19481207 Regular City Council Meeting - Minutes MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON DECEMBER 7, 1948 AT 2:00 P. M. IN THE OFFICE OF THE CITY COUNCIL, 4305 SANTA FE AVENUE. COUNCILMEN PRESENT: Furlong, Leonis, Mailliard and Trowbridge COUNCILMEN ABSENT: Anderson. The meeting was called to order by Mayor R. J. Furlong. It was moved by Leonis, seconded by Mailliard, that the minutes of the preVious meeting be approved and filed. Motion carried. Communication from the City Engineer recommending the acceptance of bid of G. M. C. Truck & Coach Division, General Motors Corp. for the furnishing of G.M. C. Truck to the City for a net cost of $4124.52, under City Specifications No. 146, was read. It was moved by Leonis, seconded by Trowbridge, that the communi- cation be filed and recommendations approved. Motion carried. Communication from the City Engineer, recommending the acceptance of bid of G; M. C. Truck & Coach Division, General Motors Corp. for the furnishing of G. M. C. Pickup truck to the city for a net cost of $1561.11 under City Specifications No. 147 was read. It was moved by Leonis, seconded by Trowbridge, that the communi- cation be filed and recommendations approved. Motion carried. RESOLUTION No. 1413, a Resolqtion of the City council awarding to G.M.C. Truck & Coach Division, General Motors Corporation the contract for the furnishing and delivery of one G.M. C. Truck Model#FF-453, in- cluding special eqUipment as specified in Spectfications #146 of the Ci ty of Vernon and the Notice Inviting Sealed Proposals or Bids, wa,s read. It 'Was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1413 be adopted, Motion carried. RESOLUTION NO. 1414, a Resolution of the City Council awarding to G.M.C. Truck & Coach Division, General Motors Corporation, the contract for the furnishing and delivery of one Moden FC-152, G.M.C Pickup in accord with SPecifications No. 147 of the City of Vernon and the Notice Inviting Sealed Proposals or bids, 'Was read. . It was moved by Trowbridge, seconded by Mailliard, that Resolution No. 1414 be adopted. Motion carried. RESOLUTION NO. 1415, a Resolution of the City Council accepting the Final Test reports of the Southern California Edison Company as to the conversion of the City's Diesel Electric Generating Plant from an operation of Fifty Cicles to Sixty Cycles, was read. It was moved by Aeonis, seconded by Mailliard, that Resolution No. 1415 be adopted. Motion carried. RESOLUTION NO. 1416, a Resolution of. the City Council aceepting One 1811 Well, known as Well No. 10, located at 44th Street and Downey Road within ~he City of Vernon, was read. Cassidy, City Attorney, in regard to a conference held with Mr. C. P. Harnish, President of the Southern California Water Company, was read. It was moved by Trowbridge, seconded by Mailliard, that the Communication be filed and the action taken by the City Engineer and City Attorney be approved. Motion carried. Communication from the City Engineer, requesting authority to employ Mr, Danald T. Flemming as a pipe-fitter helper at the rate of $10. per day, effective November 2~, 1948 was read. It was moved by Mailliard, seconded b.Y Trowbridge, that the communication be filed and request granted. Motion carried. Communication from the City EngineI' advising that Mr. Pete Strattes did not renew lease of City property at Fruitland Avenue and Downey Road whiGh expired July 31, 1948 and has cleaned up the property in a satisfac~ry manner, was read. It was moved by Trowbridge, seconded by Mailliard, that the communiaation be filed. Motion carried. Communication from the City Engineer submitting a bill for damages from Mr. E. O. Swedberg, 10346 Kauffman Avenue, South Gate, who claims the gasoline tank of his automobile was damaged by Water Department employees on November 22, 1948 while attempting to remove meter box cover for the purpose of reading meter at 3301. E. Vernon, was read. Rear of automobile was over meter box. Damage to automobile was denied by Water Department employees. (Bill for damage in the sum of $8.50 attached). It was moved by Trowbridge, sec,onded by Mailliard, that the commu- nication be filed and claim denied. Motion carried. Communication and report submitted by Carl A. Heinze, 90nsulting Engineer, on report filed by Southern California Edison Co. on manner and operation in which the generators and other equipment in Diesel Electric Plant have been adapted for 60 cycle conversion, was read. The Consulting Engineer recommends that the Southern California Edison Co. be notified that the con- version of the Diesel Electric Generating Plant for operation at 60 cycles is satisfactory and in accordance with the requirement of Resolution No. 1289. It was moved by Mailliard, seconded by Leonis, that the communi- cation be filed and the City Clerk instructed to forward to Southern Calif- ornia Edison Company a certified copy of resolution approving same. Motion carried. Communication and r-eport of the City Engineer on the drilling of water wells No. 9 and 10 by Barber-Bridge Drilling Copr. was read. The City Engineer repOl'ts of some apparent defect in the casing of well No. 9 and withholds his acceptance until assurance is supplied by Barber-Bridge Drilling Corp. that such defect 1.s harmless. The City Engineer, without qualification recommends that Well No. 10 located at 44th street and Downey Road be accepted. (Letters of Barber-Bridge Drilling Corp. attached.) It was moved by Mailliard and seconded by Trowbridge, that the conrrnunication be filed and the recommendations of the City Engineer concurred in. Motion carried. Commumication fr'ol!1 D. G. Communication from L1ncoln Foundry Corp. requesting curb paint- ing at 2525 E. 49th Street, was read. It was moved by Mailliard, seconded by Trowbridge, that the communication be filed and the matter referred to the Police Department. Motion carried. Communication from Los Angeles Casing Co. requesting curb painting on east side of Harriett Street, between 26th and 25th Street, was read. It was moved by Mailliard, seconded by Trowbridge, that the co:rmnunication be filed and matter referred to Police Department. Motion carried. Co:rmnunication from Machinists' Tool & Supply Co. requesting curb painting at 3690 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Mailliard, that the commu- nication be filed and matter referred to Police Department. Motion carried. Communication from Efren Ramierez requestiflg permit to haul refuse from premises of 2233 E. 37th Street, along the streets of the City, was read. It was moved by Trowbridge, seconded by Mailliard that the communi- cation be filed and permission granted. Motion carried. Communication from Byron Jackson Co. requesting permission to erect fireproof tent on their property for their Christmas program on December 24th was read. It was moved by Trowbridge, seconded by Mailliard that the communi- cation be filed and the matter referred to the Fire Department. Motion carried.. Co:rmnunication from the City Clerk advising that Max E. Utt, attorney with Gibson, Dunn & Crutcher, has requested the City Clerk to have photostat prepared of Tract Map 14256 together with bond and eorrespondence filed by Consolidated Pacific Investment Co, was read. The harges are to be paid by Gibson, Dunn & Crutcher. It was moved by Mailliaed, seconded by Trowbridge, that the co:rmnu- nication be filed and the request granted. Motion carried. Report of C. A. At this time the Fire Chief announced that solicitors to some magazine had been going to the different merchants in the City of Vernon requesting advertising in the name of the Fire Department. It was moved by Trowbridge, seconded by Mailliard that the matter be referred to the Police Department. Motion carried.
