19481116 Regular City Council Meeting - Minutes MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON NOVEMBER 16th, 1948 at '2:00 P. M. IN THE OFFICE OF THE CITY COUNCIL 4305 Santa Fe Avenue COUNCILMEN PRESENT: ANDERSON, FURLONG, LEONIS, MAILLIARD AND TROWBRIDGE C OUNC ILMEN ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It w~s moved by Anderson, seconed by Mailliard, that the minutes of the previous meeting be approved and filed. Motion carried. At this time the Clerk announced that he had bids on his desk for the furnishing of trucks for the Street and Water Departments, as per specifications No. 146 and 147. It was moved by Trowbridge, seconded by Anderson, that the Clerk proceed to open the bids. Motion carried. r-u At this time the Clerk read the following bids for the furn- ishing of trucks for the Street and Water Departments as per Specifica- tions No. 146 and 147: Bids as per Specifications No. 146 - General Motors Corpo~ation, $4,404.52 - allowance for tra.de-in of old vehicle, $280.00; ~~ck-International Motor Truck Co. $4790.25 - allowance for trade-in of hId vehicle, $350.00; an alternate bid bf $5347.85 with a trade-in allowance $350.00. Bid as per Specification No. 147 - General Motors Corporation - $1561.11. It was moved by Trowbridge, seconded by Mailliard, that the bids be filed and referred to the City Engineer for checking and report. Motion carried. Communication from the City Engineer in regard to condition of street mains of Southern California Water Co., was read. It was moved by Anderson, seconded by Leonis, that the communi- cation be filed and the matter referred to the City Attorney and City Engineer for report. Motion carried. Communication from E. W. Tice, Vice-President of Southern Calif- ornia Edison Co. submitting detailed report on manner in which the genera- tors and other equipment in Diesel Plant have been adapted for 60 cycle conversion, was read. It was moved by Anderson, seconded by Trowbridge, that the commu- nication be filed and matter referred to the Electrical Engineer for report. Motion carried. Communication from General Metals Corp. requesting a deviation from Ordinance 481 to operate two #4 Whiting cupolas with complete air cleaning equipment for expansion of present facilities at 5701 So. Boyle Ave. was read. It was moved by Trowbridge, seconded by Mailliard, that the matter be referred to the City Clerk with instructions to inform the General Metals Copporation that the City Council will take no action until the General Metals has secured an OK. from the Air Pollution Control. Motion carried. Communication from Ducommun Metals and Supply Co. requesting that an arrow be painted on east roadway of Alameda Street to slow d~wn b~rth- bound traffic between 48th and 49th Street and pedestrian crOsslng Ilnes opposite private roadway between 48th and 49th Street, was read. 1. .2~13 It-was moved by Leonis, seconded by Anderson, that the communi- cation be filed and the matter referred to the Police Department and City Engineer. Motion carried. Communication from Automobile Club of So. California in regard to an alternate method for mounting boulevard stop sign to stop northbound traffic on westerly roadway of Alameda Street at 55th Street, was read. It was moved by Ma.illiard, seconded by Leonis, that the communi- cation be filed and the matter referred to the Police and Engineering Departments. Motion carried. Communication from Hickey Pipe & Supply Co. requesting the paint- ing of a 20 minute zone on curbing at 3375 E. Slauson Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the communi- cation be filed and the matter referred to the Police Department. Motion carried. Communication from Chain Belt Company requesting a permit to conduct a sales and warehousing business of chain belts and power trans- mission equipment at 3838 Santa Fe Avenue, was read. . It was moved by Mailliard, seconded by Trowbridge, that the commu- nication be filed and permit granted. Motion carried. Communication from American Stove Company requesting a permit to operate a warehouse at 4494 East 49th Street, was read. It was moved by Trowbridge, seconded by Anderson, that the commu- nication be filed and permit granted. Motion carried. Communication from Urban N Patman, Inc. requesting permit to con- tinue the operation of the Coronet Packing Co. at 3390 E. Vernon Avenue, was read. It was moved by Anderson, seconded by lf~illiard, that the commu- nication be filed and permit granted. Motion carried. Communication from Railway Express Agency requesting a permit to prepare and dispatch deliveries from 2801 Santa Fe Avenue during period of December 1st to 31st, 1948, was read. It was moved by Mailliard, seconded by Leonis, that the communi- cation be filed and permit granted. Motion carried. Communication from Frank J. Ramseyer, requesting permit to operate a business of grinding of welding fluxe~ at 4700 Santa Fe Ave. was read. It was moved by Leonis, seconded by Anderson, that the communi- cation be filed and permit granted. Motion carried. Communication from Bev-Rush Company requesting permit to operate a vending machine for bakery products at Brunswig Drug Company, 4701 Santa Fe Avenue, was read. (Letter from Brunswig Drug Co. attached.) It was moved by Trowbridge, seconded by Ande~son, that the commu- nication be filed and matter referred to Police Department. Motion carried. Communication from Cancer Prevention Society requesting permission to solicit funds within the City for Cancer Prevention Society, was read. It was moved by Anderson, seconded by Mailliard, that the commu- nication be filed and permit granted. Motion carried. Communication from the City Engineer requesting authority to employ 214 2. Mr. Vincent Salerno and Mr. Sotero J. Amaya as semi-skilled laborers in the Street Department at the rate of $8.00 per day, was read. It was moved by Trowbridge, seconded by Mailliard, that the communication be filed and request granted. Motion carried. Report of C. A. Heinze, Consulting Engineer, on operations of electric system by Southern California Edison Co. for month of September, 1948, was read. It was moved by Anderson, seconded by Trowbirdge, that the report be filed. Motion carried. Report'of the Police Department was read. It was moved by Trowbridge, seconded by Anderson, that the report be filed. Motion Carried. Report of the Committee on Street Maintenance, Building, Pur- chasing and Library was read. It was moved by Anderson, seconded by Mailliard, that the report .be filed. Motion carried. APPLICATION 14161, So. Calif. Water Co. to repair water main at 2039 E. 38th Street, approved by the City Engineer, was read. It was moved by Leonis, seconded by Anderson, that the application be filed. Motion carried.
