MINUTES OF THE REGtrrAR MEETING OF
THE CITY COUNCIL OF THE CITY OF
VERNON, HELD ON JULY 6, 1948 at
2:00 P. M. IN THE OFFICE OF THE
CITY COUNCIL,4305 SANTA FE AVENUE
COUNCILMEN PRESENT: Furlong, Anderson, Trowbridge and Milliard
COUNCILMEN ABSENT: Leonis
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by MaiIliard, that the minutes
of the previous meeting be approved. Motion carried.
Communication from the City Engineer requesting authority to
employ Mr. William C. McCaffrey as cement finishe.r at the rate of $10.00
per day, effective June 17, 1948 was read. Mr. McCaffrey replaces Mr.
J. U.Gossett, who has left the service of the city.
It was moved by Anderson, seconded by Trowbridge, that the
communication be filed and request granted. Motion carried.'
Communication from the City Engineer, submitting copy of form of
agreement by the County Surveyor in connection with checking the Tract Maps
submitted to his office for recording, was read. The City Engineer recom-
mends that he be authorized to sign agreement for the City. Any fees charged
are to be paid by the sub-divider.
It was moved by Trowbridge, secondec by Mailliard, that the commu-
nication be filed and the form of agreement approved and the City Engineer
be authorized to sign same for the City, subject to the approval of same by
the City Attorney. Motion carried.
Communication from the City Engineer, recommending the acceptance
of pumping equipment furn~shed by LayneI' & Bower Corp. for City Well No. 10
as provided for in contract dated February 18, 1947 was read. Total amount
due under contract is $10,358.90.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the recommendation of the City Engineer concurred in.
Motion carried.
Communication from the City Engineer submitting Plan No. B5-1051
and Specifications No. 144 for the fencing in of Vernon City Pumping Plant
No.2 with woven wire, and recommending that invitation for bids be author-
ized, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed, and that Specifications No. 144be approved, and the City
Clerk be instructed to advertise for bids to do the work set forth in said
Specifications No. 144. Motion carried.
Communication from the City Engineer, submitting check from 50.
California Edison Co. in the amount of $9504.78 as reimbursement in full
for expentirues heretofore made by City of Vernon in adapting its we11s for 60
cycle operation, was read. It is the recommendation of the City Engineer that the
check be apcepted and release signed upon approval of the City Attorney.
It was moved by Trowbridge, seconded by Mailliard, that the
communication be filed and check accepted and release signed, subject to
the approval of the City Attorney. Motion carried.

the General Motors Corp., was read.

It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and reconnnendation of the Fire Chief concurred in.
Motion carried.
Communication from Southern California Edison Co. submitting
check in the amount of $53,749.26 as 2% of gross receipts collected for
peri.od of blay 30, 1947 to May 29, 1948, was read.
It was moved by Ivmilliard, seconded by Anderson, that the commu-
nication be filed, and the matter referl"ed to C. A Heinze, Electrical
Engineer for approval. Motion carried. .
Application of the Los Angeles Transit Lines before the Public
Utilities Commission for authority to. adjust and increase fares through
the elimination of token fares Emd the ~;1.50 weekly p?-ss, was read.
It was moved by Ivlailliard, seconded by Tl'owbridge, that the
application be filed. Motion carried.
Communication from Wayne Motor Sweeper, Division of Brown Bevis
Co. regarding the cleaning of str'eets with motor stI"eet sweeper, was read.
It was moved by Anderson, seconded by Trowbridge, tha,t the commu-
nication be filed and matter referred to the City Engineer, Motion carried.
Communiaation from California State Disaster Council regarding
the establishing of ffAccredited Disaster Councilff organisation, was read.
It was moved by T:r'owbridge, seconded by Mailliard, that the
communication be filed. Motion carried.
Communication from the Planning Congress of Los Angeles County
regarding the changing of the name of Long Beach Boulevard from Florence
Avenue to Santa Ana Street to Pacific Boulevard, was read.
It was moved by Trowrbidge, seconded by 1Y1a.illiard, that the

Communication from'J. L. Holltzendorff Detective Agency request-
ing a permi.t to operate a. Guard Agency within the City to be stationed at
the U. S. Spring & Bumper Co. and the Freuhauf Trailer Company, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nica.tion be filed and matter referl"ed to the Police Department. Motion
carried.
Communication from John R. Boyd Co. requesting a permit to operate
am advertising agency at 4814 Loma Vista Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed B,nd permit granted. Motion ca,rried.
Communication from Jones & Laughlin Steel Corp. requesting a
permit to conduct a warehouse and distribution business at 4727 E~ 48th
Street, was read.
It was moved by Trowbridge, seconded by Me,illiard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Jack M. Stern requesting a permit to operate
a metal engraving shop at 5400 S. Soto Street, was read.

Communication from Harry Ditlove dba. Vanlin Meat Co. requesting
a permit to slaughter veal at Harman Packing Co. 3305 E. Vernona Avenue
was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and the matter referred to the Fire Department. Motion
carried.
Communication from R. W. Stecker requesting a permit to operate
a service station at 5669 Santa Fe Avenue, formerly conducted by T. J.
Cummings, was read.
It was moved by Trowbridge, seconded by Mailliard" that the commu-
nication be filed and permit granted. Motion carried.
Communication from Helen Katherine Reichler requesting permit to
operate a canteen at 2665 Leonis Blvd. was read.

at 55th street, was read.

It was moved by Mailliard, Seconded by Trowbridge, that the commu-
nication be filed and matter referred to the Police Department. Motion
carried.
Communication from American Brake Shoe Co. requesting curb paint-
ing at 3355 E. Slauson Avenue" was read.

Communication from Safeway Stores" Inc. requesting re-painting of
pedestrian crossing at 1925 E. Vernon Avenye" "Was read.

nication be filed and matter referred to Police Department. Motion carried.
Communication from Allis-Chalmers Co. requesting permit to haul
refuse from premises of 4440 E. 49th Street along and upon the streets of
the City of Vernon" was read.
It was moved by Mailliard, seconded by Trowbridge" that the commu-

Report of C. A. Heinze, Consulting Engineer, on operations
of electrical system by Southern Calif. Edison Co. for month of May, 1948
was read.
It was moved by Mailliard, seconded by Trowbridge, that the
report be filed. Motion carried.
Report of the Police Department was read.
It was moved by Anderson, seconed by Trowbridge, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Pur-
chasing and Library was :bead.
It was moved by Mailliard, seconded by Anderson, that the report
be filed. Motion carried.
RESOLUTION No. 1387, A resolution of Intention to approve contract
providing for participation in State Employees' Retirement System, was read.
It was moved by Trowbridge, seconded by Mailliard, that Resolu-
tion No. 1387 be adopted. 'otion carried.
RESOLUTION NO. 1388, a. Resolution calling an election for the
purpose of permitting the employees of the City of Vernon to vote upon the
approval or disapPDoval of the proposal of the City Council of the City of
Vernon to enter into a contract with the Board of Administration of the
State Employees' Retirement System to include said Employees in said
Retirement system, was read.
It was moved by Anderson, seconded by Trowbridge, that Resolu-
tion No. 1388, be adopted. Motion carried.
