MINUTES OF A REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON HELD ON

The meeting was called to order by Hayor R. 3. Furlong.
It was moved by Anderson, seconded by Trowbridge, that the
minutes of the previous meeting be approved and filed. Motion carried.
Communication and report of E. Giles, Police Chief, and
Francis Bates, City Engineer, on application filed by Los Angeles Transit
Lines with the Public Utilities Commission of the State of California
for authority to supplement its rail line "V" service by the operation
of an occasional motor coach service along Vernon Avenue between Avalon
Boulevard and Pacific Boulevard for the handling of large numbers of
passengers at the breakup of baseball games at Vlrigley Field. The report
of the Police Chief and City Engineer is, that inasmuch as the proposed
service is to be occasional, only, in order to better handle baseball
crowds from Wrigley Field, we see no objection to the proposal, and
recommend that it be not opposed, was read.
It was moved by Trowbridge, seconded by Anderson that the
recooonendations of the Police Chief and City Engineer be received and
complied with. Motion carried.
Report of E. Giles, Police Chief, on request of Standard
Pipe & Supply Company for a perm~t to conduct and operate an oil field
supply, pipe and steel business at 2820 S. Alameda Street. Police 'Depart-
ment recommends that application be granted, was read.
It was moved by Trowbridge, seconded by Anderson that the
communication and report be filed, and permit granted. Motion carried.
Report of C. A. Heinze, Consulting Engineer, on operations
of electrical system by the Southern California Edison Company, for the
month of Harch, 191+9, was read.
It was moved by Anderson, seconded by Trowbridge, that the
repo~t of the COnsulting Engineer be received and filed. Motion carried.
Report of the Pacific Telephone & Telegraph Company on
franchise Ordinance 108 for the year ending April 22, 1949, together with
a check in the amount of $23,076.50 was read.
It was moved by Trowbridge, seconded by Anderson, that the
report on franchise Ordinance 108 by the Pacific Telephone & Telegraph
Company be received and filed. Motion carried.
Communication from United States Casket Company requesting a
permit for the manufacturing of caskets at 5801 Alcoa Avenue, was read.
It was moved by Trowbridge seconded by Anderson that the
communication of the United States Caskei Company be filed and permit
granted. Motion carried.
Communication from Brockway Pacific Truck Company requesting
a permit to operate an automobile repair business at 2750 S. Alameda Street,
was read.
It was moved by Anderson, seconded 'by Trowbridge that the
communication of the Brockway Pacific Truck Company be filed and permit
granted. Motion carried.

Communication from F. P. Baugh, requesting a permit to conduct
a business of wholesale lumber agent at 4521 Produce Plaza, was read.
It was moved by Trowbridge, seconded by Anderson, that the
communication of F. P. Baugh be filed and permit granted. Motion carried.
Communication from Chas. F. DaviS, requesting a permit to
operate a lunch truck within the city, was read.
It was moved by Anderson, seconded by Trowbridge that the
communication of Chas. F. Davis be filed and the matter referred to the
Police Department. Motion carried.
Communication from Dennis Maher, re~uesting a permit to operate
a lunch truck within the city, was read.
It was moved by Anderson, seconded by Trowbridge that the
communication of Dennis Maher be filed and the matter referred to the
Police Department. Motion carried.
Communication from American Legion Auxiliary, Maywood Unit 223,
requesting permission to sell American Legion poppies on May 26 to 28, incl.
was read.
It was moved by Trowbridge, seconded by Anderson that the
communication of American Legion Auxiliary, Maywood Unit 223, be filed
and the matter referred to the Police Department with power to act.
Motion carried.
Communication from Western Gasket & Packing Company, requesting
curb painting at 2331 E. 27th street, was read.
It was moved by Anderson, seconded by Trowbridge that the request
of the Western Gasket & Packing Company be filed and the matter referred
to the Police Department. Motion carried.
Communication from the Industrial Accident Hospital, requesting
curb painting at 2250 E. 38th street, was read.
It was moved by Anderson, seconded by Trowbridge that the request
of the Industrial Accident Hospital be filed and the matter be referred
to the Police Department. Motion carried.
Communication from Poulsen & Nardon, Inc. requesting permit
to haul refuse from premises of 2665 Leonis Blvd. along and upon the
streets of the city of Vernon, was read.
It was moved by Trowbridge, seconded by Andersontthat the
communication of Poulsen & Nardon be filed and permit granted. Motion
carried.
Communication from Norris Stamping & Manufacturing Co. requesting
a permit to haul refuse from premises of 5215 S. Boyle Avenue, along and
upon the streets of the city of Vernon, was read.
It was moved by Trowbridge, seconded by Anderson that the
communication of the Norris Stamping & Manufacturing Co. be filed and
permit granted. Motion carried.
An agreement submitted by E. Giles, Police Chief, prepared
by Southern California Humane Society to gather up stray and injured
animals upon request of the Police Department &t rate of $2.00 per call
during day or $~.OO per call at night. (Police Department has been using
the service of the Southern California Humane Society, but without
agreement with the Humane Society) was read.

It was moved by Trowbridge, seconded by Anderson that
the Mayor and the City Clerk be authorized to sign an agreement
submitted by the Southern California Humane Society to gather up and
~mpound stray and injured animals upon the request of the Police
epartment at a charge of $2.00 per call during the day, or $4.00
at night, and the fee shall not exceed $50.00 in anyone month regard-
less of the number of calls. Motion carried.
Report of the Police Department was read.
It was moved by Trowbridge, seconded by Anderson that
the report of the Police Department be filed. Motion carried.
Report of the Committee on street Maintenance, Building,
Purchasing and Library was read.
It was moved by Anderson, seconded by Trowbridge, that
the report be filed. Motion carried.
The following applications, all having the approval of
the City Engineer, were read:
Application 14551 - Southern California Water Co. to repair water main
at 46th and st. Charles Streets.
Application 14552 - Southern California Water Co. to repair water main
at 2007 E. 45th street.
Application 14553 - Southern California Gas Co. to remove and install
valve casing in E/S Boyle Avenue, 338 ft. slO
Fruitland Avenue.
Application 14554 - Southern California Gas Co. to repair gas service
at 2050 E. 48th street.
Application 14555 - Southern California Gas Co. to abandon gas service
at 2323 E. 52nd street.
Application 14556 - Southern California Gas Co. to repair 4 in. gas main
in NIS Vernon Avenue, 210 ft. E/O Soto Street.
Application 14557 -
Southern California Gas Co. to install 1001 ft.
of 4 .in. gas main and tie into 8 in. gas main in
E/S itampton Street, 20 ft. N/O Fruitland Avenue.
Southern California Gas Co. to remove 484 ft. of
3 in. gas main and install 414ft. of 3 in. and 70
ft. of 2 in. gas main and install 20 ft. of 6 in.
outer casing and use 69 ft. of 3 in. casing. Cut
and plug at both ends and abandon in place 52 ft. of 3
in. gas main across Santa Fe Avenue and SIS of' 30th
Street.
