MIWUTES OF REG~R MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON FEBRUARY 15th, 1949 AT 10;00
A.M. IN THE OFFICE OF THE CITY COUNCIL

COUNCILMEN PRESENT:

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Trowbridge, secnonded by Mailliard, that the
minutes of the previous meeting be approved and filed. Motion carrie.
Communication from the City Engineer, requesting authority to
employ Mr. Emmette E. Hamilton as a semi-skilledkborer in the Street
Department at the rate of $8.00 per day, effective February 4, 1949,
was read.
It was moved by Trowbridge, seconded by Mailliard, that the
communication be filed and request granted. Motion carried.
Communication from the City Engineer requesting authority to
employ Mr. Clyde E. Chapman as skilled laborer in the Water Department
at the rate of $9.00 per day, effective February 16, 1949, was read.
It was moved by Anderson, seconded by Trowbridge, that the
communication be filed and request granted. Motion carried.
Communication from the City Engineer requesting authority to
employ Mr. Robert H. King as sanitary engineer a.t the rate of $400.00
per month, plus $30.00 per month for use of his own automobile effective
February 16, 1949, was read.
It was moved by Trowbridge, seconded by Anderson, that the
communication be filed and request granted. Motion carried.
Communication from the City Engineer requesting authority to
employ Mr. Donald T. Fleming as Pump Operator at the rate of $260.00
per month, effective March 1, 1949, was read. Mr. Flemining is to replace
Mr. W. L. Miller who will retire March 1, 1949, also that the salary of
Mr. Harry V. Green be increased from $260.00 to $275.00 per month, ef-
fective March 1, 1949.
It was moved by Mailliard, seconded by Anderson, that the commu-
nication be filed and requests granted. Motion carried.
Copy of Resolution of City Council of the City of Glendale,
memorializing the Legislature of the State of California to amend proposed
Rail Rapid Transit District Legislation, was read.
It was moved by Anderson, seconded by Trowbridge, that the copy of
resolution be filed. Motion carried.
Report of Vernon Industrial Development Association for period
ending December 31, 1948, was read.
It was moved by Trowbridge, seconded by Mailliard, that the
report be filed. Motion carried.
Report of C. A. Heinze, Consulting Engineer on operations of
electric system by Southern Calif. Edison Co. for month of December, 1948
was read.

report be filed. Motion carried.
Report of F. H. Donnelly on application of G. B. Bean Drug
Distributor, Inc. for permit to conduct a shipping of pharmaceutical and
proprietary packaged drug lines at 4609 Hampton Street, was read. The
Pitre Clief recommends that the permit be granted.
It was moved by Trowbridge, seconded by Anderson, that the re-
port be filed and the recommendation of the Fire Chief concurred in and
permit issued. Motion carried.
Communication from Westinghouse Electric Supply Co. to conduct
an electrical appliance, radio, and television wholesale business at
4601 So. Boyle Avenue, was read.
It was moved by Anderson, seconded by Mailliard, that the commu-
nication be filed, Motion carried.
Communication from Charles W. Jones, requesting permit to conduct
a Consulting Engineering Office at 3050 Leonis Blvd. was read.
It was moved by Trowbridge, seconded by Mailliard, that the com-
muniaation be filed and permit granted. Motion carried.
Communication from Circular Tool Supply CO.. requesting permit to
conduct a wholesale hardware business at 2816 Santa Fe Avenue, was read.
It was moved by Mailliard, seoonded by Anderson that the commun~
cation be filed and permit granted. Motion carried.
Communication from Lee Ludlum Manufacturing Co. requesting a permit
to conduct a. business of selling new and used machinery and equipment at
2700 Sanaa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Maillia.rd, that the comma
nication be filed and the matter referred to the Police Department. Motion
carried. .
Communication from Albert Kessler requesting a permit to operate
service station at 2800 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed a.nd permit granted. Motion carried.
Communication from Ned Sellsaw requesting a permit to operate
service station at 4300 Sato Street, was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Agnes Keith requesting permit to operate res-
taurant at 3156 E. 26th Street, was read.
It was moved by Mailliard, seconded by Trowbridge, that the comnu-
nication be filed and permit granted, subject to the approval of the Police
department. Motion carried.
Communication from Herman Mirochnick requesting permit to conduct
a business of meat boning at 2535 E. Vernon Avenue was read.
It was moved by Anderson, seconded by Trowbridge, that the commu-
nication be filed and permit granted. Motion carried.

Communication from Allied Veneer & Lumber Co. requesting curb paint-
ing and lower curb grade at 5100 So. Boyle Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and matter referred to the Police Department. Motion
carried.
Communication from R. A. Reed Electric Co. requesting curb painting
at 5503 Boyle Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard, that the commu-
nication be filed and matter referred to Police Department. Motion carried.
Communication from Pacific Press, Inc. requesting curb painting at
5201 So. Soto Street, was read.
It was moved by Trowbridge, seconded by )~illiard, that the commu-
nication be filed and the matter referred to the Police Department. Motion
carried.
Communication from Cleveland Twist Drill Co. requesting permit to
haul refuse from premises at 6301 East 38th~street,along and upon the streets
mf the City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Harron, Rickard & McCone requesting permit to
haul refuse from premises at 3850 Santa Fe Avenue, along and upon the
streets of the Cmty of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Communication from Mission Dry Corporation requesting permit to
haul refuse from premises at 5001 So. Soto Street, along and upon the
streets of the City of Vernon, wa.s read.
It was moved by Anderson, seconded by Mailliard, that the commu-
nication be filed and permit granted. Motion carried.
Memo from Fire Commission - ... at a meeting of the Fire Commission
held January 18, 1949 a commun~cation from California Fire Chiefs' Assn. was
referred to the City Council with the recommendation that annual dues of $5.
be paid by the City for membership in this Association, was read. Apparent-
ly no action was taken by the Council at its meeting of January 18, 1949
or February 1, 1949. F. H.
It was moved by Anderson, seconded by Mailliard, that the memo
be filed and action approved. Motion carried.
Report of the Police Department was read.
It was moved by Trowbridge, seconded by Mailliard, that the report
be filed and approved. Motion carried.
Report of the Committee on Street Maintenance, Building, Purchas-
ing and Library, was read.
It was moved by Trowbridge, seconded byAnderson, that the report
be approved and filed. Motion carried.
Communication from the City Engineer requesting authority to spend
not more than $3500.00 for the cleaning of 27 inch sewer line in Vernon Avenue
was read. The property owners will be billed a pro-rata share of the cost
of cleaning.

It was moved by Mailliard, Seconded by Trowbridge, that the commu-
nication be filed and request granted. Motion carried.
RESOLUTION No. 1421, a resolution Granting Permission to
Councilman J. B. Leonis to abstain himself from regular meetings of said
City Council until he is physically able to ddo so, was read.
It was moved by Anderson, seconded by Trowbridge, that the Resolution
No. 1421, be adopted. Motion carried.
RESOLUTION No. 1422, a resolution Authorizing the advancement of
$3500.00 for the maintenance and repair of a sewer line on Vernon Avenue
between Santa Fe Avenue and So to Street within the City of Vernon, was read.
It was moved by Trowbridge, seconded by Anderson, that Resolution
No. 1422 be adopteej. Motion carried.
Communication from F. H. Donnelly, Fire Chief, submitting Fire
Department Vacation list for year 1949 was read.
It was moved by Mailliard, seconded by Trowbridge, that the
communication be filed and the vacation schedule as recommended by the
Fire Chief be approved. Motion carried.
