MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF VERNON HELD ON AUGUST 16, 19~9,
Ai' 2 O'CLOCK P. N. IN THE COUNCIL CHAMBERS OF
THE CITY HALL, LOCATED AT ~305 SANTA FE AVENUE,
VERNON, CALIFORNIA.
COUNCILMEN PRESENT: Anderson, Furlong, Mailliard.
COUNCILMEN ABSENT: Leonis, Trowbridge.
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Mailliard that the
minutes or the previous meeting be approved. Motion carried.
Statement submitted by J. M. Lowery, County Auditor,
showing assessed valuations of the City of Vernon for the fiscal
year 19~9-50, was read.
It was moved by Anderson, seconded by Mailliard, that
the assessed valuation statement submitted by the County Auditor
be filed. Motion carried.
Councilman Mailliard introduced Ordinance No. 618, being
an Ordinance fixing the amount of money necessary to be raised by
taxation upon the taxable property within said City as a revenue to
carryon the various departments of such municipal corporation for
the fiscal year commencing July 1, 19~9, and to pay the bonded
indebtedness or said City or Vernon, or any portion or district
thereof, was read ror the first reading.
It was moved by Mailliard, seconded by Anderson that
No. 618 be passed for firs't reading. Motion carried.

Ordinance
Councilman Anderson introduced Ordinance No. 619, being
an Ordinance fixing the rate of taxes and levying the taxes for the
fiscal year beginning July 1, 19~9, was read for the rirst reading.
It was moved by Anderson, seconded by Mailliard that
No. 619 be passed for first reading. Motion carried.

Ordinance
Deed submitted by the Santa Fe Land Improvement Company
for an 80 ft. street lying southerly of Vernon Avenue, and extending
from Soto Street to Alcoa Avenue, was read.
It was moved by Mailliard, seconded by Anderson that the
deed submitted by the Santa Fe Land Improvement Company be accepted.
Motion carried. .
Councilman Anderson introduced Resolution No. 1447.
BE IT RESOLVED, that the City of Vernon accept the deed submitted
by the Santa Fe Land Improvement Company, a California corporation,
to the City of Vernon. It was moved by Anderson, seconded by Mailliard
that Resolution No. 1447 be adopted. Motion carried.

Application submitted by Los Angeles Junction Railway
Company for permission to construct and lay across 44th street, a
railroad track to serve property on north side of 44th street, was read.
It was moved by Mailliard, seconded by Anderson that the
application of the Los Angeles Junction Railway Company be filed.
Motion carried.
Councilman Mailliard introduced Ordinance No. 620,
granting a franchise to the Los Angeles Junction Railway Company to
construct, maintain and operate one spur track across and upon 44th
Street, was read for the first reading.
It was moved by Mailliard, seconded by Anderson that
Ordinance No. 620 be passed for first reading. Motion carried.

Communication and report of Francis Bates, City Engineer,
submitting total contract cost for the improvement of Fruitland Avenue,
and Hampton Street in accordance with Specifications No. 143, was read.
It was moved by Anderson, seconded by Mailliard that the
report of the City Engineer be received and filed. Motion carried
Communication and report of F. H. Donnelly, Fire Chief,
on request of Vernon Body Works for permit to operate a truck bod1
business at 2323 E. 52nd Street. Fire Chief reco~mends that permit be
granted, was read.
It was moved by Mailliard, seconded by Anderson that the
communication and report of the Fire Chief on request of the Vernon
Body Works be filed and permit granted. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief,
on request of Alfred B. Costello for ~ permit to operate a welding
business and sheet metal business at 4441 Santa Fe Avenue. Fire Chief
recommends that permit be granted, was read.
It was moved by Mailliard, seconded by Anderson that the
communication and report of the Fire Chief on the request of Alfred B.
Costello for a permit to operate a welding and sheet metal business
at 4441 Santa Fe Avenue be filed and permit granted. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief,
on request of Wilson & Geo. Meyer Company for a permit to conduct a
business of distribution of agricultural and industrial chemicals
at 4800 District Blvd. Fire Chief Recommends that permit be granted,
was read.
It was moved by Anderson, seconded by Mailliard that the
communication and report of the Fire Chief on the request of Wilson &
geo. Meyer & Company be filed and permit granted. Motion carried.
Communication and report of F. H. Donnelly, Fire C~ief,
on request of Da*id E. Kennedy, Inc. for a permit to conduct a business
of warehousing asphalt tile and cork flooring at ~50l Santa Fe Avenue.
Fire Chief recommends that permit be granted.
It was moved by Anderson, seconded by Mailliard that the
communication and report of the Fire Chief on the request of David E.
Kennedy for a permit conduct a warehouse at 4501 Santa Fe Avenue be
filed and permit granted. Motion carried.

