MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON JANUARY 31 1950, AT 2 O'CLOCK
P.M. IN THE COUNCl.L CHAMBERS OF THE
CITY HALL, LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCILMEN PRESENT: Anderson, Furlong, Mailliard
and Trowbridge.
COUNCILMEN ABSENT: Leoms.
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Trowbridge that
the minutes of the previous meeting be approved. Motion carried.
Communication from Francis Bates, City Engineer, recommend-
ing that an emergency appropriation be approved in the amount of $2057.00
for the enlarging of electrical switchboard facilities in City Hall due
to overload and existing fire hazard and that he has a bid from Little-
jOhn Reuland Corp. to furnish necessary labor and material for enlarged
installation in above stated amount, was read.
It was moved by Trowbridge, seconded by Anderson that
the communication be referred to the City Attorney for the drawing of
the necessary resolutions. Motion carried.
Report from General Petroleum Corp. on franchise
ordinance No. 80, 2991 532 for period ending October 31, 1949, together
with check in sum of :u>5l.32, was read.
It was moved by Anderson, seconded by Trowbridge that
the report of the General Petroleum Corp. on francliise ordinances 80, 299
and 532 be filed and the check accepted. Motion carried.
Communication from Container Corporation of America in
regards to three million dollar expansion program in Vernon and in
connection with the proposed expansion will increase present effluent
into Vernon sewer system by not more than three hundred gallons per minute,
was read.
It was moved by Anderson, seconded by Trowbridge that the
communication from the Container Corporation of America be referred to
the City Engineer and E.R. Young, Special Counsel. Motion carried.
Communication from Hampton Engineering Company requesting
a permit to conduct a machine shop for tool and die work at 4615 Hampton
Street, was read.
It was moved by Trowbridge, seconded by Mailliard that
the cOmHluoication from the Hampton Engineering Company be filed, and
permit granted. Motion carried.
Communication from Newburgh Steel Company requesting a
permit to conduct a business of jobbing sheet steel and steel products
at 5125 Alcoa Avenue, was read.
It was moved by Mailliard, seconded by Trowbridge that the
communication from the Newburgh Steel Company be filed and permit granted.
Motion carried.
Communication from Harry Wienerm disabled veteran request-
ing a permit and license to sell eggs within the city, was read.
It was moved by Trowbridge, seconded by Anderson that the
request of Harry Wiener be referred to the Police Department. Motion
carried.

Communication from General,Petroleum Corporation
requesting the installation of electrically-operated signals at
37th Street and Soto Street, was read.
It was moved by Trowbridge, seconded by Anderson
that the renuest of the General Petroleum Corporation be referred
to the City"Engineer and Police Department. Motion carried.
Communication from Los Angeles City Board of Education
requesting permit to haul refuse from Vernon School at 2360 E. Vernon
Avenue, was read.
It was moved by Trowbridge, seconded by Mailliard
that the communication from the Los Angeles City Board of Education
be filed and permit granted. Motion carried.
Communication from League of California Cities
advising that the State Department of Finance has $1105.87 of un-
allocated funds due the City of Vernon.
It was moved by Anderson, seconded by Trowbridge that
the communication from the League of California Cities be referred
to the City Engineer. Motion carried.
Communication and demand presented by the Vernon
Industrial Development Association for refund of $8500.00 for legal
expenses paid to Guthrie, Darling and Shattuck for services rendered
in connection with the Vernon Electric Generating and Distributing System
for years 1944 to 1948 incl. was read.
It was moved by Anderson, seconded by Mailliard that
the communication and demand of the Vernon Industrial Development
Association be referred to the City Attorney. Motion carried.
Communication from Francis Bates, City Engineer,
requesting authority to emplOY Robert E. Bye as Chainman at salary
of $225.00 per month, effective January 4, 1950. Mr. Bye replaces
Mr. R. I. Marble who left city's service, was read.
It was moved by Mailliard, seconded by Trowbridge
that the request of the City Engineer be granted. Motion carried.
The following applications, all having the approval
of the City Engineer were read. '
ADPlication 14944 - Southern California Edison Com2any to install 5
poles and 3 anchors in E. & W1S Soto Street, 530'
to 700' slO Vernon Avenue.
ADulication 14941 - Pacific Telephone Company to place underground
conduit and manhole in SIS 46th Street, and E/S
Soto Street.
ApDlication 14946 - Bernard Epps & Company to remove existing V.C.
pipe roof drain and replace with C.l. pipe in
sidewalk and through curb at 2332 E. 38th Street.
AD~lication 14947 - Union Pacific Company to replace ties and bring
track to grade at 30th Street and Violet Alley.
ApD1ication 14948 - Union Pacific Company to replace ties and bring
track to grade at 37th Street and Jewel Avenue.
AUDlication 14949 - E1jer Company to make storm drain connection in
HIS Vernon Avenue, 210.93 ft. W/O St. Charles Avenue.

Application 1495'0 - Eljer Company to remodel driveway at 2035 E. Vernon
Avenue.
Application 1495'1 - Goldring Packing Company to connect additional
plumbing facilities to sewer at 3461 E. Vernon Avenue.
It was moved by Anderson, seconded by Trowbridge
that applications numbered 14944 to 14951 inclusive be filed and permits
granted. Motion carried.
Report of the Police Department was submitted.
It was moved by Mailliard, seconded by Anderson that
the Report of the Police Department be received and filed. Motion carried.
A Ordinance No. 629 - Repealing Ordinance No. 626,
egulating Business By Vehicle was read for the second reading.
It was moved by Anderson, seconded by Trowbridge that
Ordinance No. 629 be passed for second reading. Motion carried.
Ordinance No. 629 - Repealing Ordinance No. 626,
Regulating Business By Vehicle was read for third reading.
It was moved by TrOWbridge, seconded by Anderson that
629 be passed for third reading and adopted. Motion carried.
