MINUTES OF REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON SEPTEMBER 21, 1948 AT 2:00
P. M. IN THE OFFICE OF THE CITY
COUNCIL, 4305 SANTA FE AVENUE
COUNCIL MEN PRESENT: ANDERSON, LEONIS, MAILLIARD and TROWBRIDGE
C OUNC ILMEN ABSENT: FURLONG
The Mayor of the City being absent, the City Clerk called the
meeting to order and requested tha.t a Mayor pro tem be elected for the
meeting.
It was moved by Anderson, seconded by Trowbridge, that Council-
man Leonis act as Mayor pro tem. Motion carried.
The Mayor pro tem then called the meeting to DDder.
It was moved by Anderson, seconded by M8illiard, that the
minutes of the previus meeting be approved. Motion carried.
At this time the Clerk announced that he had bids on his desk
for the improvement of .Frui tland Avenue and Hampton Street,. in the City
of Vernon.
It was moved by Trowbridge, seconded by Mailliard, that the
City Clerk proceed to open the bids. Motion carried.
At this time the Clerk read the following bids for the improve-
ment of Fruitland Avenue and Hampton Street: McClain Construction Co.,
T. E. Sherlock, Griffith Company, Los Angeles Paving Co. and Vernon
Paving Co.
It was moved by Trowbridge, seconded by Anderson, that the bids
be filed and referred to the City Engineer for checking and report. Motinn
carried.
. Communication from the City Engineer, requesting authority to
'employ Mr. L. C. Ra.iney as Chainman at the ra.te of $225.00 per month, ef-
fective September 14, 1948, was read.
It was moved by Trowbridge, seconded by Anderson that the comm~
nication be filed and request granted.' Motion carried.
Communication from the City Engineer, requesting an appropria-
tion of $6535.10 for emergency expenditures in connection with developing
yard and miscellaneous facilities at Pumptng Plant No. 2 to place Well
No. 10 in service, was read.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and the matter referred to the City Attorney. Motion
carried.
Communication from Luer Pa.cking Co., in regard to proposed canning
plant to be erected at 3016 E. Vernon Avenue and requesting necessary
water connections for an estimated maximum water consumption of 260,000
cu. ft. per month, was read.

It was moved by Mailliard, seconded by Anderson, that the com-
munication be filed and the matter referred to the City Engineer for
report. Motion carried.
Communication from Chas. J. Stangman Co. regarding the contem-
plation of the purchasing of site and erection of building at 3680 Santa
Fe Avenue, to conduct a sheet-metal fabricating business, was read.
It was moved by Anderson, seconded by Mailliard, that the
communication be filed. Motion carried.
Communication from Reynolds Metals Co. requesting a permit
to conduct an aluminum foil converting plant at 3007 F~uitland AvenMe
was read.
It was moved by Trowbridge, seconded by Anderson, that the comrr.H
nication be filed and permit granted. Motion carried.
Communication from Ben Ginsberg requesting permit to conduct a
wholesale meat business at 3290 E. vernon Ave. (Coronet P8cking Co.) was
read.
It was moved by Trowbridge, seconded by Mailliard, that the
communication be filed and permit granted. Motion carried.
Notice by County Regional Planning Commission of a public hear-
ing on request to establish and operate a horse slaughter plant at 3318
E. 45th Street in Bandini Area on September 23, 1948 at 10 o'clock, AM
was read.
It was moved by Trowbridge, seconded by Mailliard, that the
communication be filed. Motion carried.
Communication from Wendell A. Gist, Principal of Vernon City
School requesting the assigning of a Patrolman at corner of Vernon and
Santa Fe Avenue at 2:20-0'clock to assist children in crossing inter-
section, was read.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be. filed. Motion carried.
Claim filed by State Board of Equalization for sales taxes in
amount of $567.50 for taxable sales of joint interests in utility poles
was read.
It was moved by Trowbridge, seconded by Mailliard, that the conr
munication be filed and the matter re~erred to the City Attorn~y. Motion
carried.
Communication from Bohemian Distributing Co. requesting curb
painting at 2254 E. 49th Street, was read.
It was moved by Trowbridge, seconded by Mailliard, that the co~
munication be filed and matter referred to the Police Department. Motion
carried.
Communication from Fibreboard Products, Inc. requesting permit
to haul refuse from premises of 4444 Pacific Blvd. upon and along the
streets of the City of Vernon, was read.
It was moved by Mailliard, seconded by Anderson, that the com-
munication be filed andpermit granted. Motion carried. '
Communication from Consolidated Pacific Investment Co. with
bond attached in regard to Subdivision of Tract No. 14256, was read.

It was moved by Anderson, seconded by Trowbridge, that the
communication be filed. Motion carried.
Communication from R. T Dorsey, Traffic Engineer for the Los
Angeles Police Department submitting traffic safety device agreement for
the installation of traffic devises at Washington Blvd., and Grande Vista
Streets on December 3, 1945, was read.
It was moved by Anderson, seconded by Mai11iard, that the
communication be filed and the matter referred to the Electrical Engineer.
Mution carried.
Communication from T. J. Furlong, City Clerk, submitting loya1~
affidavits of city employees, was read.
It was moved by Anderson, seconded by Trowbridge, that the
communication be filed. Motion carried.
Report of the Police Department, was read.
It was moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Pur-
chasing and Library was read.
It was moved by Anderson, seconded by Mai11iard, that the report
be filed. Motion carried.
Communication from the City Engineer advising that the Engineer
representing the owners of property within proposed Tract 1~256 have with-
drawn map previously filed for approval for purpose of making revisions
requested by the County Surveyor, and inasmuch as he has not had the oppor-
tunity to again review the map which has just been returned to him, the
tentative approval made on the 7th inst., is withdrawn, was read. The
City Engineer recommends that the matter be referred back to him for
further investigation and report.
It was moved by Anderson, seconded by Trowbridge, that the com-
munication be filed and the matter referred to the City Engineer for
further investigation and report. Motion carried.
Report of C. A. Heinze, consulting Engineer, on operation of
electric system by Southern Calif. Edison Co. for month of July, 1948,
was read.
It was moved by Trowbridge, seconded by Anderson, that the report
be filed. Motion carried.
ORDINANCE NO. 616, an Ordinance authorizing a contract between
the City Council of the City of Vernon and the Board of Administration,
California State Employees' Retirement System, making its employees members
of said System, was read for second reading.
It was moved by Anderson, seconded by Trowbridge, that Ordinance
No. 616, be passed for second reading. Motion carried .
ORDINANCE NO. 616, an Ordinance authorizing a contract between
the City Council of the City of Vernon and the Board of Administration,
California State Emp1pyees' Retirement System, making its employees members
of said System, was read for third and final reading.
It was moved by Anderson, seconded by Trowbridge, that Ordinance
No. 616 be adopted. Motion carried by the following vote:

It was moved by Trowbridge, seconded by Mailliard, that the
