19480406 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR MEETING OF '!'HE CITY COUNCIL OF '!'HE CITY OF VERNON, HELD ON APRIL 6, 1948 AT 2:00 P. M. IN '!'HE OFFICE OF '!'HE CITY COUNCIL, 4305 SANTA FE A~mrn COUNCILMEN PRESENT: COOCILMEN ABSENT: Leonis, Mailliard~ Furlong, Anderson and Trowbridge None The meeting was called to order by Mayor J. B. Leonis. It was moved by Anderson, seconded by Trowbridge, that the minutes of the previous meeting be approved. Motion carried. Communication from the City Engineer, requesting authority to employ James R. Melendrez as semi-skilled laborer in Stret Department at the rate of $7.00 per day, effeotive April 3, 1948, was read. It was moved by Anderson, seoonded by Trowbridge, that the communioa- tion be filed and permit granted. Motion carried. Communioation and report of F. H. Donnelly, Fire Chief, on request of Gray Engineering Co. for permit to operate a welding shop at 2410 E. 57th Street, was read. The Fire Department recommends that permit be granted. It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be filed and report approved, and the permit granted. Motion carried. Communication and report of F. H. Donnelly, Fire Chief, on request of National Lead Company to install manholes to tanks buried on their property at 31l3E. 26th Street, was read. The Fire Department recommends that per- mission be granted. It was moved by Furlong, seconded by Trowbridge, that the oommunica- tion be filed, the report approved, and permit granted. Motion carried. Communication from County of Los Angeles Road Department estimating the cost for painting white center line in Slauson Avenue from Downey Road to Boyle Avenue to be $30.00 and requesting a Resolution setting forth the , neoessity for doing the work, was read. It was moved by Trowbridge, seconded by Anderson, that the communi- cation be filed and the City Attorney be instructed to draw a resolution setting forth the necessity of doing this work, at the price set for~h' in the communioation. Motion carried. Communication from the County of Los Angeles Road Department advising that they have recommended to the Board of Supervisors that an order be adopted authorizing the Road Department to negotiate an agreement between County and City to paint traffic stripes on any publio street within the City under terms and conditions of the agreement, was read. It was moved by Furlong, seconded by Mailliard, that the communica- tion be filed. Motion carried. Communication from Woerz paste & Gum Company requesting permission to transfer their proposed business from Lots 12 to 19, Blook J of the Day Star Traot to Lots 16 to 23, Bock H of the Day Star Tract, was read. (Permit granted on November 18, 1947). It was moved by Mailliard, seoonded by Trowbridge, that the communioation be filed. Motion carried. 1. 1"16 .. Communication from Reader Truck Lines requesting permit to operate a trans- portation business and freight terminal at 26th & Harriet Streets, was read. It was moved by Mailliard, seconded by Anderson, that the commu- nioation be filed and permit granted. Motion oarried. Communication from City Service Truoking Co. requesting permit to operate a truoking business at 2500 E. 28th Street, was read. It was moved by Anderson, seconded by Mailliard, that the oommunioation be fililed and permit granted. Motion carried. Communication from Walter E. Ewald requesting permit to sell lunches within the City, vas read. It was moved by Furlong, seconded by Trowbridge, that the communioation be filed and the matter referred to the Police Department. Motion oarried. Communication from Tanknvan Bodies, Inc., requesting permit to conduct a tankbody repair shop at 3540 E. 26th Street, was read. It was moved by Mailliard, seconded by Furlong, that the commu- nication be filed and permit granted. Motion carried. Communication from Joe Seltzer requesting permit to conduct a business of selling off sale liquor, check oashing and sale of miscella- neous gent's furnishings at 2902 Santa Fe Avenue, was read. It was moved by Furlong, seconded by Mailliard, that the commu- nication be filed and the matter referred to the Police Department for report. Motion carried. Communication from Soda Service requesting permit and license to deliver soft drinks within the oity, was read. It vas moved by Mailliard, seconded by Anderson, that the communication be filed and permit granted. Motion carried. Communication from V. L. Garrison requesting permit to conduct a wholesale fruit and vegetable business within the city, vas read. It was moved by Mailliard, seconded by Anderson, that the commu nication be filed and permit granted. Motion oarried. Communication from Erle P. Halliburton, Inc. requesting curb painting at 4724 Boyle'Avenue, was read. It was moved by Trowbridge, seoonded by Mailliard, that the communication be filed and the matter referred to the Police Department. Motion carried. Communication from Grant Oil TOOl Co. requesting ourb painting at 45th street driveways, vas read. It was moved by Trowbridge, seconded by Mailliard, that the oommunioation be filed and the matter referred to the police Department. It was moved by Trowbridge, seconded by Anderson, that the communi- oation be filed and the matter referred to the Police Department. Motion oarried. Communioations from Lord-Babcock, Ino., 2201 E. 38th Street, ahd Standard Paoking Co. 2440 E. Vernon Avenue, requesting permit to haul refuse from their respective premises along and upon the streets of the City of Vernon, were read. It was moved by Furlong, seconded by Trowbridge, that the oommu- nications be filed and permits granted. Motion