommended that no building permits be approved for any construction within the area of the former Los Angeles Transit Railroad yard until such time as the improvements of water lines, fire protection, sewer and paved roadways are made, and further that the owners of the property make the property ready for development by recording of a Tract Map, satisfactory to the City Council and guaranteeing installation of the necessary utilities. It was moved by Trowbridge, seconded by Mailliard, that the comm~ nication and report be filed and the recommendation approved. Motion carried. Communication from the City engineer on request of Pacific Press Inc., for additional street light in Soto Street, was read. The City Engineer reports that the cost to the City would be $3.48 per month for this additional light, and recommends that the request of the Pacific Press be approved. It was moved by Furlong, seconded by Anderson, that the communi- cation be filed and recommendation approved. Motion carried. Communication from the Los Angeles County Planning Commission re- garding zoning ordinances of various cities within the County and the County Zoning Ordinance was read, stating that in many instances they are contrary** and it is the belief of the Planning Commission that in an area such as Las Angeles County, these ordinances hould be uniform, particularly in the designation of which uses of property are permitted in the particular zones. It was moved by Anderson, seconded by Mailliard, that the commu- nication be filed. Motion carried. An order of the Public Utilities Commission in the matter of the application of Pacific Electric Railwa.y Company for authority to construct a spur track upon and across a dirt roa.dway at proposed future extension of Randolph- Street in the City of Vernon, on its Whittier Line, was read. I~ was moved by Trowbridge, seconded by Furlong, that the communica- tion be filed. Motion carried. Communication from Bethlehem Pacific Coast Steel Corp. in regard to a proposed sidewalk in the west side of Alcoa Avenue and requesting cooperation of the Engineering department in preparing detail plans, was read. It was moved by Anderson, seconded by Trowbridge, that the communica- tion be filed and the matter referred to the City Eng1neer. Motion carried. 1. tC9 Communication from National Lead Company requesting permission to install access manholes to tanks buried on their property at 3113 E. 26th Street, was read. It was moved by Furlong, seconded by Anderson, that the communi- cation be filed and the matter referred to the Fire Chief for report. Motion Carried. Communication from Quaker Container Corp. stating that they are desirous of erecting a paper mill at 5050 Pacific Blvd. and requesting in- formation as to the usa.ge of sewers a.nd water facilities, was read. It was moved by Mailliard, seconded by Anderson, that the communi- cation be filed and the matter referred to the City Engineer for reply. Motion carried. Communication from Davidson Plywood & Veneer Co. requesting permit to conduct a warehouse business at 2532 E. 49th Street, and within 60 days to locate their business at 3100 E. Washington Blvd., was read. It was moved by Furlong, seconded by Anderson, that the communica- tlon be filed and permit granted. Motion cairied. Communication from Emory M. Foster requesting a permit to conduct a business of manuftcturing a welded assembled steel product known as Firmgrip Horsehead, at 2304 E. 48th Street, was read. It was movd by Anderson, seconded by Mailliard, that the commu- nication be filed and permit granted. Motion carried. Communication from Leed-McCarty Freight Lines requesting permit to operate a trucking business at 2440 E. 26th Street, was read. It was moved by Trowbridge, seconded by Furlong, that the commu- nication be filed and permit granted. Motion 'carried. Communication from Gray Engineering Co. requesting permit to con- duct a welding shop at 2410 E. 57th Street, was read. It was moved by Anderson, seconded by Mailliard, that the communi- cation be filed and permit granted. Motion carried. Communication from Leed Freight Lines requesting a permit to con- duct a general trucking business at 2440 E. 20th Street, was read. It was moved by Furlong, seconded by,Anderson, that the ,communi- cation be filed and permit granted. Motion carried. Communication from Herbert Strain and James C. Williams requesting a permit and license to skin cold calves at various packing plants and en- · gage in business of selling carcass meats to hotel and restaurant trade, was read. It was moved by Furlong, seconded by Mailliard, that the commu- nication be filed, as the application is incomplete. Motion carried. Communication from Silton's Jewelers requesting license to sell merchandise from door to door, was read. It was moved by Furlong, seconded by Anderson, that the communica- tion be filed and permit denied. Motion ,carried. Communication from Mrs. William Miller requesting interior painting to municipal house at 3560 E. Vernon Avenue, was read. 2. t:to . It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed. Motion carried. Communication from Gilmore Steel & Supply Co., requesting curb painting in 49th Street, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and the matter referred to the Police Department. Motion carried. Communication from Kennedy Name Plate Ca. requesting permit to haul refuse from premises of 4509 Pacific Blvd. was read. It was moved by Mailliard, seconded py Anderson, that the commu- nication be filed and permit granted. Motion carried. Report of C. A. Heinze, Consulting Engineer, on operation of elec- tric system by Southern California Edison Co.. for month of January, 1948 was read. It was moved by Anderson, seconded by Furlong, that the communica- tion be filed. Motion carried. Communication and report of C. A Heinze, Consulting Engineer, on franchise statement submitted by Southern'California Edison Co. on franchise Ordinances 503, 595 and 504, ending December 31, 1947, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication and report be filed. Motion carried. Communication from Judson A. Harmon, Senior Sanitary Engineer, Department of Public Health of the State of California, addressed to the City Engineer, wherein it is stated it will be impossible for Mr. E. A. Reinke, Chief of the Buneau of sanintary Engineering, to be present at the meeting Of March 16th, but would be present at the meeting of April 6th, was read. It was moved by imderson, seconded by Mailliard, that the communi- cation be filed. Motion carried. I Minutes of County Sanitary District #1 was submitted by the Mayor, wherein the Chief Engineer and General Manager of the Sanitation District are instructed to negotiate a contract for the disposal of sewage of the city of Vernon and county territory, was read. It was moved by Anderson, seconded by Trowrbidge, that the commu- nication be referred to the City Attorney and E. R. Young, Special Counsel. Motion carried. Report of the Police Department was read. It was moved by Furlong, seconded by Mailliard, that the report be filed. Motion carried. Report of the Committee on Street Maintenance, Bui~ding, Purchas- ing and Library, was read. It was moved by Furlong, seconded by Trowbridge, that the report be filed. Motion carried. ORDINANCE NO. 615, an 0 dinance fixing the Official Bonds of Officers and Employees of the City of Vernon, was read for first reading. It was moved by Furlong, seconded by Anderson, that Ordinance No. 615, be passed for first reading. Motion carried. RESOLUTION NO. 1367, a Resolution creatin~ a Street and General Construction Fund and authorizing the transfer of ~150,000.00 from the General fund, was read. 3. 11i mt was moved by Furlong7 seconded by Trowbridge7 that Resolution No. 1367 be adopted.
