MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON JUNE 15, 1948 at 2:00 P.M.
IN THE OFFICE OF THE CITY COUNCIL,

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Leonis, seconded by Mailliard that the minutes of
the previous meeting be approved. Motion carried.
At this time the City Clerk announced that this was the time and
place for the ordering of the approved report of the City Engineer pursuant
to the Special Assessment, Investigation and Limitation and Majority Pro-
test Act of 1931, the same having been regularly continued from June 1,
1948 at 2:00 oclock P, M. The City Clerk informed the Council that
there were no protests on his desk and there were no oral protests made in
the Council Chambers.
RESOLUTION OF INTENTION No. 1383 Declaring its Intention to Order
Certain work and Improvements to be made on Fruitland Avenue and Hamtpon
Street, was read.
It was moved by Mailliard, seconded by Leonis, that Resolution of
Intention No. 1383 be adopted. Motion carried.
Report of Dr. E. H. Hall, Health Officer, was read.
It was moved by Mailliard, seconded by Leonis, that the report be
filed and the City Attorney be instructed to find out the license fee paid
by the City of Los Angeles, and that we were to charge no more than the City
of Los Angeles. Motion carried.
It was moved by Leonis, seconded by Mailliard, that the City
Attorney draw an ordinance regulating the sale of jewelry in the City of
V'ernon and prohibiting peddlers entering manufacturing plants unless
requested by owners or managers thereof. Motion carried.
Communication from State Department of Public Works regarding
the approval of specifications for street and highway name signes, was read.
It was moved by Leonis, seconded by Mailliard, that the communica-
tion be filed. Motion carried/
Communicati.on from County of Los Angeles Road Department submitting
an agreement for the painting of traffic stripes in the City of Vernon, was
read.
It was moved by Mailliard, seconded by Leonis, that the communica-
tion be filed and matter referred to the City Attorney. Motion carried.
Repprt of the Fire Chief on request of North American Metals
Company for permit to operate a heat treating business at 5511 So. Boyle
Avenue, was read. Chief Donnelly recommends that permit be granted.
It was moved by Mailliard, seconded by Leonis, that the report be
filed and permit granted. Motion carried.

Report of Dr. E. H. Hall, Health Officer, on request of Ideal
Milk Service for permit to operate milk vending machines at General
Petroleum Corp., Brunswig Drug Co. Wire & Metal Mfg. Co. and Meyer &
Welch Cm, was read. (Referred to City Health Officer 5/18/48 and recom-
mends approval). .
It was moved by ~milliard, seconded by Leonis, that the report
be filed and matter referred to the City Attorney for report. Motion
carried.
Communication from E. A. Morrison requesting permit to operate
service station at 4301 Downey road, was read.
It was moved by Leonis, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from American Plywood Co. requesting permit to
operate a sales business of plywood at 3200 Bandini Blvd. vas read.
It was moved by Leonis, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from J. H. Williams & Co. requesting a permit
to conduct a business of warehouse and sales of drop forge tools at
2266 E. 38th Street, was read.
It vas moved by Mailliard, seconded by Leonis, that the commu-
nication be filed and permit granted. Motion carried.
Communication fromC. O. Jenssen requesting permit to operate
service station at 2501 Santa Fe Avenue, vas read.
It vas moved by Mailliard, seconded by Leonis, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Kirkpatrick Sales Co. r~questing permit to
conduct a business of selling paints at 2801 Santa Fe Avenue, vas read.
It vas moved by Mailliard, seconded by Leonis, that the commu-
nication be filed and permit granted. Motion carried.
Communication from David Melden requesting permit to install
candy bar vending machine at 3855 Santa fe Avenue, vas red.
It vas moved by Mailliard, seconded by Leonis, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Davidson Bros. requesting permit to operate
vending machines at 2625 E. 37th Street, vas read.
It vas moved by Leonis, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Milton's Jevelry requesting license to sell
jewelry in the city, was read.
It was moved by Mailliard, seconded by Leonis, that the commu-
nication be filed and permit denied. Motion carried.
Communication from Arabol Mfg. Co. requesting permit to haul re-
fuse from premises of 2262 E. 37th St., upon and along the streets of the
City of Vernon, was read.
It vas moved by Leonis, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.