carried. Franchise report from Southern Calif. Gas Co. for year ending December 31, 1947 together with check in the sum of $25,455.12, was read. It was moved by Trowbridge, seconded by Anderson, that the report be approved and filed and check accepted. Motion carried. Franchise report from American District Telegaph Co. for year, ending February 29, 1948 together with check in sum of $2252.30 (period ending 2/28/47 - $1,246.77) was read. It was moved by 'Trowbridge, seconded by Anderson, that the report be approved and filed and check accepted. Motion carried. Franchise report from Richfield Oil Co., on Pipe Line Franchise Ordinance No. 432 for year ending December 31, 1947 together with cheok in the sum of $200.00, was read. It was moved by Mailliard, seconded by Trowbridge, that the report be approved and filed and check aocepted. Motion oarried. Communication from General Petroleum Corporation submitting new franohise bond (Ordinance 532) and requesting release of old bond, was read. It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be filed and the City Attorney be instructed to draw a resolution to conform to the request. Motion carried. Communication .from State Controller, Thomas H. Kuchel, submitting tentative draft of annual report required under Section 2151 and 2152 of the Collier-Burns Highway Act of 1947, was read. It was moved by Mailliard, Seconded by Trowbridge, that the communication be filed. Motion carried. Communication from California Steel & Construction Co. request- ing permission to install a steel forging industrial building for the Edward G. Reisner Forge Works on Lot 52 of the 500 Acre tract of the Los Angeles Fruitland Association, was read. It was moved by Trowbridge, seconded by Mailliard, that the communication be filed and the matter referred to the Fire Department for report. Motion carried. Demand by Chorak Construetion on estimate No. 2 for construction of sanitary sewer in Leonis Blvd. in the amont of $2053.08, approved by the City Engineer, was read. \ It was moved by Anderson, seconded by Trowbridge, that the Communication be filed and the demand paid. Report of the Committee on Street Maintenanoe, Building, Purohasing and Library, was read. It was moved by Anderson, seconded by Furlong, that the report be approved and filed. Motion carried. ORDINANCE NO. 615, an Ordinance fixing the Official bonds of officers and employees of the City of Vernon, was read for second reading. It was moved by Furlong, seconded by Anderson, that Ordinanoe No. 615 ve passed for second reading. Motion carried. ORDINANCE No. 615, an Ordinance fixing the Offioial Bonds of Officers and Employees of the City of Vernon, was read f~r third and final reading. It was moved by Furlong, seconded by Pnderson, that Ordinance No. 615 be adopted. Heinze, Consulting Engineer, submitting bids for the sale of approximately 1800 pounds of insulated scrap copper wire, was read. It was moved by Trowbridge, seoonded by Mailliard, that the insulated scrap oopper wire be sold to the highest bidder, being Aaron Ferer & Son. Motion oarried. Report of C. A. Heinze, Consulting Engineer, on operation of e1ectrioa1 system by Southern Calif. Edison Co. for the month of February 1948, was read. It was moved by Trowbridge, seconded by Mai11iard, that the report be approved and filed. Motion oarried. Communication from Francis Bates, City Engineer, submitting Specifications 143 together with Plan-Profile and Cross-sections, City Engineer'S drawings B74-1023, A31024, A1-1026 and B4A-I025 for the im- provement of Fruitland Avenue between Santa Fe Avenue and Paoifio Blvd., and in Hampton Avenue between 49th Street and Fruitland Avenue, was read. It was moved by Anderson, seconded by Furlong, that the commu- nication be filed. Motion oarried. Communioation from the Chief of Police was read. It was moved by Anderson, seconded by Mail1iard, that the oommu- nication be filed. Motion carried. RESOLUTION No. 1368, a Resolution approving Specifications No. 143 and Plan-Profile and Cross-seotions, City Engineer'S Drawings No.'s B7A-1023, A3-1024, A1-1026 and B4A-1025, whioh provide for improvements in Fruitland Avenue and in Hampton Street in the oity of Vernon, was read. 119 4. It was moved by Anderson, seconded by Trowbridge, that the City En- gineer prepare the several reports required by the Special Assessment Inves- tigation, Limitation and Majority Protest Act of 1931. Motion carried. RESOLUTION No. 1369, a Resolution of the City Counoil of the City of Vernon aocepting the proposal of the County of Los Angeles through its Road Commissioner for the painting of the proposed traffic striping on Slauson Avenue, between Downey Road and Boyle Avenue, was read. It was moved by Trowbridge, seconded by Furlong, that Resolution No. 1369 be adopted. Motion oarried. RESOLUTION NO. 1370, A resolution of the City Counoil Aocepting General Petroleum Corporation Franchise Bond with Fireman's Fund Indemnity Company in lieu of bond now on file with the City, being Franohise Bond No. 1794354 written with Hartford Acoident and Indeminty Co. in the amount of $1000.00 was read. It was moved by Anderson, seoonded by Mailliard, that Resolution No. 1370 be adopted. Motion carried. RESOLUTION NO. 1371, a Resolution Repealing Resolution No. 1367 and creating a fund to be known as General Construction and City Betterment 'Fund and instructing the City Treasurer to transfer from the Street and General Construction Fund to the General Construotion and City Betterment Fund the sum of $150,000.00, was read. It was m9ved by Trowbridge, seconded by Anderson, that Resolution No. 1371, be adopted. Motion carried.
