COUNCILMEN PRESENT: Anderson, Furlong, Mai1liard, Poxon . and Trowbridge COUNCILMEN ABSENT : None The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Trowbridge that the minutes of the meeting held April 18th, 1950 be approved as read. Motion carried. It was moved by Trowbridge, seconded by Poxon that the minutes of the meeting held April 21st, 1950 be approved as read. Motion carried. Communication from the City Engineer, together with communication from K. B. Douglas, City Manager, City of Compton in regards to proposed formation of an association to be known as the ttCentra1 Basin Water Conservation Group", was read. It was moved by Anderson, seconded by Trowbridge that the communications from the City Engineer and the Central Basin Water Conservation Group be referred to the City Attorney and the City Engineer. Motion carried. Communication from the City Engineer approving request of John Matteis, Street Department Foreman for week vacation leave starting May 5, 1950, was read. It was moved by Anderson, seconded by Poxon approving request of John Matteis for vacation leaveof. one week starting May 5, 1950. Motion carried. Progress Report No. 40 submitted by Lloyd Aldrich, City En Engineer, City of Los Angeles on Hyperion Activated Sludge Plant for month ending March 31, 1950, was read. It was moved by Trowbridge, seconded by Poxon that the report of the City Engineer of the City of Los Angeles om the Hyperion Activated Sludge Plant be referred to the City Engineer. Motion carried. Communication from the Los Angeles Transit Lines request- ing permit for the removal of sand from property between Pacific Blvd. and Vernon Avenue, easterly of AtChison, Topela & Santa Fe Railway Company right- of-way, was read. . It was moved by Anderson, seconded by Poxon that the request of the Los Angeles Transit Lines be referred to the City Attorney and the City Engineer. Motion carried. Communica~ion from Fi1trol Corp. requesting that consider- ation be given for permit to cross E. 26th Street with private sewer, was read. Communication ~rom Carey Scale Company requesting a permit to conduct a business of selling, repairing and servicing o~ scales and packing house equipment at 38~3 S. Soto street, was read. It was moved by Trowbridge, seconded by Anderson that the request of the Carey Scale Company be ~iled and permit granted. Motion carried. Communication ~rom Mailler Searles, Inc. requesting a permit ~or sales and servicing o~ machinery and equipment at 4501 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Anderson that the communication from Mailler Searles, Inc. be ~iled and permit granted. Motion carried. Communication from Santa Fe Sales Corp. requesting permit to operate a retail ~urniture, appliance and home ~urnishing business at 5077 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Mailliard that the communication ~rom Santa Fe Sales Corp. be ~iled, and permit granted. Motion carried. Communication ~rom Union Pacific Railroad Company advising that the Rath Packing Company may acquire from the Union Pactl1c Company, property on Downey Road, north ~rom Leonis Blvd. ~or the purpose o~ smOking hams, bacon and pork products, making o~ sausage and the handling of packaged products and requesting information regarding zon!igcof property ~or this purpose, was read. It was moved by Anderson, seconded by Poxon that the communication ~rom the Union Paci~ic Railroad Company be re~erred to the City Attorney ~or interpretation of the zoning ordinance. Motion carried. Communication ~rom F. J. Sm1 th regarding a permit and license to operate a Draw Poker Club within the City was read. It was moved by Anderson, seconded by Poxon that the communication ~rom F. J. Smith be ~iled. Motion carried. Report of the Police Department was received. It was moved by Trowbridge, seconded by Mailliard that the report of the Police Department be filed. Motion carried. ardinance No. 631 - amending the legal description in Ordinance No. 624 was read for the 2nd reading. It was moved by Anderson seconded by Poxon that Ordinance No. 631 receive and pass a second reading. Motion carried. Ordinance No. 631 - amending the legal description o~ Ordinance No. 624 was read ~or the 3rd reading. 2. 76 It was moved by Poxon, seconded by Trowbridge that Ordinance No. 631 receive and pass a third reading, and be adopted. Noes: None Absent: None Communication from the City Engineer in regards to Well No. 3 located in City Hall Yard, and stating that it has been falling off production and requesting an appropriation of $428.50 to have pump p~led from well and ch~cked, was read. It was moved by Anderson, seconded by Poxon that the request of the City Engineer be approved. Motion carried. Communication and report from City Engineer, Chief of Police and City Attorney on the communication from the Atchison, Topeka & Santa Fe Railway Company and the Los Angeles Transit Lines for automatic Flasher signal lights and signals across Pacific Blvd., and the Santa Fe Railway Harbor Line crossing, cost to be divided between Santa Fe Railway Company, Los Angeles Transit Lines and the City of Vernon. The City Engineer, Police Chief and City Attorney recommended that the proposed installation of automatic flasher signals be approved, provided that the installation be made without cost to the City of Vernon, and further, that the City incur no expense in connection with the maintenance or repair of the signals, was read. It was moved by Trowbridge, seconded by Mailliard that the recommendation of the City Engineer, Chief of Police and the City Attorney be approved. Motion carried. Communication from Walter B. Hollingworth, Assistant City Engineer, submitting application for position of City Engineer, vacated by Francis Bates on May 1, 1950 due to retirement. This position also includes the duties of Water Superintendent, Sewer Engineer and Street Superintendent, was read. It was moved by Poxon, seconded by Mailliard that Walter B. Hollingworth be appointed City Engineer until further order by the City Council. Motion carried. . The following applications, all having the approval of the City Engineer were read. It was moved by Anderson, seconded by Poxon that the minutes of' the Committee on Street Maintenance, Water, Building, Library and Purchasing for December 20, 1949, January 3, January 17, February 7, February 21, March 7, March 21 and April 18, 1950 be approved. Motion carried. 5. 79 Ordinance No. 632 - an Ordinance of the City of Vernon regulating the establishment and-maintenance of automobile camps and automobile trailer camps within the City of Vernon, rixing a license therefor, providing a penalty for violation thereof, and repealing all conflicting Ordinances, or parts of Ordinances, was read. It was.moved by Trowbridge, seconded by Mailliard that Ordinance No. 632 receive and pass a first reading. Motion carried. Communication' from Carl A. Heinze, Consulting Engineer, submitting Partial Release and Conveyance under date of November 30, 1949 relating to electrical properties between Southern California ,Edison Company and the City of Vernon, was read. It was moved by Mailliard, seconded by Trowbridge that the Conveyance and Partial Release relating to electrical properties between Southern California Edison Company and the City of Vernon be referred to the City Attorney. Motion carried. . It was moved by Mailliard, seconded by Trowbridge that excavation applications numbered 15137 to l5l~ incl. be filed and permits granted. Motion carried.
