19500418 Regular City Council Meeting - Minutes :f.1INUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON APRIL 18, i95'O IN THE COUNCIL CHMlJ3ERS OF THE CITY HALL LOCATED AT 4305' SANTA FE AVENUE~ VERNON~ CALIFORNIA COUNCILMEN PRESENT: Anderson, Furlong, Mailliard, Trowbridge COUNCILMEN ABSENT : Leonis The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Trowbridge that the minutes of April 4, 195'0 be approved as read. Motion carried. It was moved by Trowbridge, seconded by Mailliard that the minutes of April 10, 195'0 be approved as read. Motion carried. The City Clerk announced that this was the time and place set by law for the canvassing of votes for the General Municipal Election and Special Bond Election held on April 11, 195'0. The City CoUncil at this time canvassed the votes cast at said General Municipal Election and found the total number of votes cast at said election was 109, that the names of the persons voted for City Council were; Genevieve H. Anderson, Charles W. Trowbridge, James J. Kilty, J. M. Poxon and Samuel Oskey. The name of the person voted for the short te~ term for City Clerk was G. A. Anderson. The votes cast for the three offices of City Council were; CharlesW. Trowbridge 69 votes, Genevieve H. Anderson 67 votes, J. M. Poxon 66 votes, James J. Kilty 45' votes and Samuel Oskey 2 votes. The votes cast for the office of City Clerk were; G. A. Anderson 79 votes. ~ The City Council-ten canvassed the proposition of "Shall the salary of each member of the City Council of the City of Vernon be fixed at the sum of Fifty Dollars ($50.00) per month.l" The result of such canvass was Yes 74 votes and No 24 votes. After the canvassing of said votes of the General Municipal Election, Councilman Mailliard introduced Resolution No. 1483, a resolution of the City Council of the City of Vernon declaring the results of a General Municipal Election held on April 11, 1950 and moved its adoption which was seconded by Councilman Trowbridge' and the Notion carried. Ayes: Anderson, Furlong, Mailliard, Tro~lbridge Noes: None Absent: Leonis The City Council than canvassed the results of the votes cast at said Special Bond Election held on April 11, 1950, being Bond Proposition: Shall the City of Vernon fin raising moneys to pay its proportionate Share, to wit, the estimated sum of $2,000,000.00 of the cost of the sewage treatment plant and sewage disposal works (includ~ ing submarine outfall sewer) at Hyperion, as ordered by judgement of the Superior Court of Los Angeles County, of which estimated sum the City of Vernon has heretofore paid $700,000.00/ incur a bonded indebtedness in the principal sum of $1,300,000.00 for the purpose of paying the remaining part of its proportionate share of the cost of the acquisition, construction and completion of said municipal improvement, to wit; a sewage treatment plant and sewage disposal works (including submarine outfall sewer) at Hyperion, in which1 and in the Los Angeles City main trunk sewers leading thereto, the City of Vernon has and shall have capacity and a right of use to the extent of sixteen (16) cubic feet per second (said sewage treatment plant and sewage disposal works are now being constructed by and will be completed by the City of Los Angeles)? The total vote cast was 97 and the result of such canvass was Yes 92 votes and No 5 votes. L~ IT" utl After the canvassing of said votes of the Special Bond Election, Councilman Mailliard introduced Resolution No. 1484, a resolution of the City Council of the City of Vernon, California, stating the result of the canvass of election returns of the Special Bond Election held on April II" 1950, and moved its adoption, which was seconded by Councilman Trowbridge. Motion carried. Ayes: Anderson, Furlong, Mailliard, Trowbridge. Noes: None Absent: Leonis then seated. Councilmen elect; Anderson, Trowbridge and Poxon were The City Clerk elect was administered the constitutional oath of office and then proceeded to administer the constitutional oath of office to the duly elected councilmen, and issued certificates of election to the persons elected, and said certificated placed on file in the office of the City Clerk. It was moved by Trowbridge, seconded by Mailliard that the City Council be re9rganized and that Robert J. Furlong be elected Mayor of the City. The motion was carried unanimously. r ---"..==. Mayor Furlong then appointed the following committees. Finance, Auditing and Maintenance of City Buildings; Furlong, Trowbridge and Mailliard. Fire, Police" Water, Power and Sewer;~long, Poxon and Trowbridge. Street Maintenance, Purchasing and Library and Building; Furlong, poxon, Trowbridge, Anderson and Mailliard. Communication from the City Engineer referreing to franchise ordinance No. 624 and typographical error in description which reads; Tract No. 3347 in Book 38, and should read Tract 3347 in Book 36. The City Engineer recommended that ordinance No. 624 be referred to the City Attorney for proper proceedure to correct, was read. It was moved by Anderson, seconded by Trowbridge that the communication from the City Engineer regarding ordinance No. 624 be referred to the City Attorney. Motion carried. Communication and report of Fire Chief, F. H. Donnelly, recommending that a permit be granted to Louis S. Craig to conduct a sales room for interior decorating items as paints, wallpaper, venetian blinds etc. at 4536 District Blvd. was read. It was moved by Mailliard, seconded by Trowbridge that the recommendation of Fire Chief, F. H. Donnelly be approved. Motion carried. .. Communication and report of Dr. E. H. Hall, M.D. Health Officer on cow~unication from Manuel Vasquez in regards to sand