19500307 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON lIlARCH 7, 195'OM AT 2 0 'CLOCK P.M. IN THE COUI~CIL CHAMBERS OF THE CITY HALL, LOCATED AT 4305' SANTA FE AVIDnJE, VEffiiON, CALIFORNIA COUNCILMID~ PRESID~T: Anderson, Furlong, Ma~llard, Trowbridge COUNCILMEN ABSENT : Leonis The meeting was called to order by Mayor R. J. Furlong. It was moved by Trowbridge, seconded by Anderson that the minutes of the previous meeting be approved as read. Motion carried. Communication from Francis Bates, City Engineer, submitting resignation as City Engineer due to state of health, and upon advice of doctor that he devote less time to professional work. Resignation to be effective May 1, 195'0 and requesting 30 day leave of absence beginning April 1, 1950 during which time he would be available occasionally for consultation with his successor regarding matters pending in the Engineering and Water Departments, was read. It was moved by Trowbridge, seconded by Mailliard that under the circumstances related by City Engineer, Francis Bates, that his resignation be accepted with regrets. Motion carried. , . Communication from Francis Bates, City Engineer, recommending that the bid of MacIsaacs and Menke for construction of housing, etc for electric elevator in accordance with Specifications No. 15'1 in the a~ount of $7,108.00 be accepted, was read. It was moved by Trowbridge, seconded by Mailliard that all bids for the construction of housing, etc in accordance with Specifications No. 15'1 be rejected. Motion carried. Communication from Francis Bates, City Engineer, recommending that the bid of Otis Elevator Company for elevator installation in accordance with Specifications No. 15'2 in the amount of $10,5'5'9.00 be accepted, was read. It was moved by Trowbridge, seconded by Mailliard that all bids for the installation of elevator in accordance with Specifications No. 15'2 be rejected. Motion carried. Refund was submitted by ~.R. Molony Company in the amount of $432.70 on Public Official Bond of T.J.Furlong, City Clerk, deceased. It was moved by Trowbridge, seconded by Mailliard that the refund on Public Official Bond of T.J.Furlong be accepted. Motion carried. Report by Southern California Edison Company on franchise ordinances 5'03, 5'04 and 611 for period ending December 31, 1949 with checks in the amount of $266.5'7 and $5'27.64 attached, was read. It was moved by Anderson, seconded by Trowbridge that the franchise reports submitted by the Southern California Edison Company be referred to C. A. Heinze, Consulting Engineer for report. Motion carried. Report by Los Angeles Transit Lines on franchise ordinances 91, 5'21, 5'76 and 608 for period ending December 31, 1949 with check in the amount of $4,214.88 attached, was read. It was moved by Trowbridge, seconded by Anderson that franchise reports on ordinances 91, 5'21, 5'76 arid 608 submitted by the Los Angeles Transit Lines be accepted and filed. Motion carried. 4:3 3/7/50 Communication fram City of Los Angeles Board of Public Works advising that the assignment of $1,105.87 under Chapter 47, Statutes of 1944 (4th Extra Session) is not acceptable, was read. It was moved by Anderson, seconded by Trowbridge that the communication from the Board of Public Works, City of Los Angeles be referred to E. R. Young, Special Counsel. Motion carried. Communication from Lloyd Aldrich, City Engineer, City of Los Angeles submitting progress report No. 38 on Hyperion Activated Sludge Plant, was read. It was moved by Anderson, seconded by Trowbridge that the report of Lloyd Aldrich, City Engineer, City of Los Angeles on the Hyperion Activated Sludge Plant be referred to the City Engineer. Motion carried. It was moved by Anderson, seconded by Trowbridge that the request of the Stahl Lumber Company be referred to the City Engineer, and City Attorney. Motion carried. Communication from Los Angeles Nut House requesting a permit to manufacture 'a variety of food products at 4920 S. Soto Street, was read. It was moved by Trowbridge, seconded by Mailliard that the request of the Los Angeles Nut House be granted. Motion carried. Communication from North American Avation, Inc. requesting permit to conduct a business of storage of Government furnished parts for construction of aircraft at 5201 Santa Fe Avenue, was read. It was moved by Mail1iard, seconded by Trowbridge that the request of the North American Avation, Inc. be granted. Motion carried. It was moved by Trowbridge, seconded by Mai1liard that the request of Gus Kallas be referred to the Police Department. Motion carried. Communication from William Burke requesting permit to operate brake, motor tune-up and wheel alignment business at 4325 Santa Fe Avenue, was read. It was moved by Mailliard, seconded by Trowbridge that the request of William Burke be granted. Motion carried. Communication from Mary V. Doty requesting permit to operate a Trailer Park at 3121 E. Vernon Avenue, was read. It was moved by Trowbridge, seconded by Anderson that the request of Mary V. Doty be referred to the Police Department for report. Motion carried. Communication and report of E. Giles, Police Chief recommending that Los Angeles By*~roducts Company be granted a permit to operate the Metropolitan Pit at 2900 S. Alameda Street, was read. It was moved by Anderson, seconded by Mailliard ,that the recommendation of Police Chief, E. Giles be approved. Motion carried. 2. 