MINUTES OF A REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON HELD OCTOBER
18, 19~9, AT 2 O'CLOCK P. M. IN THE COu~CIL
CHAV1BERS OF THE CITY HALL, LOCATED AT ~30,
SANTA FE AVENUE , VERNON , CALIFORNIA
COUNCILMEN PRESENT: Anderson, Furlong, Mailliard, Trowbridge
COUl\SCILMEN ABSENT: Leonis
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Trowbridge, seconded by Anderson that
the minutes of the previous meeting be approved. Motion carried.
Ordinance No. 626, Amending License Ordinance No. 598
by adding Section 25.10 tlegulating Business By Vehicle, was read for
second reading.
It was moved by Anderson, seconded by Trowbridge that
Ordinance No. 626 be passed for second reading. Motion carried.
Ordinance No. 626, Amending License Ordinance No. ,98
by adding Section 25.10 Regulating Business By Vehicle, was read for
third reading.
It was moved by Anderson, seconded by Trowbridge that
Ordinance No. 626 be passed for a third reading, and adopted. Motion
carried.

Communication from the Vernon Industrial Development
Association in regards to application by the Southern California Gas
Company for rate increase before the Public Utilities Commission, and
advising that a],1,principal gas users in Vernon are having the matter
handled by their various Trade Associations as well as the National
Association of Manufacturers, was read.
It was moved by Anderson, seconded by Trowbridge that
the communication from the Vernon Industrial Development Association
be filed. Motion carried.
Communication from Kelsey-Hayes Wheel Company requesting
a permit to conduct a business of machine work, metal stamping, and
assembly work at 2665 Leonis Blvd., was read.
It was moved by Mailliard, seconded by Trowbridge that
the request of Kelsy-Hayes Wheel Company be granted. Motion carried_3ft!)

Communication from Moody & Company requesting a permit
tp conduct a business of assemblying box springs and amttresses at
2335 E. 27th street, was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of Moody & Company be granted. Motion carried. '
Communication from Great Western Livestock Show reauest-
ing a permit to conduct a livestock show with parking facilities at
the Los Angeles Union stock Yards from November 26th to December 1st
1949, was read.
It was moved by Trowbridge, seconded by Anderson that the
request of the Great Western Livestock Show be granted. Motion carried. .
Report of Carl A. Heinze, Consulting Engineer on operation
of electrical system by the Southern California Edison Company for the
month of August, 1949, was read.
It was moved by Mailliard, seconded by Anderson that the
report of Carl A. Heinze, Consulting Engineer be teceiveQ(C and filed.
Notion carried.
Communication from Gorman and Company in regards to a
hazardous rise in pavement at intersection of 55th Street and Santa Fe
Avenue, was read.
It was moved by moved by Trowbridge, seconded by Anderson
that the communication of Gorman and Company be referred to the City
Engineer. Motion carried.
Communication from Swift & Comp~y requesting a permit
to haul refuse over city streets from 2691 E. ernon Avenue, was read.
It was moved by Mailliard, seconded by Trowbridge that
the communication from Swift & Company be filed and permit granted.
Motion carried.
Communication from MellO. Haldeman Corporation requesting
curb painting at 2220 E. 37th Street, was read.
It was moved by Anderson, seconded by Mailliard that the
communication from MellO. Haldeman Corp. be filed and the matter be
referred to the Police Department. Motion carried.
Communication from American Drill Bushing Company requesting
curb painting at 5107 Pacific Blvd. was read.
It was moved by Anderson, seconded by Mailliard that the
commuxlication from American Drill Bushing Company be filed and the
matter be referred to the Police Department. Motion carried.
Report filed by the Police Department.
It was moved by Trowbridge, seconded by Mailliard t~~ the
report of the Police Department be received and filed. Motion carried.
Communication from Francis Bates, City Engineer, requesting
an emergency appropriation of $2516.25 for the cleaning of sewer in
Vernon Avenue between Soto Street and Jewel Avenue. The cost of the
cleaning to be pro-rated amoung Luer Packing Company, Merchants Packing
Company, Union Packing Company, United Dressed Beef Company, Cornelius Bros.
Packing Company and Clougherty Bros. Packing Company, was read. .
It was moved by Anderson, seconded by Trowbridge that the
request of the City Engineer for an emeprency appropriation of $2516.25
for the cleaning of sewer in Vernon Avenue be granted. Motion carried.

Application 14806 - Southern California Water Company to repair water
main at >+6th Street and St. Charles Avenue.
Application 1>+807 - Southern California Edison Company to install 1 pole
and remove 2 poles to clear driveway on N/S 26th
Street, 550 ft. E/D Harriett Street.
Auulication 1>+808- Union PacXfic Railway Company to plane off raised
and rough paving and resurface on Boyle Avenue, 12>+0
ft. N/O Slauson Avenue.
Application 1>+809,- General Petroleum Corp. to install 2 steam lines in
E/S of Violet Alley, 30 ft. N/O center line of 28th
Street.
Auplicationl>+8l0- General Petroleum Corp. to install 2 in. condensate
lines across 30th Street and 28th Street, EID Santa
Fe Avenue.
Application 1>+811 - E. J. Stanton & Son to connect additional plumbing
facilities to sewer at 2050 E. 38th Street.
Application 1>+812 - Morris Metal Products Company to connect additional
plumbing facilities to sewer at 516>+ Alcoa Avenue.
Apulication 1>+813 - U. S. Spring & Bumper Company to make storm drain
connection in S/S E. 37th Street, 809 ft. W/D Soto
Street.
It was moved by Anderson, seconded by Trowbridge that
applications 1>+806 to 1>+813 inclusive be filed and permits granted.
Motion carried.
Communication from Francis Bates, City Engineer,
requesting an emergency appropriation of $2000.00 for the cleaning of
sewer in Vernon Avenue, between Soto Street and Boyle Avenue.
It was moved by Mail1iard, seconded by Anderson
that the request of the City Engineer for an emergency appropriation
of $2000.00 for the cleaning of sewer in Vernon Avenue, between Soto
Street and Boyle Avenue be granted, and that the property owners causing
the stoppage be billed for said cleaning. Motion carried.
Report of the Committee on Street Maintenance Water,
BUilding, Library and Purchasing for September 20th and October 4th, 19>+9
was received. '