Communication and report of F. H. Donnelly, Fire Chief,on
request of Wilshire Bedding Company for a permit DO conduct a mattress
and box-spring business at 2124 E. 51st Street. Fire Chief recommends
that permit be granted, was read.
It was moved by Anderson, seconded by Mailliard, that the
communication and report of the Fire Chief on the request of the Wilshire
Bedding Company to conduct business at 2124 E. 51st Street be filed and
permit granted. Motion carried.
Communication from E. Giles" Police Chief, requesting
Buthority to employ the following, in addition to the present Police
epartment personnel, was read.

T.J.Tretheway, Motorcycle effective 8/15149
It 'was moved by Anderson, seconded by 'Mailli~d, that the
employment of Messrs. Braden~ Brockhacker and Tretheway be approved, and
at the starting salary of $2~0.83 as prescribed in Resolution 1394.
Motion carried.
Communication from the Los Angeles County Fire Department
in regards to a portion of the Vernon and Downey Territory being in the
County Fire District, was read.
It was moved by Mailliard, seconded by Anderson, that the
communication from the Los Angeles County Fire Department be filed.
Motion carried.
Communication from Granberg Corporation requesting a permit
to conduct a sales office for rotary pumps and meters at 2700 Santa Fe
Avenue, was read. .
It was moved by Mailliard, seconded by Anderson, that the
communication from Granberg Corporation be filed and permit granted.

Communication from Frank's Super Service requesting curb
paint'ing at 5220 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Mailliard, that the
communication from Frank's Super Service be filed and the matter be
referred to the Police Department. Motion carried.
Communication from Leeper's Wood Turning Company, requesting
a permit to haul refuse from 2228 E. 37th Street, along and upon the
city streets, was rea~.
It was moved by Mailliard, seconded by Anderson that the
communication from Leeper's Wood Turning Company be filed and permit
granted. Motion carried.
Communication from Carl A. Heinze, Consulting Eng~eer,
advising that Mr. Fr'ed Hurley has examined the records of the ernon
District Office of the Southern California Edison Company for the period
of May 30, 1948, to May 29, 1949, for the purpose of verifying the
rentals reported as due the City under the terms of the Lease Agreement,
and reports that the amounts reported by Edison Company are in agreement
with their District Office records, was read.
It was moved by Anderson, seconded by Mailliard, that the
communication from Consulting Engineer, Carl A. Heinze, be received and
filed. Motion carried.

~eport of the Vernon Industrial Development Association
for the period ending June 30, 1949, was read.
It was moved by Mailliard, seconded by Anderson, that the
report of the Vernon Industrial Development Association be received
and riled. Motion carried.
Communication from Francis Bates, City Engineer, in regards
to the parking of detached semi-trailers upon the streets, and recommends
that the matter be referred to the City Attorney for study, and the
drafting of an ordinance to prohibit this practise as the supporting units of
the trailers, through pressure, causes serious damage to the public streets,
was read.
It was moved by Mailliard, seconded by Anderson, that;the
communication rrom City Engineer, Francis Bates, be rererred to the
City Attorney. Motion carried.

Southern California Gas Company to abandon gas
service at 2336 E. 52nd Street.
Southern California Gas Company to excavate in 48th
Street to determine depth of gas main between Alameda
Street and Santa Fe Avenue.
Southern California Gas Company to raise curb valve
cover on gas service at 2300 E. Vernon Avenue.
Southern California Gas Company to abandon gas service
at 2455 E. 27th Street.
Southern California Gas Company to install gas service
at 2460 E. 28th Street.
L. A. Junction Railway Company to replace rails, ties
and ballast in spur track crossing Seville Avenue, 20
to 125 ft. SID 50th Street.
Abegg & Reinhold Company to make storm drain connection
in WIS Harriett Street, 15 ft. NIO E. 26th Street.
California Cotton Oil Corporation to install two 4 in.
water lines across 52nd Street, 1227 ft. WID Santa Fe
Avenue.
Santa Fe Railway Company to replace rails, ties and
ballast in 2 main line tracks across Downey Road, 80
rt. N/O 26th Street.
It was moved by Anderson, seconded by Mailliardl that
applications 14698 to 14708 inclusive be approved and permits granted.

Communication and request of the General,Petroleum
Corporation for permission to install an overhead electric power
service crossing Violet Alley, 125 ft. NjO the centerline of
E. 28th Street. City Engineer, Francis Bates, recommends that
permission be granted for the installation subject to all legal
clearance requirements and that supporting structures for the
service located on the roofs of the adjacent buildings meet with
the approval of the City's Building Engineer and Inspector, was read.
It was moved by Anderson, seconded by Mailliard, that
the communication of the General Petroleum Corporation be filed and
permit granted, subject to the recommendations of the City Engineer,
Motion carried.
