19490906 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON SEPTEMBER 6, 1949, IN THE COUIJCIL CRANBERS OF THE CITY HALL, LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. Councilmen Present: Anderson, Furlong, Trowbridge Councilmen Absent: Leonis, Mailliard The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Trowbridge that the minutes or the previous meeting be approved. Motion carried. Petition submitted by Air Reduction Pacific Company and the Madsen Iron Works for the improvement of Biekett Street, to be financed by ten year bonds. (Communication from Francis Bates, City Engineer, recommending the author1zat~on to prepare the necessary plans and specifications for proceedings under the Improvement Act of 1911) was read. It was moved by Anderson, seconded by Trowbridge that the petition of the Air Reduction Pacific Company and the Madsen Iron Works be referred to the City Engineer to prepare plans and specifications for the improvement of Bickett Street. Motion carried. Communication from Public Utilit:i;es Commission in regards to traffic signals at 25th and Alameda Streets, and the necessity to establish by ordinance the control of traffic on portion of Alameda Street, south of 25th Street, was read. It was moved by Trowbridge, seconded by Anderson that the communication from the Public Utilities Commission be referred to the City mngineer and Police Department. Motion carried. Ordinance jo. 620: Granting a franchise to the Los Angeles Junction Railway Company, a franchise to construct, maintain and operate one (1) spur track across and upon 44th Street, was read for the second reading. It was moved by Anderson, seconded by Trowbridge that Ordinance No. 620 be passed for second reading. Notice of Hearing before the Public Utilities Commission on September 23, 1949 a~ 10:00 A.M. in the matter of the Application of Los Angeles Transit Lines for authority to exercise rights and privileges under franchise granted by County of Los Angeles and by the Cities of Los Angeles, Vernon, Huntington Park and South Gate, was read.. It was moved by Trowbridge, seconded by Anderson that the Notice of Hearing before the Public Utilities Commission be referred to the City Attorney. Motion carried. 1. 325 Report of the Union Oil Company of California on franchise Ordinance No. 585 for period ending June 30, 19~9. Check in the amount of $60.~5 attached, was read. It was moved by Anderson, seconded by Trowbridge that the report of the Union Oil Company be received and filed, and the check submitted be credited to the proper account. Motion carried. Communication from Backflow Engineering & Equipment Company requesting a permit to conduct an essembly business at 5725 Alcoa Avenue, was read. It was moved by Trowbridge, seconded by Anderson that the request of the Backflow Engineering & Equipment Company be referred to the Fire DBpartment. Motion carried. Communication from Mike McConahay requesting a permit to conduct an autbmobile upholstery business at 4216 S. Produce Plaza, was read. It was moved by Trowbridge, seconded by Anderson that the request of Mike McConahay be referred to the Fire Department. Motion carried. Communication from the National Plastic Products Company requesting a permit to warehouse stock of High-Pressure Laminated sheets of plastic trim products for the furniture trade at 2252 East 37th Street, was read. It was moved by Trowbridge, seconded by Anderson that the request of the National Plastic Products Company be referred to the Fire Department. Motion carried. Communication from Riccobon & Company requesting a permit to conduct a stationery and printing business at 5208 Santa Fe Avenue, was read. It was moved 'by Anderson, seconded by Trowbridge that the request of the RiccobonCompany be approved and permit granted. Motion carried. . Communication from Western Process Equipment Company requesting a permit to warehouse corrosive resistant and specialized paints at 2323 E. 52nd Street, was read. It was moved by Anderson, seconded by Trowbridge that the request of the Western Process Equipment Company be referred to the Fire Department. Motion carried. Communication from H. M. Hernandez requesting a permit to conduct a box and crate business at 26th street and Downey Road, was read. It was moved by Anderson, seconded by Trowbridge that the request of H. M. Hernandez be referred to the Fire Department. Motion carried. Communication from Myers Electric Products Company requesting a permit to conduct an electrical manufacturing business at 2365 E. 57th Street, was read. It was moved bv Trowbridge, seconded by Anderson that the request of Myers Electric Products Company be approved and permit granted. Motion carried. 2. 326 r Communication from Paramount Pictures Inc., requesting a permit to photograph moving pictures scenes at the old incinerator plant on East 26th Street, September 14th and 15th, 1949, was read. It was moved by Trowbridge, seconded by Anderson that the request of Paramount Pictures Inc., be referred to tbe Police Department with power to act. Motion carried. Communication from James C. Mayfield requesting a permit to operate a private watch and patrol service within the city, was read. It was moved by Anderson, seconded by Trowbridge that the request of James C. Mayfield be referred to the Police Department. Motion carried. Comr.1unication from Jose Arroyo requesting a permit to sell ice cream within the city, was read. It was moved by Trowbridge, seconded by Anderson that the request of Jose Arroyo be referred to the Police Department. Motion carried. Communication from Dan Blackmore requesting a permit to sell lunches within the city, was read. It was