MINUTES OF THE ADJOURNED REGULAR
"MEETING OF THE CITY C OUNC IL OF THE
CITY OF VERNON, HELD ON July 21,
1948, at 10:30 A.M. IN THE OFFICE

COUNCILMEN PRESENT: Leonls, Trowb}~idge and Furlong
COUNCILMEN ABSENT: . Mailliard and Anderson
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Trowbridge, seconded by Leonis, that the
minutes or the previous meeting be approved. Motion carried.
At this time the City Clerk announced that this was the time
and place for the hearing or protests on the improvement or Fruitland
Avenue and Hampton Street, and announced that he had no written protests;
and the Mayor asked if there was anyone in the orfice who had a protest
on the doing of the work for the improvement or Fruitland Avenue and
Hampton Street, and there was no response.
It was moved by Leonis, seconded by Trowbridge, that the
Resolution ordering the work, No. 1392, be adopted. Motion carried.
The City Clerk announced that this was the time and place to
canvass the votes in regard to the Employees' Pension, and he announced
that he had two sealed envelopes upon his desk. The City Clerk opened
the envelopes containing the votes, and after canvassing same, Councilman
Trowbridge introduced Resolution No. 1389, a Resolution of the City Council
or the City of Vernon, declaring a vote upon the approval or disapproval
of the proposal of the City Council of the City of Vernon to enter into a
contract' with the Board of Administration of the State Employees' Ret ire-
ment System, and moved its adoption. It was unanimously carried.
Communication rrom the City Engineer recommended that Mr. Dan
C. Steelman, chainman, be granted a 15 day leave of absence ror rield
training with the National Guard, with pay, effec~ive August 1, 1948.
It was moved by Leonis, seconded by Trowbridge, that communi-
cation be filed and request granted.
Communication and Resolution of the Board of Supervisors of
Los Angeles County authorizing an appropriation of $500.00 toward the
improvement of Washington Street within the City of Vernon was read.
It was moved by Leonis, seconded by Trowbridge, that communica-
tion be approved and filed. Motion carried.
Communication from C. E. Arnold, Cnunty Engineer in regard to
violation of Ordinance No. 614, New Series, in reference to the Hooper
Avenue drainage system, was read.
It was moved by Trowbridge, seconded by Leonis, that communi-
cation be filed and referred to the City Engineer and City Attorney.
Motion carried.
Communication and Report of C. A~ Heinze, Consulting Electrical
Engineer, on the communication and report or Southern California Edison
Company, together with check in the amount of $53,749.26, representing 2%

of gross receipts for period ending May 29, 1948. The Consulting Engineer
reported that the amount submitted coincided with the amount set forth on
City books. -
It was moved by Lehnis, seconded by Trowbridge, that report be
filed and check accepted. Motion carried.
Report of F. H. Donnelly, Fire Ch ef, on request of Jack M.
Stern for permit to operate a metal engraving shop at 5400 South Soto
Street. Fare Chie Donnelly recommended that permit be granted.
It was moved bY:1Trowbridge, seconded by Leonis, that the
report of the Fire Chief be filed and the recommendation concurred in.
Motion carried.
Report of F. H. Donnelly, Fire Chief, on request of Harry
Ditlove, dba Vanlin Meat Co., to s:atghter veal at Harmon Packing Co.,
3305 E. Vernon Ave. Ditlove had informed the Fire Chief that Harmon
Packing Co. would do the slaughtering, and that a corrected applica-
tion would be filed. Fire Chief Donnelly recommended that the applica-
tion be denied.
It was moved by Leonis, seconded by Trowbridge, that communi-
cation be filed and the recommendation of the Fire Chief be concurred in.
Motion carried.
Communication from the Brunswig Drug Company requesting infor-
mation as to when 48th Street improvements would start, was read.
It was moved by Leonis, seconded by Trowbridge, that communi-
cation be filed and referred to City Engineer. Motion carried.
Communication from E. K. Wood Lumber Co., requesting informa-
tion on improvement of 48th Street, was read.
It was moved by Leonis, seconded by Trowbridge, that communi-
cation be filed and referred to City Engineer. Motion carried.
Communication from Skaggs Products Inc. requesting a permit
for the manufacture of cookie mixes at 4510 Maywood Avenue, was read.
It was moved by Leonis, seconded by Trowbridge, that communi-
cation be filed and permit granted. Motion carried.
Communication from Ray L. North requesting a permit to operate
a repair shop at 4031 Downey Road, was read.
It was moved by Leonis, seconded by Trowbridge, that communi-
cation be filed and permit granted. Motion carried.
Communications from the following firms requesting curb paint-
ing and pedestrian crossings were read: Hoffman Packing Co., 2731 South
So to St.; Cook Heat Treating Co., 3334 E. Slauson Ave.; Bernard Epps & Co.,
2332 E. 38th St.; Jack Tyre Glass Co., 2340-54 E. 37th St., Mission Dry
Corp., 50th Street.
It was moved by Leonis, seconded by Trowbridge, that communi-
cations be filed and referred to the Police Dept. and City Engineer.

authority to employ Robert L. Mantle as blacksmith and maintenance man,

Report of the Committee on Street Maintenance, Building, Pur-
chasing and Library Fund, was read.
It was moved by Leonis, seconded by Trowbridge, that report be
approved and riled. Motion carried.
RESOLUTION No. 1390, a Resolution accepting pumping equipment
:from the Layne & Bowler Corporation, pursuant to their contract with the
City, dated February 18, 1947, was read.
It was moved by Leonis, seconded by Trowbridge, that same be
adopted. Motion carried.
RESOLUTION No. 1391, a Resolution of the City Council designatmg
alternate member or the Board or Diredctors or the County Sanitation
District, was read.
It was moved by Trowbridge, seconded by Furlong, that same be
laid on the table. Motion carried.
ORDINANCE No. 616, an Ordinance authorizing a contract between
the City Councilor the City of Vernon and the Board or Administration or
the Cal rornia State Employees' Retirement System, making the employees or
the City, members or said system, was read ror rirst reading.
It was moved by Leonis, seconded by Trowbridge, that Ordinance
No. 616 be passed ror first reading. "Motion carried.