44 3/7/50 Report of Vernon Industrial Development Association for period ending December 31, 1949 was received. It was moved by Anderson, seconded by Trowbridge that the report of the Vernon Industrial Development Association be filed. Motion carried. Communication from Compressed Gas Cylinders, Inc. requesting the rescinding or amending of Ordinance prohibiting parking on 54th Street between Soto Street and Boyle Avenue, was read. It was moved by Anderson, seconded by Mailliard that the communication from the Compressed Gas Cylinders, Inc. be referred to the Police Department. Motion carried. Communication from General Petroleum Corp. requesting curb painting at 2423 E. 28th Street, was read. It was moved by Anderson, seconded by Trowbridge that the communication from General Petroleum Corp. be filed, and the matter referred to the Police Department. Motion carried. Communication from E.K.Wood Lumber Co. requesting curb painting at 2335 E. 48th Street, was read. , It was moved by Anderson, seconded by Trowbridge that the communication from E.K.Wood Lumber Company be filed, and the matter referred to the Police Department. Motion carried. Report from County of Los Angeles Regional Planning Commission for fiscal year 1948-49 was received. It was moved by Anderson, seconded by Trowbridge that the report from the County of Los Angeles Regional Planning Commission be received and filed. Motion carried. Report of the Police Department was received. It was moved by Anderson, seconded by Trowbridge that the report of the Police Department be received and filed. Motion carried. Communication from The Bearing House, requesting permit to conduct a sales business of ball and roller bearings at 5408 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Mailliard that the request of The Bearing House be granted. Motion carried. Application 15032 - Southern California Water Co. to repair water mains at 2020 E. 45th Street. Application 15033 - Southern California Gas Co. to abandon gas service at 2408 E. 57th Street. Application 15034 Southern California Gas Co. to install gas service and remove old gas service at 2555 Chambers Street. A~plication 15035 - Southern California Gas Co. to drill and repair approximate 150 bar holes in E/S Alameda Street from 37th Street to Slauson Avenue. Application 15036 - Southern California Gas Co. to drill and repair 50 bar holes in E/S Alameda Street from 700 ft. to 850 ft. N/O Slauson Avenue. Application 15037 - Southern California-Gas Company to install 1~1n. gas service at 3055 E. 44th Street. 3. 4:5 3/7/50 Application 1504-6 - Los Angeles Paper Bag Co. to make sewer connection at 3055 E. 44th Street. Application 1504-7 - Los Angeles Paper Bag Co. to make sewer connection at 3055 E. 44th Street. Application 1504-8 - Los Angeles Paper Bag Co. to construct sidewalk and curb in NIS 44th Street, from Boyle Avenue to 500 ft. WI Boyle Avenue. Application 1504-9 - Western Insulated Wire Co. to make sewer connection at 2~2l E. 30th street. Application 15050 - Gates Rubber Co. to make sewer connection at 2850 E. 46th Street. The above applications numbered 15032 to 15050 incl. all having the approval of the City Engineer, and upon motion of Anderson, seconded by Trowbridge, the applications be filed and permits granted. Motion carried. Communication from Police Chief, E. Giles and City Engineer, Francis Bates, recommending the placing of traffic signals at the intersection of Boyle Avenue and Leonis Blvd., at an approximate cost of $2000.00 was read. It was moved by Anderson, seconded by Trowbridge, that the recommendation of the Police Chief and City Engineer be approved. Motion carried. Communication and report of Police Chief, E. Giles and City Engineer, Francis Bates, on request of the General Petroleum Corp. for traffic signals at 37th street and Soto Street. The Police Chief and City Engineer reported that they have investigated traffic conditions at the intersection and find that 37th Street is not a ~hrough street and dead ends at Soto Street, there being no traffic congestion at the inter- section except for a short peak period in the morning and evening . . and. that the expense of traffic signal installation at this time would not be warranted, was read. 4. 46 3/7/50 It was moved by Trowbridge, seconded by Mailliard that the recommendation of the Police Chief and City Engineer in regards to traffic signals at 37th Street and Soto Street be accepted. Motion carried. Communication from Francis Bates, City Engineer, in regards to communication from Pennzoil Company requesting permit to lay and maintain a 12 inch private sanitary sewer across 26th Street and to connect with private sewer in Bandini Blvd. The City Engineer recommends that the request of the Pe~~zoil Company for a permit to lay and maintain a private sewer across 26th Street, be filed, pending the development of a plan to dispose of the sewage from the entire area in a permanent manner, was read. It was moved by Trowbridge, seconded by Mailliard that the request of the Pennzoil Company be filed. Motion carried. Communication from the Coast Packing Company protesting against the establishing of Trailer Camps within their area, was read. It was moved by Anderson, seconded by Mailliard t~t the communication from the Coast Packing Company be referred to the Police Department. Motion carried. Communication from the G & N Foundry for a permit to operate a cast iron foundry at 3501 E. 26th Street, was read. It was moved by Anderson, seconded by Xrowbridge that the request of the G & N Foundry be referred to the Fire Department for a report.
