19500221 Regular City Council Meeting - Minutes 4 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD FEBRUARY 21, 1950, AT 2 O'CLOCK P.M. IN THE COUNCIL CHAl-mERS OF THE CITY HALL, LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA COUNCILMEN PRESENT: Anderson, Furlong, Mailliard and Trowbridge COUNCILMEN ABSENT: Leonis The meeting was called to order by Mayor R.J.Furlong. It was moved by Trowbridge, seconded by Anderson that the minutes of the previous meeting be approved as read. Motion carried. Bids were opened for the Housing, Shaft and Appurtenances for Electric Passenger Elevator pursuant to Specifications No. 151. The following bids were received. E. S. McKittrick Company ana Maclsaacs & Menke Company. It was moved by Trowbridge, seconded by Mailliard that the bids for Housing, Shaft and Appurtenances for Electric Passenger Elevator be referred to the City Engineer. Motion carried. Bids were opened for Installation of Electric Passenger Elevator and Appurtenances pursuant to Specifications No. 152. The following bids were received. Elevator Maintenance Company, Beckwith Elevator Ltd. Montgomery Elevator Company and Otis Elevator Company. It was moved by Trowbridge, seconded by Mailliard that the bids for Electric Passenger Elevator be referred to the City Engineer. Motion carried. Progress report submitted by Lloyd Aldrich, City Engineer, City of Los Angeles on Hyperion Activated Sludge Plant was received. It was moved by Trowbridge, seconded by Mailliard that the report on the Hyperion Activated Sludge Plant be referred to the City Engineer. Motion carried. 4 Communication from Randall F. Dickey, Chairman Assembly Air and Water Pollution Committee advising that hearings of the Assembly Air and Water Pollution Committee will be held in the State Building in Los Angeles on F-ebr1ilary 22, 23 and 24 at 10 A.M. on each day, was read. It was moved by Trowbridge, seconded by Mailliard that the communication from Randall F. Dickey, Chairman Assembly Air and Water Pollution Committee be referred to the City Engineer. Motion carried. Communication from State Compensation Insurance Fund in regards to a settlement offer by the Southern Pacific Railway Company in connection with injury to John D. Siple, Motorcycle Officer on March 8, 1949. Proposed offer is $700.00 to Officer Siple, $900.00 to the City of Vernon and $900.00 to State Compensation Insurance Fund, was read. It was moved by Trowbridge, seconded by Anderson that offer of settlement by the Southern Pacific Railway Company be approved. Motion carried. 1/ 33 2/21/50 Communication from Benjamine S. Rite, Registrar of Voters for Los Angeles County requesting use of City Hall, 4305 Santa fe Avenue or Fire Station 3365 Fruitland Avenue or Fire Station at 4-305 Santa Fe Avenue for polling place for primary election on June 6th and general election on November 7th 1950, was read. It was moved by Trowbridge, seconded by Anderson that the request of the Registrar of Voters be granted. Motion carried. Communication from Ducommun Metals & Supply Company requesting permission for employees to hold Minetrel Show in their assembly room at 489Q S. Alameda Street in April, was read. It was moved by Trowbridge, seconded by Mailliard that the request of the Ducommun Metals & Supply Company be granted. Motion carried. Communication from Chalk Metal Company requesting a permit to operate a warehouse to handle sheet and aluminum material at 2035 E. 46th Street, was read. It was moved by Mailliard, seconded by Trowbridge that the request of the Chalk Metal Company be granted. Motion carried. Communication from Sinclair Goldsmith, Inc. requesting a permit to conduct a food brokerage office at 3137 E. Vernon Avenue, was read. It was moved by Mailliard, seconded by Trowbridge that the request of 81nclair Goldsmith, Inc. be granted. Motion carried. Communication from Branch Bros. Signal Service Station requesting a permit to operate a hot dog stand on their premises located at 5200 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Trowbridge that the request of Branch Bros. be referred to the Fire Department. Motion carried. .. Communication from Davidson Butcher Supply Company requesting curb painting ay 3041 E. Vernon Avenue, was read. It was moved by Anderson, seconded by Trowbridge that the communication from Davidson Butcher Supply Company be filed and the matter referred to the Police Department. Motion carried. Communication from Moody Maid & Company requesting curb painting at 2335 E. 27th Street, was read. Itjwas moved by Anderson, seconded by Trowbridge that the communication from Moody Maid & Company be filed and the matter referred to the Police Department. Motion carried. Communication from All American Manui"acturing Company reqt requesting permit to haul refuse from premises of 2201 E. 51st Street, was read. It was moved by Anderson, seconded by Trowbridge