MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON APRIL 4, 1950, AT 2 O'CLOCK

AVENUE. VERNON. CALIFORNIA.
COUNCIlMEN PRESENT: Anderson, Furlong, Mailliard and
Trowbridge
COUNCILMEN ABSENT : Leonis
The meeting was called to order by R. J. Furlong.
It was moved by Anderson, seconded by Trowbridge that
the mmnutes of the meetings held on March 21st and March 29, 1950 be
approved as read. Motion carried.
Mr. John Eells of Roddis Company, and Mr. Leo Stein of
N.M. Saunders Company addressed the City Council in regards to the issuing
of permits in Tract No. 14256. ,
Communication from the City of Huntington Park regard-
ing the modernization of traffic signals at Boyle and Slauson Avenue,
and advising that two of the signals are in the City of Vernon, and that
the approximate cost to the City of Vernon for the installation will be
approximate $1,100.00 was read. City Engineer, Francis Bates and Police
Chief, E. Giles recommended that the modernization of the traffic signals
be approved.
It was moved by Trowbridge, seconded by Anderson that
the communication from the City of HuntingtDn Park regarding the traffic
signals at Boyle and Slauson Avenues be referred to the City Attorney.
Motion carried.
Communication from Francis Bates, City Engineer, recommend-
ing the purchase of a calculating machine for the City Engineering office
to replace his personal machine, was read.
It was moved by Anderson, seconded by Trowbridge that
the recommendation of the City Engineer be approved. Motion carried.
Communication from Lloyd Aldrich, City Engineer for the
City of Los Angeles submitting Progress Report No. 39 in connection with
Hyperion Activated Sludge Plant, was read.
It was moved by Trowbridge, seconded by Mail1iard that
the report of the City Engineer of the City of Los Angeles be referred
to the City Engineer. Motion carried.
Communication from Commercial Packing Company requesting
a permit to conduct a meat packing business at 3811 Soto Street, was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication from the Commercial Packing Company be filed, and
permit granted. Motion carried.
Communication from Cornelius Livestock Commission Co.
requesting a permit to operate a livestock commission business at the
Union Stock YardS, was read.
It was moved by Mailliard, seconded by Trowbridge that
the communication from Cornelius Livestock Commission Co. be filed, and
permit granted. Motion carried.

permit to conduct a wholesale bakery business at 5320 Santa Fe Avenue,
was read.
It was moved by Trowbridge, seconded by Mailliard
that the communication from the Vienna Bakery Company be filed and
permit granted. Motion carried.
Communica tion from Earl W. Heple Trucking Company
requesting a permit to operate a dispatCh office at 2440 E. 26th Street,
was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication from Earl W. Heple Trucking Company be filed, and
permit granted. Motion carried.
Communication from Madsen Range Company requesting
a permit to manufacture and sell ranges and res;aurant equipment at
2lt30 East 30th Street, was read.
It was moved by Trowbridge, seconded by Mailliard that
the communication ~rom the Madsen Range Company be ~iled, and permit
granted. Motion carried.
Franchise report from the Southern California Gas
Company on ~ranchise ordinance No. 607 for period ending December 31,
19lt9 together with check in amount o~ $26,730.23 was received.
It was moved by Anderson, seconded by Mailliard that
the report of the Southern Cali~ornia Gas Company be ~iled. Motion carried.
Franchise report ~rom American District Telegraph
Company on franchise ordinance No. 166 for period ending February 28, 1950
together with check in amount of $2,379.85 was received.
It was moved by Trowbridge, seconded by Mailliard that
the report of the American District Telegraph Company be ~iled. ~otion
carried.
Franchise report ~rom Richfield Oil Company on
~ranchise ordinance No. 432 ~or period ending December 31, 19lt9 together
with check in amount of $200.00 was received.
It was moved by Anderson, seconded by Trowbridge that
the report of the Richfield Oil Company be filed. Motion carried.
Communication from Louis S. Craig requesting permit to
conduct a sales room ~or interior decorating items such as paints,
wallpaper, venetian bl~ds etc at lt536 District Blvd. was read.
It was moved by Anderson, seconded by Trowbridge that
the request of Louis S. Craig be referred to the Fire Department ~or
report. Motion carried.
Communication from the Bearing House requesting curb
painting at 5408 Santa Fe Avenue, was read.
It was moved by Trowbridge, seconded by Anderson that
the cOIr.tlnunication ~rom the Bearing House be ~iled, and the matter
re~erred to the Police Department. Motion carried.
Communication ~rom General Petroleum Corp. requesting
crossing and curb painting at 2535 E. 37th Street, was read.
It was moved by Anderson, seconded by Trowbridge that
the corr.tlnunication from the General Petroleum Corp. be ~iled and the
matter re~erred to the Police Department. Motion carried.

Communication from City of Huntington Park requesting
that consideration be given to the striping of white line in Slauson
Avenue, was read.
It was moved by Anderson, seconded by Trowbridge that
the communication from the City of Huntington Park be referred to the
Police Department. Motion carried.
COmInunication from Manuel Vasquez regarding the blowing
of sand and dust from the Sand craft Products Company into their restaurant
and air condition system at 2021 E. 38th Street, was read.
It was moved by Anderson, seconded by Trowbridge that
the communication from Manuel Vasquez be referred to the City Health
Officer for report. Motion carried.
Communication from Aero Mayflower Transit Company
requesting permit to operate an interstate motor carrier business at
26*5 S. Soto Street, was read.
It was moved by Mailliard, seconded by Trowbridge that
the communication from the Aero Mayflower Transit Company be filed,
and permit granted. Motion carried.
Communication from Atchison, Topeka and Santa Fe Railway
Company and concurred in by the Los Angeles Transit Lines for automatic
flasher signal lights at Pacific Blvd. and the Santa Fe R~ilway Harbor
Line crossing. Proposed cost to be divided between Santa e Railway
Company, Los Angeles Transit Lines and the City, was read.
It was moved by Anderson, seconded by Trowbridge that
the communication from the Santa Fe Railway Company and the Los Angeles
Transit Lines be referred to the City Engineer, City Attorney and
Police Department for report. Motion carried.
Communication from Police Chief E. Giles requesting
approval of vacation leave for officer H. S. Smiih from April 9th to
22nd, incl. was read.
It was moved by Anderson, seconded by Trowbridge that
the communication from E. Giles, Police Chief be filed and request
approved. Motion carried.
Communication from Police Chief, E. Giles submitting
vacation list for eligible members of the Police Departmenj was read.
It was moved by Anderson, seconded by Trowbridge that
vacation list submitted by Police Chief, E. Giles be approved.
Motion carried.
Communication and report of F. H. Donnelly, Fire Chief
recomL1ending that a permit be granted to American Felt Company to
produce cotton fel~ for upholstering at 5801 Alcoa Avenue, was read.
It was moved by Anderson, seconded by Trowbridge that
the recommendation of the Fire Chief be approved and permit granted
to the American Felt Company. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief
recommending that a permit be granted to Goss-Jewett & Company to
supply laundry and dry cleaning trades with soaps, solvents and cleaning
compounds at ~700 East 48th Street, was read.
It was moved by Trowbridge, seconded by Mailliard that
the recommendation of the Fire Chief be approved and permit granted
to Goss-Jewett & Company. Motion carried.
