MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON SEPTEMBER 20, J.9lt-9, IN THE
COUNCIL CHAMBERS OF THE CITY HALL,
LOCATED AT 1+305 SANTA FE AVENUE,
V~ON. CALIFORNIA. AT 2; P .M.
Councilmen Present: Anderson, Furlong, Mailliard, Trowbridge
Councilmen Absent: Leonis
The meeting was called to order by R. J. Furlong, Mayor.
It was moved by Trowbridge, seconded by Anderson that the
minutes of the previous meeting be approved. Motion carried.
The City Clerk announced that this was the time and pJ.ace
for the hearing of the assessment for the improvement of Fruitland
Avenue and Hampton Street as prescribed for in Resolution of Intention
No. 1383, and that no protests were filed in the manner provided by
law or o~herwise. .
Resolution No. Ilt-5J., approving assessment for the payment
of work done in Fruitland Avenue and Hampton Street, pursuant to
Resolution of Intention No. 1383, was read.
It was moved by Trowbridge seconded by Anderson that
Reso~ution No. 11+51 be adopted. MotIon carried.

Ordinance No. 621., Granting a franchise to the Los Angeles
Junction Rallway Company to construct, maintain and operate two (2)

Communication and report of F. H. DonnellYl Fire Chief,
recommending that a permit be granted to National Plast c Products
Company to warehouse stock of high-pressure lamjnated sheets of
plastic trim products for the furniture trade at 22,2 E. 37th Street,
was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication and report of the Fire Chief be filed and permit
granted. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief,
recommending that a permit be granted to Backtlow Engineering and
Equipment Company to conduct the business of assembling of pipe
fittings at ,72, Alcoa Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication and report of the Fire Chief be filed and permit
granted. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief,
recommending that a permit be granted to Mike McConahay to conduct
an automobile uphOlstery basiness at lt216 S. Produce Plaza, was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication and report of the Fire Chief be fUed and permit
granted. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief,
recommending that a permit be granted to H. M. Hernandez to conduct
a box and crate business at 26th street and Downey Road, was read.
It was moved by Mailliard, seconded by Anderson that
the communication and report of the Fire Chief be filed and permit
granted. Motion carried.
Communication from Francis Bates, City Engineer, submitting
City Engineer's Drawing No. 134-1>-1093, Water Main Plan and ProfUe for
l+1l-th Street between Boyle Avenue and Soto Street, and recommending
that the Plan be approved and adopted, was read.
It was moved by Anderson, seconded by Trowbridge that
the communication from the City Engineer be received and filed.

. Resolution No. 1452, Approving Drawing and Plan No. 134D-
1093 for the installation o:f water mains in 44th street, between
Boyle Avenue and Soto Street, was read.
It was moved by Trowbridge, seconded by Mailliard th.a.t
Resolution No. 1452 be adopted. Motion carried.

Resolution No. 1453, Approving Drawing and Plan :No. Al-108,?,
134D-10891 A2-1088, A3-l090, sheet 1 and 2 for certain improvements

Resolution No. 1453 be adopted. Motion carried.

Communication :from Francis Bates, City Engineer requesting
authority to employ Mr. Claude T. Garretson as Chainman at rate o:f $225.00
per month, effective September 12, 1949 was read.
It was moved by Trowbridge, seconded by Anderson that
the communication from the City Engineer be :filed, and request granted.
Motion carried.
. Ccmmnm1cation :from Francis Bates, City Engineer recommending
that Assistant City Engineer W. B. Hollingworth be authorized to attend
the American Water Works Association convention in Sacramento, October
25th to 28th incl. 19lt9, and th.a.t he be reimbursed :for his expenses
not to exceed $150.00 was read.
It was moved by Mailliard seconded by Anderson that the
communication of the City Engineer be :fIled and the recommendation be
granted and approved. Motion carried.
Conmnm1cation :fromE. Giles, Police Chief, requesting
authority to employ three more men in Police Department in addition
to present personnel, was read.
It was moved by Trowbridge, seconded by Anderson th.a.t
the request of the Police Chief be granted and approved. Motion carried.
Report of C. A. Heinze, Consulting Engineer, on operation
of electrical system by the Southern California Edison Company for the
month of July, 1949 was read.
It was moved by Mailliard, seconded by Trowbridge that
the report of the Consulting Engineer 'be received and filed. Motion
carried.
Communication Nom Monarch Bearing Company requesting a
permit to conduct a business o:f ball bearing grinding and the warehousing
of ball and roller bearings at 41+35 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that
the application of the Monarch Bearing Company be referred to the Fire
Department. Motion carried.
Communication from Coleman-Pette.rsen Corp., requesting
a permit to conduct the business of the Wire &: Metal Manufacturing Company
at 5965 Alcoa Avenue, was read.
It was moved by Anderson, seconded by Trowbridge th.a. t the
request of Coleman-Pettersen Corp. be granted. Motion carried.

