MINUTES OF REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON NOVEMBER 3rd, 1948 at 2;00
P.M. IN THE OFFICE OF THE CITY COUNCIL

COUNCILMEN PRESENT:

Anderson, Leonis, Mailliard and Trowbridge.

The Mayor of the City being absent, the City Clerk called the
meeting to order and requested that a Mayor protem be elected for the
meeting.
It was moved by Anderson, seconded by Trowbridge, that Council-
man Leonis act as Mayor pro tem. Motion carried.

The Mayor pro tem then called the meeting to order.
It was moved by Anderson, seconded by Mailliard, that the minutes
of the previous meeting be approved. Motion carried.
Communication from the City Engineer submitting Specifications
No. 145 for the improvement of East 46th Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.
RESOLUTION No. 1410, approving Specifications No. 145 for the
improvement of 46th Street between Soto Street and Boyle Avenue by the
Centra~ Manufacturing District, was read.
It was moved by Anderson, seconded"by Trowbridge, that Resolution
No. 1410 be adopted, Motion carried.
Communication from the City engineer, submitting Specifications
No. 146 for the furnishing of dump truck for use of Street Department, was
read.
It was moved by Anderon, seconded by Trowbridge, that the communi-
cation be filed. Motion carried.
RESOLUTION No. 1~09, a resolution approving Specifications No.
146 for One New Motor Truck and Accessories, was read.
It was moved by Anderson, seconded by Mailliard, that Resolution
No. 1409 be adopted. Motion carried.
Communication from the City Engineer submitting Specifications No.
147 for the furnishing of a truck for use of the Wa.ter Department, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed. Motion carried.
RESOLUTION No. 1411, a resolution approving Specifications No.
147 for One New Motor Truck and Accessories for the Water Department, was
read.
It was moved by Anderson, seconded by Mailliard, that Resolution
No. 1411, be adopted. Motion carried.
RESOLUT!ON No. 1412, a Resolution Instructing the City Enginee:-
to immediately construct ten Water Department Manholes in Boyle Avenue ln
connection with improvement work being done by the County in said street,
was read.

It was moved by Trowbridge, seconded by Mailliard, that Resolution
No. 1412 be adopted. Motion carried. '
.Communication from the City Engineer requesting authority to em-
ploy Mr. B. W. Squires as draftsman at rate of $325.00 per month, effective
November 1, 1948, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and request granted. Motion carried.
Communication from the City Engineer requesting authority to emplqy
Mr. P. L. Toome~ as Inspector at rate of $350.00 per month, effective
October 29, 1948 was read.
It was moved by Mailliard, seconded by Anderson, that the communi-
cation be filed and request granted. Motion carried.

Communication from Desper Terminal & Distributing Co. requesting
a permit to conduct a Freight Terminal and Distribution business at 1916,
E. 51st Street, was read.
It was moved by Trowbridge, seconded by Andesson, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Haas, Baruch & Cpmpany requesting permit to
operate a wholesale grocery b~siness at 4700 Boyle Avenue, was read.
It was moved by Mailliard, seconded by Trowbridge, that the communi
cation be filed and permit granted. Motion carried.
Communication from West Coast Fest Freight, Inc. requesting a
permit to conduct business at 4500 Pacific Blvd. was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted, providing a map of the tract is
filed. Motion carried.
Communication from Coast Steel Products, Inc. requesting a permit
to conduct a steel business at 5125 Alcoa Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Lily-Tulip Cup Corp. requesting a permit to
conduct a business of storage, sale and distribution o~ paper products at
253~ East 49th Street, was read.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried. .
Communication from Mildred L. Fries, requesting a permit to operate
a restaurant at 5208 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and matter referred to the Police Department. Motion
carried.
Communication from Haas,Baruch Corp. requesting a permit to operate
a cafeteria in their warehouse building at 4700 Boyle Avenue, was read.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be filed and matter referred to the Police Department. Motion
carried.

permit to operate a bread and pastery truck within the city, was read.

It was moved by Trowbridge, seconded by Anderson, that the commu-
nication be filed and permit granted. Motion carrie~.
Communication from J. Walker requesting permit to sell lunches
within the city, was read.
It was moved by Mailliard, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication from International Paper Co. requesting curb paint-
ing in E. 50th Street, was read.
It was moved by Anderson, seconded by Mailliard, that the commu-
nic~tion be filed and matter referred to the Police Department. Motion
carried.
Communication from Lily-Tulip Cup. Corp. requesting curb painting
at 2532 E. 49th Street, was read.
It was moved by Anderson, seconded by Mailliard, that the commu-
nication be filed and matter referred to Police Department. Motion
carried.
Communbcations from ErIe P. Halliburton, 4724 So. BoyleAvenue,
Union Packing C . 3030 E. Vernon Avenue, Haas,Baruch Co., and Union Carbide
and Carbon Corporation, requesting permission to haul ~efuse from their
respective locations along and upon the streets of the City of Vernon,
were read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nications be filed and permits granted. Motion carried.
Communication from William P. Moore, offering to pay $5.00 per
month on damages to fire hydrant in the a,mount of $305.17, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and the offer to make monthly payments on said damge
be accepted, providing the payments are $15.00 each month. Motion carried.
Communication from Norris Stamping & Mfg. Co. requesting permissian
to erect a tent on premises of 5215 Boyle Avenue for a "Norris Family Day,"
Saturday, NOvember 6, 1948, was read.
It was moved by Trowbridge, seconded by Ma,illiard, that the commu-
nication be filed and permission granted. Motion carried.
Communication from League of California Cities regarding the
setting up of a Civil Defense Council, was read.
It was moved by Anderson, seconded by ~rowbridge, that the commu-
nication be filed. Motion carried.
The following applications, all having the approval of the City
Engineer, were read:

APPLICATION 14125 So. Calif. Water To to repack gate valve at Vernon and
Santa Fe Avenue.

It was moved by Trowbridge, seconded by Anderson, that the appli-
cations be filed and referred to the City Attorney and City Engineer.
Motion carried.
Report of the Police Department was read.
It was moved by Anderson, seconded by Trowbridge, that the report
be filed. Motion carried.
Report of the Committee on Street Maintenance, Building, Pur-
chasing and Library was read.
It was moved by Anderson, seconded by Trowbridge, that the report
be filed. Motion carried.
Communication from the City Engineer, together with copies of
letters from Los An~eles County Road Department agree,ing to reimburse The
City in the sum of ~2790.00 if ctty can immediately construct ten water
department manholes in Boyle Avenue and in connection with the improvement
of Boyle Avenue, was read.
It was moved by Mailliard, seconded by' Trowbridge, that thecommu-
nication be filed and the City Engineer be instructed to immediately con-
struct the ten water department manholes in Boyle Avenue in connection
with improvement work being done by the County in said street, in accord
with Resolution No. 1412. Motion carried.

It was moved by Trowbridge, seconded by Anderson, that the
applications be filed and permits granted. Motion carried.
