19500321 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON MARCH 21, 1950, AT 2 O'CLOCK P .H. IN THE COm~CIL CHANBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AvmruE, VERNON~ CALIFORNIA. COUNCILMEN PRESENT: Anderson, Furlong, Mailliard and Trowbridge COm~CILMEl\I ABSENT : Leonis The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Trowbridge that the minutes of the previous meeting be approved as read. Motion carried. Communication from Francis Bates, City Engineer, regarding sewer stoppage on January 17, 1950 in 27 inch sewer in Vernon Avenue between Jewel Avenue and Soto Street, and requesting an emergency approp- riation of $ 1969.38 for the cleaning. The following have been invoiced in the amounts of $328.23 as their prorate share or cost~ Luer Packing Company, Merchants Packing Company, Union Packing Company, United Dressed Beef Company, Cornelius Packing Company and Clougherty Packing Company, was read. Resolution No. It was moved by Trowbridge, seconded by Mailliard that the emergency appropriation of $1969.38 be allowed. Motion carried. Resolution No. 1481, declaring an emergency to exist in the maintenance in the maintenance of 27 inch sewer in Vernon Avenue, between Jewel Avenpe and Soto Street, and appropriating $1969.38 to remove stoppage from said sewer, was read. It was moved'by Trowbridge, seconded by Anderson that 1481 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Trowbridge Noes: None Absent: Leonis Report of Francis Bates, City Engineer on communication from Los Angeles County Flood Control District together with tax agree- ment for Los Angeles River Parcels No. 428 and 640 with request of approval of selling price pursuant to Section 3775 of the Revenue and Taxation Code. The City Engineer reports that the Flood Control District proposes to purchase from the State a fee title to the property over which they now have an easement for flood control purposes. The parcels lie south of the City of Vernon dump property and the purchase by the Flood Control District would not interferwith the operation of the City's property, was read. It was moved by Trowbridge, seconded by Mailliard that the report of the City Engineer be received and filed. Motion carried. Vommunication and report of C. A. Heinze, Consulting Engineer on franchise reports by the Southern California Edison Company on Franchise Ordinances 503, 50~ and 611 for period ending December 31, 1949 with checks in the amounts of $266.57 and 527.64 was read. It was moved by Trowbridge seconded by Anderson that the co~~unication and report of the ConSulting Engineer be received and filed. Hotion carried. . 49 3/21/50 Attorney L. C. Vierick for the Consolidated Pacific Investment Company addressed the City Council in regards to a building permit in Tract No. 14256 and facing on Vernon Avenue. City Engineer, Francis Bates, reported that no street improvement work had been started in the Tract and that all completed plans have not been filed in his office. Mayor Furlong then stated that the request for a permit would be taken under advisement. Report of C. A. Heinze, Consulting Engineer on operation of electrical system by the Southern California Edison Company for the month of January, 1950 was read. , It was moved by Anderson, seconded by Trowbridge that the report of the Consulting Engineer be ftled. Motion carried. Petition of protest filed by the Union Packing Company and 21 other packing plants against the operation of Trailer Courts with the packing house area, was read. It was moved by Anderson, seconded by Trowbridge that the petition be referred to the Police Department. Motion carried. Communication and report of Fire Chief, F.R.Donnelly, recommending that the request of G. & N. Foundry for ,permit to operate foundry at 3501 E. 26th Street, bj granted, was read. It was moved by Anderson, seconded by Trowbridge that the recommendation of the Fire Chief be approved. Motion carried. Communication from Machine Craft Manufacturing Company requesting permit for the manufacture and assembly of malt mixers and machine shop jobbing at 2235 E. 38th Street, was read. It was moved by Trowbridge, seconded by Mailliard that the communication be filed and permit granted. Motion carried. , I Comm<unication from Goss*Jewett & Company requesting permit to conduct a business of supplying laundry and dry cleaning establishments, soaps, sol~ents, cleaning compounds, etc at 4700 East 48th Street, was read. . It was moved by TrOWbridge, seconded by Anderson that the request of Goss-Jewett & Company be referred to the Fire Department. Motion carried. Communication from American Felt Company requesting pe~mit to produce cotton felt for upholstering at 5801 Alcoa Avenue, w~~ reag. '<. Communication from Direct Trucking Company requesting permit to conduct a trucking business at 2440 E. 26th Street, was read. It was moved by Trowbridge, seconded by Mailliard that the conmlunication from Direct Trucking Company be filed and permit granted. Motion carried. 2. 50 3/21/50 Comm.unication from Peterson-Heaton, Inc. requesting permit to manufacture sheet metal and light structural products at 2801 Santa Fe Avenue, was read. It was moved by Mailliard, seconded by Trowbridge that the cOEnunication from Peterson-Heaton, Inc. be filed and permit granted. Motion carried. Communication from Standard Steel Corporation request- ing curb painting at 5001 Boyle Avenue, was read. It was moved by Mailliard, seconded by Trowbridge that the cOEnunication be filed and the matter referred to the Police Department. Motion carried. ' Communication from Los Angeles Transit Lines request- ing a pedestrian safety zone at Pacific Blvd. and Santa Fe Avenue, was read. It was moved by Anderson, seconded by Trowbridge that the request of the Los Angeles Transit Lines be referred to the Police Department and City Attorney. Motion carried. Communication from Efren Ramirez requesting permit to haul refuse from premises of 2233 E. 37th Street, was read. It was moved by Mailliard, seconded by Trowbridge that the communication from Efren Ramirez be filed and permit granted. Motion carried. Communication from City of Maywood requesting consider- ation of striping white line on Slauson Avenue, west of Maywood Avenue, was read. It was moved by Anderson, seconded by Trowbridge that the communication from the City of Maywood be referred to the Police Department. Motion carried. Comrnunication from Fred Hurley requesting vacation leave from May 19th to June 3rd, 1950, was read. It was moved by Anderson, seconded by Trowbridge that the request of Fred Hurley be granted. Motion carried. The following applications all having the approval of the City Engineer were read. Application 15064 - Southern California Gas Company to install gas service at 5429 S. Boyle Avenue. Application 15065 - Southern California Gas Company to drill and fill bar holes to explore for gas leaks in W/S Santa Fe Avenue, from 100 ft. N/O 52nd street to 150 ft. S/O 52nd Street. Application 15066 - Southern California Gas Company to drill and fill bar holes to test for leaks in W/S Santa Fe Avenue from 100 ft. NjO 49th Street to 100 ft. S/O 49th Street. Applifation 15067 - Pacific Telephone & Telegraph Company to place 1 pole and 1 anchor and remove 1 anchor in W/S of 1st alley E/O Pacific Blvd. at 53, 65, 73 ft. Jarvis helief Driver and that one new hoseman be employed. The salaries of the new appointees to remain at thmir present rate until further order, was read. The request for the above appointments having been approved by the Board of Fire Commissioners. . It was moved by Mailliard, seconded by Trowbridge that the request of the Fire Chief be approved.