It was moved by Mailliard, seconded by Trowbridge that

Conmmnication from International Electric Company
requesting a permit to conduct an electric motor business at ,710 Santa Fe
Avenue, was read.
It was moved by Trowbridge, seconded by Anderson that
the communication from the International Electric Company be filed and
permit granted. Motion carried.
Communication from R. L. McCurdy requesting a permit to
operate a welding business at 338, E. Slauson Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication from R. L. McCurdy be ref'erred to the Fire Department.
Motion carried.
Communication from Otis H. Burnett requesting a permit
to operate the UStrip Cafe" at 4312 Alcoa Avenue, was read.
It was moved by Anderson seconded by Mailliard that
the request of Otis H. Burnett be referr;J to the Police Department.
Motion carried.
Communication f'rom Ben's General Store requesting a
permit to operate a rooming house at ,208 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Trowbridge \~hat
the request of' Ben's General Store be referred to the. Police Department.
Police Chief, E. Giles, addressed the City Council and
recommended that the request of Ben's General Store be denied.
It was moved by Trowbridge, seconded by Anderson that

Communication trom William Hornick requesting a permit
to sell box lunches within the city, was read.
It was moved by Trowbridge, seconded by Anderson that
the request of William Hornick be ref'erred tor the Police Department.

Communication from Stanley S. King refluesting a permit
to operate a catering service to factories within the city, was read.
It was moved by Trowbridge, seconded by Anderson that
the request 01' Stanley S. King be ref'erred to the Police Department.
Motion carried.
COJmIIUnication from Glass Containers, Inc. requesting
a permit to install a heating unit in .fuel oil tank f'or the purpose of'
pre-heating at .fuel oil at 3601 Santa Fe Avenue, was read.
It was moved by hilliard, seconded by Trowbridge that
Ehe request of the Glass Containers, Inc. be reterred to the Fire
epartment. Motion carried. .

Communication from the American Can Company requesting the
establishment of loading zone at 1919 E. 51st Street, was read.
It was moved by Trowbridge, seconded by Mailliard that
communication from the American Can Company be filed and the matter
referred to the Police Department. Motion carried.
Communication trom FibreboardProducts Company requesting
curb painting at 4444 Pac11'ic Blvd., was read.
It was moved by Trowbridge seconded by Mailliard that
the communication from Fibreboard Pr;ducts Company be filed and the
matter be referred to the Police Department. Motion carried.
Communication trom Southern California Filison Company
requesting curb painting at Fruitland Avenue and Pacific Blvd., and
on north side of 52nd Street, was read.
It was moved by Trowbridge, seconded by Mailliard that the
communication from Southern California Edison Company be filed and
the matter be referred to the Police Department.
Application by John B. Leonis tor permission to construct,
maintain and operate one (1) spur track across Vernon Avenue to serve
property south ot Vernon Avenue and east of Santa Fe Avenue, was read.
It was moved by Mailliard, seconded by Anderson that the
application ot John B. Leonis be received and tiled. Motion carried.
Ordinance No. 624, Granting a tranchise to John B. Leonis
to construct, maintain and operate one (1) spur track across and upon
Vernon Avenue was read.
It was moved by Mailliard seconded by Anderson that
Ordinance No. 624 be passed tor first reading. Motion carried.
Report ot the Police Department, was reaeived.
It was moved by Trowbridge, seconded by Mailliard that the
report of the Police Department be tiled. Motion carried.
Communication trom E.Giles Police Chief requesting
permission and expense allowance to attend a convention ot the
Peace OtficerS Association of California, to be held in Sacramento,
October 5th to 8th incl. 1949, also a request for two weeks vacation
after the lOth of October, 19lf.9, was read.
It was moved by Trowbridge seconded by Anderson that the
request of the Police Chief be grant;J. Motion carried.
Ordinanee No. 625, Prohibiting the operation, parking or
standing of any semi-trailer upon or along any public street in the
City of Vernon, unless same is being used in conjunction with a
motor vehicle, and so operated parked or standing that some part
of its weight! and/or that of its load, rests upon, or is carried by,
anothervehic e, equipped with 1n:flated, pneumatic tires, was read.
It was moved by Anderson seconded by Mailliard that
Ordinance No. 625 be passed for a first reading. Motion carried.
An application filed by Southern California Gas Company
before the Public Utilities Commission of the state of California
for a general increase of gas rate.
It,'Was moved by Trowbridge, seconded by Mailliard that
the application of the Southern California Gas Company be referred
to the City Attorney. Motion carried.