moved by Trm.,bridge, seconded by Anderson that the request of Dan Blackmore be referred to the Police Department. Motion carried. Communication from Carl S. Giarrusso requesting a permit to operate a lunch stand in the premises of Kurtzman Bros., 4820 Alcoa Avenue, was read. It was moved by Trowbridge, seconded by Anderson that the request of Carl S. Giarrusso be referred to the Police Department. Motion carried. Communication from Brovm-Bevis Equipment Company requesting curb painting at 4900 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Trowbridge that the ~ommunication from Brown-Bevis Equipment Company be filed, and the matter be referred to the Police Department. Motion carried. Communication from Tide Water Associated Oil Company requesting safety zones be established on Santa Fe Avenue at 27th and 30th Streets, was read. It was moved by Anderson, seconded by Trowbridge that the communication from the Tidewater Associated Oil Company be referred to the Police Department. Motion carried. Communication from Universal Brass Manufacturing Company requesting curb painting at 2328 East 49th Street, was read. It was moved by Anderson, seconded by Trowbridge that the communication from the Universal Brass Manufacturing Company be filed, and the matter be referred to the Police Department. Motion carried. Communication from the Union Packing Company requesting ct~b painting on west side of Soto Street, approximately 200 feet south of Vernon Avenue, was read. It was moved by Anderson, seconded by Trowbridge that the communication from the Union Packing Company be filed, and the matter be referred to the Police Department. Motion carried. 3. 327 .. Communication from Pioneer-Flintkote Company requesting repainting of crosswalk on East 55th Street, was read. It was moved by Anderson, seconded by Trowbridge that the communication of the Pioneer-Flintkote Company be filed, and the matter be referred to the Police Department. Motion carried. Application by the Los Angeles Junction Railway Company for permission to construct and lay across 45th street, two railroad tracks to serve property Northerly of 45th Street, was read. It was moved by Trowbridge, seconded by Anderson that the application of the Los Angeles Junction Railway Company be received, and filed. Ordinance No. 622, Granting a franchise to the Los Angeles Junction Railway Company to construct, maintain and operate two (2) spur tracks across and upon Seville Avenue, was read for first reading. It was moved by Trowbridge, seconded by Anderson that Ordinance No. 622 be passed for first reading. Motion carried. Application by the Los Angeles Junction Railway Company for permission to cpnstruct and lay across Seville Avenue, three (3) railroad tracks to serve property Easterly and Westerly of Seville Avenue, was read. It was moved by Trowbridge, seconded by Anderson that the application of the Los Angeles Junction Railway Company be received and filed. Motion carried. Ordinance No. 623, Granting a franchise to the Los Angeles Junction Railway Company to construct, maintain and opergte three (3) spur tracks across and upon Seville Avenue, was read for first reading. It was moved by Trowbridge, seconded by Anderson that Ordinance No. 623 be passed for first reac:ling. Notion carried. Communication from Carl A. Heinze, Consulting Engineer, with references to Partial Releases and Conveyances received from the Southern California Edison Company and the Harris Trust & Savings Bank and the Security-First National Bank to the City of Vernon, covering betterments, additions, alterations and improvements to the Vernon Electrical System. The Consulting Engineer reports that he has checked the forms of the Partial Releases and Conveyances and find they fully describe the electrical property transferred to the City, was read. It was moved by Trowbridge, seconded by Anderson that the communication from the Consulting Engineer, together with the Partial Releases and Conveyances be received and filed. AI CI pavement in 44th Street between Alcoa Avenue and Boyle- Avenue. Application 14743 - Central Man1~acturing District, Inc. to construct 10 in. V. C. sewer and appurtenances in 44th Street between Boyle Avenue and Alcoa Avenue. It was moved by Anderson, seconded by Trowbridge that applications numbered 14721 to 147~3 inclusive be approved and permits granted. Motion carried. Communication and report of E. Giles, Police Chief on application of A. ~1. Franco, to operate a Cafe at 3941 S. Soto Street. Police Chief, E. Giles recommends that application be denied, was read. It was moved by Trm"bridge, seconded by Anderson that the recommendation of the Police Chief be complied with. Motion Carried. Comraunication from the Apex Supply Company re~uesting a permit to conduct a pipe, valve and fitting business at 5101 Pacific Blvd. was read. It was moved by Trowbridge, seconded by Anderson that the communication ~rom Apex Supply Company be filed and permit granted. Notion carried. Report of Police Department, was read. It was moved by Anderson, seconded by Trowbridge that the report of the Police Department be received and filed. Motion carried. Communication from Francis Bates, C2ty Engineer, submitting Specifications No. 149 for the improvement of East 44th Street, and recommending that the plans and specifications be approved and adopted. Resolution No. 1449, a Resolution of the City Council of the City of Vernon fixing the name of a certain street to be known as Forty Fourth street, was read. Resolution No. 1450, a Resolution of the City Council of the City of Vernon approving memorandum of agreement for accumulation of gas tax allocation to cities, was read.
