19491004 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 4, 1949} AT 2 O'CLOCK P.M. IN THE COUNCIL CHAMBERs OF THE CITY HALL, LOCATED AT 4305' SANTA FE AVENUE. VERNON.. CALIFORNIA COUNCILMEN PRESENT} Anderson, Furlong, Mailliard, Trowbridge COUNCI~fEN ABSENT: Leonis The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Trowbridge that the minutes of the previous meeting be approved. Motion carried. Ordinance No. 624 Granting a franchise to John B. Leonis to construct, maintain and operaie one (1) spur track across and upon Vernon Avenue was read for the second reading. It was moved by Trowbridge, seconded by Anderson that Ordinance No. 624 be passed for second reading. Motion carried. Ordinance No. 624 Granting a franchise to John B. Leonis to construct, maintain and operaie one (1) spur track across-and upon Vernon Avenue was read for the third reading. It was moved by Trowbridge, seconded by Anderson that 624 be passed for a third reading, and be adopted. Motion carried. Iyes: Anderson, Furlong, Mailliard, Trowbridge None: None Absent: Leonis Ordinance No. Ordinance No. 625, Prohibiting the operation, parking or standing of any semi-trailer upon or along any public street in the City of Vernon, unless same is being used in conjunction with a motor vehicle, and so operated. parked or standing that some part of its weight, and/or that of iis load, rests upon, or is carried by, another vehicle, equipped with inflated, pneumatic tires , was read for the second reading. It was moved by Trowbridge, seconded by Anderson that Ordinance No. 625 be passed for second reading. Motion carried. McCurdy to operate a welding business at 3395 E. Slauson Avenue, was read. It was moved by Anderson, seconded by Trowbridge that the communication and report of the Fire Chief be filed and permit granted. Motion carried. 1. 3-11. Communication from Acme Steel Company requesting curb painting at 2570 E. 49th Street, was read. It was moved by Mailliard, seconded by Trowbridge that the communication from Acme Steel Company be filed and the matter be referred to the Police Department. Motion carried. Communication from Barker Grinding Company requesting curb painting at 5015 Pacific Blvd., was read. It was moved by Mailliard, seconded by Trowbridge that the communication be filed and the matter be referred to the Police Department. Motion carried. 4 Communication and report of F. H. Donnelly, Fire Chief, recommending that a permit be granted to the Monarch Bearing Company to conduct a business of ball bearing grinding and warehousing of ball and roller bearings at 4435 Santa Fe Avenue, was.read. It was moved by Anderson, seconded by Trowbridge that the communication and report of the Fire Chief be filed and permit granted. Motion carried. Communication from Francis Bates, City Engineer, submitting City Engineer's Drawing No. Al-109l, Sanitary Sewer Plan and Profile for 44th Street, and requesting that plan be approved and adopted, was read. It was moved by Trowbridge, seconded by Mailliard that the communication from the City Engineer be received and filed. Motion carried. Resolution No. 1454, Approving City Engineer's Drawing No. Al-109l, sheets 1 and 2, giving plan and profile of sanitary sewer on 44th Street, was read. It was moved by Trowbridge, seconded by Mailliard that 1454 be adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Trowbridge Noes: None Absent: Leonis Resolution No. Communication from Joseph Giordano requesting a permit to operate a box and crate business at southwest corner of 27th Street and Santa Fe Avenue, was read. It was moved by Mailliard,mseconded by Trowbridge that the request of Joseph Giordano be denied. Motion carried. Communication from UriCh Serve-Yourself Stations requesting permission to install ice cream stand at northwest corner of Santa Fe Avenue and Vernon Avenue, was read. It was moved by Anderson, seconded by Trowbridge that the communication and request of'Urich Serve-Yourself Stations be laid over. Motion carried. Communication from National Plastic Products Company requesting curb painting at 2252 E. 37th street, was read. It was moved by Mailliard, seconded by Trowbridge that the communication ofIDNational Plastic Products Company be filed and the matter be referred to the Police Department. Motion carried. Report of Haskins & Sells for year ending June 30, 1949, was read. It was moved by Anderson, seconded by Trowbridge that the report of Haskins & Sells be received and filed. Motion carried. 2. 3,12 The City Attorney reported on the application of the Southern California Gas Company for rate increase before the Public utilities Commission. It was moved by Trowbridge, seconded by Mailliard that the ~pplication of the Southern California Gas Company be referred to the Vernon Industrial Development Association. Motion carried. Communication from K. H. Harding, Secretary of the County Sanitation Districts of Los Angeles County in regards to having members of their governing bodies on the Boards of Directors of the County Sanitation Districts of Los Angeles County, was read. It was moved by Trowbridge, seconded by Anderson that Communication from the County Sanitation Districts be filed. Motion carried. The following applications all baving the approval of the City Engineer, were read. Application l47Ql - Southern California Water Company to repair water main at 2335 E. 27th Street. Application 14792 - Southern California Water Company to repair water main at 5189 Santa Fe Avenue. Application 14793 - Southern California Water Company to repair water main at 2615 Santa Fe Avenue. Application 14794- Southern California Water Company to repair water main at 2335 E. 27th Street. ' Application 14795- Pacific Telephone & Telegraph Company to place 1 anchor in SIS 46th Street, 120 ft. W/O Seville Avenue. Application 14796- Abegg & Reinhold Company to construct driveway, curb and sidewalk and replace 15 ft. of broken curb at 2533 E. 26th Street. Applieation 14797 - Southern California Gland Company to repair water service in parkway area at 3650 So to Street. Application 14798 - Standard Packing Company to replace broken curb, gutter and pavement in SIS Vernon Avenue, 510 to 560 ft. E/O Santa Fe Avenue. It was moved by Trowbridge, seconded by Mailliard that applications 14791 to 14798 inclusive be filed and permits granted.
