19490719 Regular City Council Meeting - Minutes .l~, ~~'\ MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON JULY 19 1949 AT 2:00 O'CLOCK P.M. IN THE COUNCIL CEiM!ERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCILMEN PRESENT: Anderson, Furlong, Mailliard COUNCILMEN ABSENT: Leonis, Trowbridge The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Mailliard that the minutes of the previous meeting be approved. Motion carried. Communication from Francis Bates, City Engineer, submitting a check received from the County of Los Angeles for reimbursement for construction of ten manholes in Boyle Avenue in the amount of $2,790.00, was read. It was moved by Anderson, seconded by Mailliard that the communication from the City Engineer be filed, and the check in the amount of $2,790.00 be received and credited to the proper account. Motion.carried. Communica tion from the Air Reduction Pacific Company in regards to proposed water service at 5600 Bickett Streetl and adviSing that an easement will be granted them by the Beed Electr c Company to extend a water line through their property west, to Bickett Street property of the Air Reduction Company, and requesting an approval to make the installation, was read. . It was moved by Mailliard, seconded by Anderson, that the matter of the Air Reduction Pacific Company be referred to the City Engineer. Motion carried. CommUnication from Stone & Youngberg, Investment Securities, advising that Senate Bill No. 851 authorizing the issuance of revenue bonds to finance municipal water systems has passed the legislature, and suggests that a letter should be sent from the City to the Governor requesting the signing of Senate Bill 851, was read. It was moved by Mailliard, seconded by Anderson, that the communication of Stone & Youngberg be referred to the City Attorney. Motion carried. A Notice of Hearing before the Public Utility Commission in a matter of application of the railroads and express companies to reduce agency service at all stations in California. Hearing to be held Friday, July 29, 1949, at 10 A.M., was read. It was moved by Anderson, seconded by Mailliard, that the matter before the Public Utility Commission be referred to the City Attorney. Heinze, Consulting Engineer, on communication and report by the Southern California Edison Co., on accrued rentals, .... and $... . gross receipts under the Vernon Lease for period... of June 1, 1948 to May .BjJ'~ 1949, together with a check in the amount oft $61:;,999.65, and the Consulting Engineerbreporting that the amount tendered by the Company has been checked with the amounts set forth on the City books as being due from the Southern California Company, was read. It was moved by Mailliard, seconded by Anderson that the communication and report of the Consulting Engineer be filed, and the check be received and credited to the proper account. Motion carried. 1'. 3D5 Report of C. A. Heinze, Consulting Engineer, on operation of the electric system by the Southern California Edison Company for the month of May, 1949, was read. It was moved by Anderson, seconded by Mailliard, that the report of the Consulting Engineer be received and filed. Motion carried. Communication fram the Yukon Sales Company, requesting a permit to operate a Sporting Goods Department at 4536 District Blvd., was read. It was moved by Mailliard, seconded by Anderson, that the request of the Yukon Sales Company be referred to the Police Department. Motion carried. Communication from Stanley T. Acampora, requesting a permit to operate a service station at 3700 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the communication of Stanley T. Acampora be filed, and permit granted. Motion carried. Communication from A. M. Franco, requesting a permit to operate a cafe at 3941 S. Soto Street. (Packers Inn) was read. It was moved by Mailliard, seconded by Anderson, that the request of A. M. Franco be referred to the Police Department. Motion carried. Communication from Excel Minerals, requesting a permit to conduct a warehouse and sales office to store and sell a non-inflammable rock product to be used as a floor sweep at 2410 E. Yernon Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Excel Minerals be referred to the Fire Department. Motion carried. Communication from Standard Coil Products Co., requesting aurb painting at 46th Street and Seville Avenue, was read. It was moved