2920 Santa Fe Avenue, was read.
It was moved by Mailliard, seconded by Leonis, that the communi-
cs.tion be filed and matter referred to the Police Department. Motion
carried.
Communication from J. E. Craven requesting curb painting at 2040
E. Vernon Avenue, was read.
It wa,s moved by Mailliard, seconded by Leonis, that the communicE-
tion be filed and matter referred to Police Department. Motion carried.
Communication from Acme Electric Welder Co., requesting curb
painting at 2618 Fruitland Avenue, was read.
It was moved by Mailliard, seconded by Leonis, that the communica-
tion be filed and matter referred to Police Department. Motion carried.
Communication from Advance SaW Works requesting curb painting
at 2665 Santa Fe Avenue, was read.
It was moved by Mailliard, seconded by Leonis, that the communica-
tion be filed and matter referred to Police Department. Motion carried.
Communication from the City Engineer requesting authority to
employ Ronald P. Shaw as Chainman at rate of $175.00 per month effective
June 21, 1948, was read. (Mr. Shaw replaces Mr. Charles Blackman who
has left the City's employ).
It was moved by Leonis, seconded by Mailliard, that the communica-
tion be filed and request granted. Motion carried.
Communiaation from L. A. Rubber & Asbestos Works, requesting
permission to paint restricting parking signs on their building at 2031
E. 51st St. was read.
It was moved by Mailliard, seconded by Leonis, that the communi-
cation be filed and matter referred to Police Department. Motion carried.
Report of C. A. Heinze, Consulting Electrical Engineer, on oper-
ation of electrical system by So. Calif. Edison Co. for the month of
April, 1948, was read.
It was moved by Leonis, seconded by Mailliard, that the report
be filed. Motion carried.C
Communication from Bak Disposal Co. 629 S. Hill St. Los Angeles,
submitting proposal for disposing of rubbinsh in the City of.Vernon, was read.
It was moved by Mailliard, seconded by Leonis, that the commu-
nication be filed. Motion carried.

Communication from Vernon Industrial Development Assn., requesting
permission to use the Council Chamber at the City Hall for a meeting of
manufacturers on June 22, 1948, was read.
Report of the Police Department was read.
It was moved by Leonis, seconded by Mailliard, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Pur-
chasing and Library was read.
It was moved by Leonis, seconded by Mailliard, that the report
be filed. Motion carried.

Communication from Los Angeles By-Products Co. requesting per-
mission to maintain and operate the business of collecting,~orting, pro-
cessing, selling, storing, dumping and otherwise dealing with non-com-
bustible materials in the City of Vernon, was read.
It was moved by Mailliard, veconded by Leonis, that the commu-
nication be filed. Motion carried.
RESOLUTION No. 1384, a Resolution approving Memorandum of
Agreement for Accumulation of Gas Ta~ Allocation to cities, was read.
It was moved by Mailliard, seconded by Leonis, that Resolution
No. 1384 be adopted. Motion carried.
RESOLUTION No. 1385, a Resolution declaring City.Js intention to
participate in State Employment Retirement System, was read.
It was moved by Mailliard, 'seconded by Leonis, that Resolution
No. 1385 be adopted. Motion carried.
RESOLUTION No. 1386, A resolution authorizing and instructing the
Mayor and City Clerk to execute a certain agreement between the City of
Vernon, City of Los Angeles and Southern Pacific RR. Co. was read.
It was moved by Mailliard, seconded by Leonis, that Resolution
No. 1386, be adopted. Motion carried.
The following applications, all having the approval of the
City Engineer, were read:
Mouren-Laurens Oil Co. to construct temporary driveway
apron to join existing pavement in W/S Downey Rd. from
approx. 270' to approx. 290' N/O Center line 26th St.
Urich Serve Yourself Stations, to connect additional
plumbing facilities to sewer at 4325 Santa Fe Avenue.
Bethlehem Pacific Coast Steel Co. to connect additional
plumbing facilities to sewer at 6101 Alcoa St.(Private st.)
Sears, Roebuck Co., to connect additional plumbing facili-
ties with sewer at 5525 S. Soto St.
It was moved by Leonis, seconded by Mailliard, that
