MINUTES OF A REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF VERNON HELD ON

The meeting was called to order by Mayor R. J. Furlong.
rt was moved by Anderson, seconded by Trowbridge that
the minutes of the previous meeting be approved. Motion carried.
Communications from Asbury Transportation Company,
Bohemian Distributing Company, Brunswig Drug Companym California Manuf-
acturers Association, Champion Armature Company, Ducommun Metals &
Supply Company, Fruehauf Trailer Company, Haas-Baruch Company, Howard
Supply Company, Lord-Babcock Company, Mall Tool Company, Morris Stamping
& Manufacturing Company, Owens Parks Lumber Company, Percival Steel &
Supply Company, Pioneer-Flintkote Company, Vernon Lightning Blueprint
Company, E. K. Wood Lumber Company et aI, requesting modification,
reconsideration or repeal of Ordinance No. 626, Regulating Business By
Vehicle as being harmful to local over counter and will-call business etc.
It was moved by Trowbridge, seconded by Anderson that
the City Attorney pretare an Ordinance repealing Ordinance No. 626 and
that the matter be given further study. Motion carried.

Communication from Francis Bates, City Engineer, submitting
contract between City of Los Angeles and City ~f Vernon providing for
traffic signal maintenance at Downey Road and Washington Boulevard. Under
proposed agreement City of Los Angeles would maintain and operate signals
and City of Vernon would pay one-half the cost.
It w~s moved by TrOWbridge, seconded by Mailliard that
the agreement for traffic signal maintenance at Downey Road and Washington
Boulevard be approved subject to approval of agreement submitted by
City of Los Angeles. Motion carried.
Communication from Francis Bates, City Engineer, submitting
letter from City of Maywood requesting that they be given jurisdiction
to install and maintain one traffic signal at the northwest corner of
Downey Road and Slauson Avenue, without cost to the City of Ver~on. The
City Engineer reports that the entire intersection lies within the City
of Maywood and recomlnends that the request be granted and the file be
referred to the City Attorney for proper action.
It was moved by Anderson, seconded by Trowbridge that
the recommendation of the City Engineer in regards to signals at Downey
Road and Slauson Avenue be complied-with and the matter be referred to the
City Attorney for appropri~te action. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief,
recommending that a permit be granted to the Diamond W Supply Company to
conduct a building material business at 2335 East ~8th Street. was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication and report of the Fire Chief be filed and permit be
granted to the Diamond W Supply Company. Motion carried.

It was moved by Trowbridge, seconded by Anderson that
the Order To Show Gause, served on the City Council and the City of Vernon
for contemptin failing to obey judgement in case of People of the State
of California vs. City of Los Angeles, et al. No. 489890, be referred to
E. R. Young, Special Counsel for handling. Motion carried.
A statistical report was filed by the Air Pollution
Control District, Los Angeles County for the month of October, 1949,
was read.
It was moved by Trowbridge, seconded by Anderson that
the report of the Air Pollution Control District be received and filed.

Communication from Bonhomme N. Cahncalling attention
to Section 3028 of Political Code and Section 3479 of Civil Code with
reference to smog situation was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication from Bonhomme N. Cahn be referred to the City Attorney.
Motion carried.
Communication from Randal F. Dickey, Chairman Assembly
Committee on Air and Water Pollution and advising that a special meeting
of the Assembly Air and Water Pollution Committee has been called for
December 16 and 17; 1949, in Oakland, California, was read.
It was moved by Anderson, seconded by Trowbridge that
the communication from Randal F. Dickey, Chairman Assembly Committee on
Air and Water Pollution be referred to the City Engineer. Motion carried.
Communication from Vernon Complete Bookeeping Service
requesting a permit to conduct and operate a bookeeping service at 3865
S. Soto Street was read.
It was moved by Trowbridge, seconded by Mailliard that
the request of the Vernon Complete Bookeeping Service be referred to the
Police Department. Motion carried.
Communication from East-West Distribution Co. request-
ing a permit to conduct a gasoline distributing business at 2460 E. 28th
street was read.
It was moved by Anderson, seconded by Mailliard that
the request of the East-West Distribution Co. be referred to the Fire
Department. Motion carried.
Communication from O. E. McCurdy requesting a permit
to operate a lunch room at Downey Road and Slauson Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard
that the request of O.E. McCurdy be referred to the Police Department.
Motion carried.
Communication from Ben Ginsberg requesting a permit
to conduct a meat processing business at 3301 E. Vernon Avenue was read.
It was moved by TrOWbridge, seconded by Mailliard
that the request of Ben Ginsberg be filed and permit granted. Motionc6arried.
Communication from E. H. Roethler requesting a permit
to conduct a business of manufacturing wood trophy bases at 2616 Downey Road
was read.
It was moved by Trowbridge, seconded by Anderson that
the communication and request of E. H. Roethler be referred to the Fire
Department. Motion oarried.
Communication from Barksdale Valves requesting a permit
to assemble small hydraulic valves at 4905 Santa Fe Avenue was read.
It was moved by Mailliard, seconded by Trowbridge that
the request of8arksdale Valves be filed, and permit granted. Motion carried.

