19490802 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON AUGUST 21 19lt9 A1 2, O'CLOCK P.M. IN THE COUNCIL CHAMBERi:> OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCILMEN PRESENT: Anderson, Furlong, Mailliard COUNCILMEN ABSENT: Leonis, Trowbridge The meeting was called to order by Mayor R. J: Furlong. It'was moved by Anderson, seconded by Mailliard that the minutes of the previous meeting be approved. Motion carried. Conml1mication from Francis Bates, City Engineer, requesting authority to employ l+Ir. Frank R. Wood as Instrument Man for the improve- ment of E. 48th Street at the rate of $20.00 per day, effective July 27, 1949, was read. It was moved by Mailliard, seconded by Anderson that the communication and request of the City Engineer be filed, and the employ- ment of Mr. Frank R. Wood as Instrument Man be approved. Motion carried. Communication from Francis Bates, City Engineer, recommending that the municipal house located at 3560 E. Vernon Avenue, be rented to Mr. Ray J. Corella, pump operator for the Water Department, was read. It was moved by Anderson, seconded by Mailliard that the recommendation of the City Engineer be accepted, and approved. Motion carried. Communication from Francis Bates, City Engineer, advising that the Vernon Paving Company has completed in a satisfactory manner all work provided for under Specifications 143, for the improvement of Fruitland Avenue and Hampton Street, and recommends that the work be accepted, was read. It was moved by Mailliard, seconded by Anderson that the recommendation of the City Engineer be accepted. Motion carried. Communication and report of Francis Bates, City Engineer, and G.A.Anderson, Manager of City Affairs on termite damage to garage used to house fire truck and equipment at Fire Station NO.2, 3365 Fruitland Avenue. The Terminix Company has offered to replace the damaged sills and protect the garage building against the subterranean termites for the sum of $103.00, including one year's guarantee, and for additional payment of $12.00, to guarantee against re-infestation. The City Engineer, amd Manager of City Affairs recommends that the offer be accepted, was read. It was moved by Mailliard, seconded by Anderson that the communication and report of the City Engineer, and Manager of City Affairs be filed, and recoDmlendations be approved. Motion carried. Communication from Southern California Edison Company sub- mitting check in the amount of $197,142.50 for Light & Power Bond Redemptions, and interest payments due October 1, 1949, and April 1, 1950, was read. It was moved by Anderson, seconded by MaiIliard that the communication of the Southern California Edispn Company be filed, and the check in the amount of $197,142.,0 be accepted and credited to the proper account. Motion carried. Copy of letter sent by Carson B. HUbbard, City Attorney, to William Blaine Klein, disclaiming and responsibility or liability by the City for any injury suffered by falling into sewer manhole at 48th Street and Santa Fe Avenue, was read. It was moved by Anderson, seconded by Mailliard that the copy,. , of communication sent to Mr. William Blain Klein, by the City Attorney be 3.10 filed. Motion carried. 1. Communication and report of F. H. Donnelly, Fire Chief, on request of Excel Minerals to conduct a warehouse and sales office to store and sell a non-inflanmlable rock product to be used as a floor sweep at 2410 E. Vernon Avenue. Fire Chief recommends that permit be granted, was read. It was moved by Mailliard, seconded by Anderson, that the report of the Fire Chief be accepted and filed, and that a permit be granted to the Excel Mineral Co. Motion carried. Report of E. Giles, Police Chief, on request of Yukon Sales Co. for a permit to operate a Sporting Goods department at 4536 District Blvd. Police Chief recommends that a permit be granted, was read. It was moved by Anderson, seconded by Mailliard, that the report and recommendation of the Police Chief be accepted and filed~ and that a permit be granted to the Yukon Sales Company. Motion carried. Communication from David E. Kennedy, Inc. requesting a permit to conduct a business of warehousing asphalt tile and cork flooring at 4501 Santa F'e Avenue, was read. It was moved by Mailliard, seconded by Anderson, that the request of David E. Kennedy, Inc. be referred to the Fire Department. Motion carried. Communication from Alfred B. Costello, requesting a permit to operate a sheet metal welding business at 4441 Santa Fe Avenue, was read. It was moved by Mailliard, seconded by Anderson, that the request of Alfred B. Costello be referred to the Fire Department. Motion carried. Communication from Wilshire Bedding Company, requesting a permit to conduct a business of manufacturing mattresses, box springs, and allied items at 2124 E. 51st Street, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Wilshire Bedding Company be referred to the Fire Department. Motion carried. 7" Communicationnfrom American Drill Bushing Company, requesting a permit to conduct a business of manufacturing drill jig bushings and allied products at 5107 ~acific Blvd., was read. . It was moved by Mailliard, seconded by Anderson, that the request of American Drill Bushing Company be approved, and permit granted. Motion carried. Communication from Vernon Body Works, requesting a permit to conduct business at 2323 E. 52nd Street, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Vernon Body Works be referred to the Fire Department. Motion carried. Communication from Pacific Graphite Company, requesting a permit to warehouse foundry supplies at 4700 District Bltd., was read. It was mo~ed by Mailliard, seconded by Anderson, that the request of the Pacific Graphite Company be approved and permit granted. Motion carried. 2. 3:11 Communication from Wilson & Geo. Meyers & Company, requesting a permit to warehouse and distribute agricultural and indust- rial chemicals at 4800 District Blvd., was read. It was moved by Mailliard, seconded by Anderson, that the request of Wilson & Geo. Meyer & Co., be referred to ~he Fire Department. Motion carried. Communication from Standard Coil Products Company, requesting a permit for the manufacturing of Standard Tuners for radio and television, at 46th Street and Seville Avenue, (Poulsen & Nardon building) was read. It was moved by Anderson, seconded by Mailliard, that the request of Standard Coil Products Co., be approved and permit granted. Motion carried. Communication from Boon Loo, requesting a permit to sell ice cream within the City, was read. It was moved by Anderson, seconded by Mailliard, that the request of Boon Loo be referred to the Police Department. Motion carried. Communication from Frigid Vendors, requesting a permit to operate ice cream vending machines within the City, was read. It was moved by Anderson, seconded by Mailliard, that the request of Frigid Vendors be referred to the Police Department. Motion carried. the Safeway Department. Communication from Lord-Babcock, Inc. requesting a permit to haul refuse from 2201 E. 38th Street, over and along the streets of the City, was read. Invitation from Harold Harby, Chairman, Recreation and ~arks Committee, City of Los Angeles, to hear report by Mr. Jack Madigan of Engineering firm of Madigan & Hyland on master plan of recreational shoreline development, Santa Monica Bay beach area on August 10, 1949, at 10:30 A.M. City Hall, Los Angeles, was read. It was moved by Mailliard, seconded by Anderson, that the invitation from Harold Barby be filed. Motion carried. Communication from A-Brass Foundry Co. requesting that excavation made by Southern California Water Company at Vernon Avenue, and St. Charles Street be repaired, was read. It was moved by Anderson, seconded by Mailliard, that the communication of the A-Brass Foundry Company be referred to the City Engineer. Heinze, Consulting Engineer, on operations of electric system by the Southern California Edison Company for the. month or June, 1949, was read. It was moved by Anderson, seconded by Mailliard, that the report of the Consulting Engineer be received and riled. Motion carried Report of the Police Department was read. It was moved by Mailliard, seconded by Anderson, that the report or the Police Department be received and filed. Motion Carried.