by Anderson, seconded by Mailliard, that the communication of the Standard Coil Products be filed, and the matter be referred to the Police Department. Motion carried. Communication from the Fibreboard Products Co., requesting a permit to haul refuse from premises of 4444 Pacific Boulevard, along and upon the streets of the city of Vernon, was read. It was moved by Mailliard, seconded by Anderson, that the communication of Fibreboard Products Company be filed, and permit granted. Motion carried. Communication from Francis Bates, City Engineer1 recommend- ing that the rate of pay of James R. Melendrez be changed from ~7.00 per day to $8.00 per day, effective July 1, 1949, was read. It was moved by Anderson, seconded by Mailliard, that the recommendation of the City Engineer be complied-in. Motion carried. Communication from Francis Bates, City Engineer, in regards to a letter received from Mr. WIn. Blaine Klein, claiming personal injury by reason of falling into sewer man-hole at 48th Street and Santa Fe Avenue. City Engineer reports that improvement work in 48th Street is being done by private contract between Griffith Company and the frontage owners, and recommends that the matter be referred to the City Attorney, was read. 2. 3'0.'" It was moved by Anderson, seconded by Mailliard, that the report of the Police Department be received and filed. Motion carried. The following applications, all having the approval of the City Engineer, were read. Application 14647 - Southern California Gas Company, to abandon gas service at 3833 Santa Fe Avenue. Application 14648 - Southern California Gas Company, to abandon gas service at 2027 E. 38th Street. Application 14649 - Southern California Gas Company, to abandon gas service at 2626 Santa Fe Avenue. Application 146~0 - Southern California Gas Company, to abandon gas service at 5137 Boyle Avenue. Application 14651 - Southern California Gas Company, to alter gas service at 3501 E. 26th Street. Application 14652 - Southern California Gas Company, to abandon gas service at 2440 E. Vernon Avenue. Application 14653 - Southern California Gas Company, to abandon gas service in N/S 52nd Street, 387 ft. W/O San1a Fe Avenue. Application l46~ - Southern California Gas Company, to re-lay gas service at 3030 E. Vernon Avenue. Application 14655- Southern California Gas Company, to install gas service at 2845 E. 26th Street. Application 14656 - Southern California Gas Company, to abandon gas service at 2650 Santa Fe Avenue. Application 14657- Southern California Water Company, to repair water main in W/S Santa Fe Avenue, 300 ft. S/O 25th Street. Application 14658 - Southern California Water Company, to repair water main at 2030 E. 45th Street. Application 14659 - Southern California Water Company, to repair water main at 1915 E. 51st Street. 14660 - Pacific Telephone & Telegraph Company, to place 1 anchor replace 1 anchor and remove 1 anchor in S/S 55th street, 130, 1185 and 1324 ft. E/O Alameda Street. 14661 - Los Angeles Transit Lines, to renew electric switch conduit from pole to rail in S/S Vernon Avenue, 23 ft. W/O Santa Fe Avenue. Application 14662 - Pacific Press, Inc. to connect additional plumbing facalities to sewer at 5201 S. Boto Street. Motion carried. Communication from Francis Bates City Engineer, submitting vacation list for the Street, Water and EngIneering Departments, were read. It was moved by Anderson, seconded by Mailliard, that the vacation list submitted by the City Engineer be approved and filed. Motion carried. Report of the Committee on Street Maintenance, BUilding, Purchasing and Library was read. It was moved by Mailliard, seconded by Anderson, that the report be approved and filed. Motion carried. Special Attorney, Edward R. Young, reported on the request of the State Board of Equalization for payment of $618.77 for sales taxes on transfers of Joint Pole interests from August 1933, to June 1948, which was r~ferred to him on June 7, 19~9. Special Attorney, Edward R. Young, reported at length on the matter and stated that the private Public Utility Companies, as well as a number of Municipal Utilities have reconized their claims, he recommended the payment of the claim presented to the City by the State Board of Equalization. It was moved by Mailliard, seconded by Anderson, that the report and recommendation of Special Attorney, Edward R. Young be complied-in. Motion carried. . .