ana dust blowing from the Sander aft Products Company into their restaurant and air condition system at 2021 E. 38th Street. Health Officer recommends that Sandcraft Products be notified to confine the sand and dust to its own premises as this is being done by other companies operating similar plants in this area, was read. It was moved by Trowbridge, seconded by Mailliard that the report of the Health Officer be approved. Motion carried. Communication from Pozas Bros. Trucking Company requesting a permit to operate a trucking business at 2535 E. 27th Street, was read. It was moved by Mailliard, seconded by Trowbridge that the communication from Pozas Bros. Trucking Company be filed and permit granted. Motion carried. Communication from G. F. Chandler and H.M. Verdugo request- ing a permit to operate a restaurant at 3301 E. Vernon Avenue, was read. 67 Upon a favorable recommendation by Police Chief, E. Giles, it was moved by Mailliard, seconded by Trowbridge that the communication of G. F. Chandler and N.M. Verdugo be filed and permit granted. Motion carried. Communication from Cummings Markets, Inc. requesting a permit to operate a grocery warehouse at 4433 E. ~9th Street, was read. It was moved by Trowbridge, seconded by Mailliard that the communication from Cummings Markets, Inc. be filed and permit granted. Motion carried. Communication from Angus-Campbell, Inc. requesting a permit to conduct an electrical supply business at 5320 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Trowbridge that the communication from Angus-Campbell, Inc. be filed and permit granted. Motion carried. Report of the Vernon Police Department, together with Petition of Protest, on the application of Mrs. Mary V. Doty for a trailer camp at 3121 East Vernon Avenue, was received and discussed. It was moved by Trowbridge, seconded by Poxon that the report of the Vernon Police Department be accepted, and the report and petition of protest ordered placed on file, and, in accordance with the report, the permit for a trailer camp be denied on the ground that the applicant had not complied with Ordinance No. 579 of the City of Vernon. Motion carried. Communication from Monarch Bearing Company requesting curb painting at 4435 Santa Fe Avenue, was read. It was moved by Mailliard, seconded by Trowbridge that the cow~unication from the Monarch ~earing Company be filed, and the matter referred to the Police Department. Motion carried. Communication from Los Angeles County Roa~ Uepartment ~n regards to traffic stripes within the city. The County Road epartment recommends that the agreement run for five years in place of one year to save the inconvenience of yearly renewal in case the City should desire the further service of the County Road Department, was read. It was moved by Mailliard, seconded by Trowbridge that the communicatio~ from the Los Angeles County Road Department be referred to the City Attorney. Motion carried. Report of C. A. Heinze, Consulting Engineer on operation of electrical system by the Southern California Edison Company for the month of February, 1950 was read. It.was moved by Anderson, seconded by Poxon that the report of C. A. heinze, Consulting Engineer be received and filed. Motion carried. Communication from Leo Stein for the N. M. Saunders Co. in regards to the issuing of building permits in Tract No. 1~256, was read. It was moved by Trowbridge, seconded by Poxon that the communication from Leo Stein be filed. Motion carried. 3. E8 Communication from F. J. Smith, 1825 Redondo Beach Blvd. Gardena, California, addressed to Mr. J. B. Leonis and presented to the City Council by Mr. Leonis in regards to the building of a Club House in Vernon, was read. It was moved by Poxon, seconded by Trowbridge that the communication from F. J. Smith be filed. Motion carried. Communication from City Engineer submitting Specif- ications No. 150, prepared and submitted by the Engineering Service Corp- oration, emgineers for the Consolidated Pacific Investment Company, for pavement, water mains and sewer improvements in Tract No. 14256. The City Engineer recommended that the Plans and Specifications be approved, was read. It was moved by Trowbridge, seconded by Mailliard that Plans and Specifications No. 150 be approved on the recommendation of the City Engineer. Motion carried. Resolution No. 1485 - a resolution of the City of Vernon approving Plans and Specifications No. 150 for street improvements in Tract No. 14256 together with Drawing No. Al-1105 Sheet 1, Sanitary Sewer Plan and Profile, Drawing No. A3-1l03 Sheets 1 to 7 incl. Pavement Plan and PrOfile, Drawing No. B4B-ll04 Sheet 1, Water Main Plan and Profile, Drawing No. AI-Il02 Sheet 1, Sanitary Sewer Plan and Profile, Drawing No. A3- 1100 Sheets 1 to 4 inl. Pavement Plan and PrOfile, and Drawing No. ~B-IlOl Sheet 1, Water Main Plan and Profile, was read. It was moved by Trowbridge, seconded by Mailliard that 1485 be approved and adopted. Motion carried. Ordinance No. 631 - an ordinance of the City of Vernon amending the legal description in Ordinance No. 624 of the City of Vernon was read in full for the first reading. Southern California Gas Co. to install 1 in. gas service a~ 2936 E. 46th Street. Southern California Gas Co. to make 9x4 ft. cut in pavement to repair gas main in E/S of west roadway of Alameda Street, 1 ft. S/O 41st Street. Application 15121 - Goldring Packing Co. to connect additional plumbing facilities at 31+61 E. Vernon Avenue to sewer. Application 15122 - National Lead Co. to abandon cesspool and fill at 3113 E. 26th Street. Application 15123 -White Rock Bottlers to connect additional plumbing facilities to sewer at 2151 E. 51st Street.