to sell lunches within the city was read.
It was moved by Anderson, seconded by Trowbridge that
the communication and request of H. A. Gunderson be rererred to the
Police Department. Motion carried.
Communication from ~enson & Joseph requesting a permit
to operate a trucking business at 4231 N. Produce Plaza was read.
It was moved by Mailliard, seconded by Trowbridge that
the communication and request or Benson & Joseph be referred to the
Police Department. Motion carried.
Communication from WID. J. Lehrer requesting a disabled
veterans license to sell rruits and vegetables within the city was read.
It was moved by Anderson, seconded by Trowbridge that
the communication and request of WID. J. Lehrer be referred to the Police
Department. Motion carried.
Communication rrom Moody & Company requesting curb
painting at 2335 E. 27th Street was read.
It was moved by Anderson, seconded by Trowbridge that
the communicatio~ rrom Moody & Company be filed, and the matter rererred
to the Police Department. Motion carried.
Communication rrom Saval, Inc. requesting curb painting
at 4905 Santa Fe Avenue was read.
It was moved by Anderson, seconded by Trowbridge that
the cOF~unication from Saval, Inc. be riled, and the matter be rererred
to the Police Department. Motion carried.
Communication rrom Utility Trailer Sales Company request-
ing the establishing or Ifsafety-zonestl at 38th Street and Santa Fe Avenue
was read.
It was moved by Anderson, seconded by Trowbridge that
the request or the Utility Trailer Sales Company be "referred to the
Police Department. Motion carried.
Communication rrom Frank J. Tanori regarding the painting
or center white lines in Downey Road was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication or Frank J. Tanori be rererred to the City Clerk in
regards to prior requests made by City to the County Road Department for
painting or center lines in Downey Road. Motion carried.
Communication rrom Byron Jackson Company requesting
permission to erect tent on their property at 2300 E. Vernon Avenue for
annual Christmas party was read.
Upon recommendation or Fire Chier, F. H. Donnelly,
it was moved by Trowbridge, seconded by Mailliard that communication and
request or Byron Jackson Company be riled and permit granted. Motion carried.
Communication from Standard Coil Products Co.'request-
ing permit to haul reruse rrom premises located at 46th Street and Seville
Avenue over and upon city streets was read.
It was moved by Anderson, seconded by Mailliard that
the communication and request or the Standard Coil Products Co. be riled
and permit granted. Motion carried.
Report of the Police Department was received.

It was moved by Anderson, seconded by Trowbridge that
the report of the Police Department be received and filed. Motion carried.
. Report of Carl A. Heinze, Consulting Engineer on
operation of electrical system by the Southern California Edison Company
for the month of October, 191+9 was received.
It was moved by Trowbridge, seconded by Mailliard that
the report of the Consulting Engineer be received and filed. Motion carried.
Commun1cationfrom Francis Bates, City _ineer,
requesting authority to retain Mr. John E. Mackel, Structural Engineer,
to prepare plans and specifications for the installation of passenger
elevator in the City. Hall was read.
It was moved by Mailliard, seconded by Trowbridge
that the request of the City Engineer be approved. Motion carried.
Ordinance 627 and 628 was laid before the City
Council for a second reading.
Mrs. J. M. Poxon addressed the City Council as a
property owner and resident and protested the adoption of Ordinance 627
and 628.

It was moved by Anderson, seconded by Trowbridge that