that the communication from the All American Manui"acturing Company be filed and permit granted. Motion carried. Communication from Mission Dry Corp. requesting permit to haul refuse from premises of 5001 S. Soto Street, was read. Communication and report of F. H. Donnelly, Fire Chief, recommending that W. H. Pinchback Jr. be granted a temporary permit for three months to conduct a business of buying and selling in packaged, sacked and unsacked non-metallic and metallic minerals and metals at 2801 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Anderson that the recommendation of the Fire Chief be accepted and approved. Motion carried. Communication and report of F. H. Donnelly, Fire Chief, recommending that the Ross Machine Company be granted a permit to conduct a machine business at 5706 Santa Fe Avenue, was read. It was moved by Mailliard, seconded by Trowbridge that the recommendation of the Fire Chief be accepted and approved. Motion carried. Communication and report of F. H. Donnelly, Fire Chief, recommending that a permit be granted to Horn-Sullivan Company to operate a factory representative warehouse at 2146 E. 37th street, was read. It was moved by Anderson, seconded by Trowbridge that the recommendation of the Fire Chief be accepted and approved. Motion carried. Communication and report of F. H. Donnelly, Fire Chief, recommending that the Production Equipment Company be granted a permit to service and sell internal combustion engines at 2529 Chambers Street, was read. It was moved by Trowbridge, seconded by Mailliard that the recommendation of the Fire Chief be accepted and approved. Motion carried. Communication and. ,report of F. H. Donnelly, Fire Chief, recommending that a permit be granted to ilie Redwood Kiln Drying Company for drying green lumber in a forced hot air kiln at 3400 E. 26th Street, was read. It was moved by Anderson, seconded by Trowbridge that ther recommendation of the Fire Chief be accepted and approved. Motion carr ied. In Communication and report of B. A. Moeller,?: Refinery Fire Marshall, recommending that Robert Coler be granted a perm1t to manufact- ure prin~ed and plain paper bags at 2455 E. 27th Street, was read. Application l50~~ - Pacific Telephone Company to place 1 pole and 1 -anchor and ground brace and remove 1 pole and 1 anchor in S/S Fruitland Avenue, 700, 715, 718 and 738 ft. W/O Downey Road. . Application 15013 - General Petroleum Corp. to abandon storm drain connection in S/S Vernon Avenue, 108 ft. BfO Soto Street. Application 15014- General Refractories Corp. to pave shoulder area with 4 in. A.C. pavement in N/S Fruitland Avenue, 458 to 490 ft. E!O Boyle Avenue. Application l50l~ - General Petroleum Corp. to abandon sewer connection at 4300 S. Soto street. Application 15016 - Atlas Packing Company to connect additional plumbing facilities to sewer at 3501 E. Vernon Avenue. It was moved by Mailliard~ seconded by Trowbridge that applications 15010 to 15016 inclusive be filed and permits granted. Motion carried. Resolution No. Communication from Foster & Kleiser Company requesting permission to remove one acacia and one eucalyptus tree on west side of Soto Street, nort~ of Leonis Blvd., was read. It was moved by Anderson, seconded by Mailliard that the request of Foster & Kleiser Company be referred to the City Engineer with power to act. Motion carried. Resolution No. 1474 - a iesolution of the City Council of the City of Vernon, California, determining that the City of Vernon raise moneys by the issuance of bonds of said city to pay a part of the sum required by a judgement against said city and to pay for the City of Vernon's proportionate part of the cost of the acquisi- tion, construction and completion of a certain municipal improvement, and making findings relating thereto, was read. It was moved by Anderson, seconded by Trowbridge that 1474 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Trowbridge Noes: None Absent: Leonis . Resolution No. 1475 - a Resolution of condolence" of the City Council of the City of Vernon, on the passing of Thomas J. Furlong, City Clerk, of ,said City. ' ~ WHEREAS, Providence has seen fit to terminate the mortal career of our friend and colleague, Thomas J. Furlong he having passed into the Great Beyond on Saturday, the eleventh day of February, nineteen hundred and fifty; and WHEREAS, by this transition the City of Vernon has lost a valuable and conscientious public servant and citizen whose sterling worth and genial disposition endeared him to those who knew him best; and WHEREAS his official connection with the City of Vernon as City Clerk, from necember 27, 1906, to the time of his demise, has let an ineffaceable imprint upon the City Government; and WHEREAS, each member of the City Council feels deeply the loss thus sustained; "Sweet be thy rest and peaceful sleeping; God's way is best, thou art in his keeping.
