19500607 Regular City Council Meeting - Minutes AN ADJOURNED MINUTES OF NREGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD ON JUNE 7, 1950, AT 2 O'CLOCK P.M. IN THE COUNCIL CHA}ffiERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE~ VERNON~ CALIFORNIA. COUNCILMEN PRESENT: Anderson, Furlong, Mailliard, Poxon, Trowbridge CDUNCILMEN ABSENT : None The meeting was called to order by Mayor R.J.Furlong. It was moved by Anderson, seconded by Trowbridge that the minutes of the regular meetings held on May 16, 1950 and June 6, 1950 be approved as read. Motion carried. Ordinance No. 634, an Ordinance of the City of Vernon, California providing for the issuance of bonds of said city in the amount of $1,300,000. and repealing Ordinance No. 633, was read for a first reading. Mr. L.W. Butterfield, Attorney representing the Santa Fe Land Improvement Company, Central Manufacturing District, Inc. Los Angeles Union Stock Yards Com~any, Los Angeles Junction Railway Company and the Atchison, Topeka & Santa Fe Railway Company, addressed the City Council and voiced a verbal protest against the method of issuing $1,300,000. sewer bonds, and requested that his protest be recorded before a vote be taken on Ordinance No. 634. v It was moved by poxon, seconded by Trowbridge that Ordinance No. 634 receive and pass a first reading. Motion carried. Resolution No~ 1491, of the City Council of the City of Vernon, California, directing the City Clerk to publish Notice Inviting Sealed Propo~a1s for $1,300,000. sewage disposal bonds, 1950 of said city. It was moved by Anderson, seconded by Poxon that Resolution approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliar~, Poxon, Trowbridge. Noes: None Absent: None No. 1491 be Communication from City Engineer requesting authority to employ Mr. Candelario Quintana as semi-skilled laborer in Street Department at rate of $8.00 per day, effective May 27, 1950 was read. It was moved by Trowbridge, seconded by Mailliard that the request of the City Engineer be approved and granted. Motion carried. Communication from City Engineer requesting authority to employ Mr. Alexander Canales as semi-skilled laborer in Street Department at rate ofn$8.00 per day, effective May 25, 1950, was read. It was moved by Anderson, seconded by Trowbridge that the request of the City Engineer be approved and granted. Motion carried. Communication from City Engineer recommending payment to the City of Los Angeles of $2 683.99 for paving and remodeling of curbs and roadways of Alameda Street at railroad crossings at 25th, 41st, 55th streets and Vernon Avenue, subject to approval of City Attorney, was read. It was moved by Poxon, seconded by Trowbridge that claim of the City of Los Angeles in connection with recent installation of traffic control signals and improvements in the amount of $2,683.99 be paid on proper auditing and approval by City AttQrney. Motion carried. Si 61:7%,0 Communication from City Engineer recommending pay- ment to the Southern Pacific Company of $14,878.81 subject to approval by City Attorney, as City of Vernon share of cost in connection with traffic signal installations in Alameda Street in accordahce with D6cisions Nos. 40858 and 41171 of the Public utilities Commission, was read. It was moved by Anderson, seconded by Trowbridge that claim of Southern Pacific Company for $14,878.81 in connection with traffic signal installations in Alameda Street be paid upon proper auditing and approval of City Attorney. Motion carried. Communication and report No. 41 submitted by the City Engineer of the City of Los Angeles on Hyperion Activated Sludge Plant was received. It was moved by Poxon, seconded by Trowbridge that report No. 41 submitted by the City Engineer of City of Los Angeles on Hyperion Activated Sludge Plant be referred to the Vernon City Engineer. Motion carried. Franchise report from Pacific Telephone & Telegraph Company on Franchise Ordinance No. 108 for year ending April 22, 1950, together with check in amount of $26,504.48 was read. It was moved by Trowbridge seconded by Poxon that the check in the sum of $26,504.48 and franchise report of the Pacific Telephone and Telegraph Company be received and filed. Motion carried. Communication from Moore Machinery Company requesting permit to conduct an office and warehouse at 3876 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Trowbridge that the request of Moore Machinery Company be granted. Motion carried. Communication from H. C. Spinks Clay Company requesting permit to operate warehouse and office at 2149 E. 37th Street, was read. It was moved by Trowbridge, seconded by Poxon that the request of H. C. Spinks Clay Company be referred to the Fire Department. Motion carried. Communication from Damac Sales Company requesting permit to conduct a retail merchandising business at 5077 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Poxon that the request of the Damac Sales Company be granted. Motion carried. Communication from Chas. 0.. Kallman Lumber Company, requesting permit to conduct a business of fabricating and selling of lumber at 3~00 E. 26th Street, was read. It was moved by Trowbridge, seconded by Mailliard that the request of Chas. O. Kallman Lumber Company be granted. Motion carried. Communication from Western Transport Company requesting permit to operate a trucking business at 2860 S. Alameda Street, was read. It was moved by Trowbridge, seconded by Mailliard that that the request of the Western Transport Company be granted. It was moved by poxon, seconded by Trowbridge that the request of the Los Angeles Paper Bag Company'be granted. Motion carried. Communication from Sylvania Electric Products, Inc. requesting permit to conduct a sales office and warehouse at 2936 E. 46th Street, was read. It was moved by Trowbridge, seconded by Mailliard that the request of the Sylvania Electric Products Co. Inc. be granted. Motion carried. Communication from Oscar Mayer & Company requesting a permit to conduct a business of buying, selling and storing of meat and related products at 3301 E. Vernon Avenue, was read. It was moved by Mailliard, seconded by Poxon that the request of Oscar Mayer & Company be granted. Motion carried. Communication from S & S Industries requesting a permit to conducta business of automotive and household specialties, cleaners, pOlishes, cosmetic items, etc. at 2410 E. 57th Street, was read. It was moved by Mailliard, seconded by Trowbridge that the request of S. & S. Industries be referred to the Fire Department. Motion carried. Communication from WID. I. Burns International Detective Agency requesting a permit for the guarding of private property within the city, was read. It was moved by Trowbridge, seconded by Mailliard that the request of Wm. J. Burns International Detective Agency be referred to the Police Department. Motion carried. ' Communication from Central Check Cashing Co. requesting permit to conduct a check cashing business at 4901 Santa Fe Avenue, was read. It was moved by Trowbridge, seconded by Poxon that the request of the Central Check Cashing Co. be referred to the Police Department. Motion carried. Communication from A-I Catering Service requesting a permit to operate a lunch vehicle within the city, was read. ~t was moved by Anderson, seconded by Trowbridge that the request of A-I ~atering Service be referred to the Police Department. Donnelly, Fire Chief, recommending that permit be granted to Wittig Company to conduct an importing business ofmgiftware at 2064 E. 27th Street, was read. It was moved by Trowbridge, seconded by Mailliard that the recommendation of F.H.Donnelly, Fire Chief be approved and permit granted Wittig Company. Motion carried. Communication from F. H. Donnelly, Fire Chief, recommend- ing that a permit be granted to Industrial Analysis to conduct a material inspection and consultation service at 2909 E. 54th Street, was read. It was moved by Poxon, seconded by Trowbridg~ that the recommendation of F.R.Donnelly, Fire Chief be approved and permit granted the Industrial An41ysis to conduct a material inspection and consultat- ion business at 2909 E. 54th Street. Donnelly, Fire Chief, recommending that a permit be granted the Rubber Products Inc. to conduct a rubber product business at 4615 Hampton Street, was read. It was moved by Anderson, seconded by Trowbridge that the recommendation of F. H. Dorn~elly, Fire Chief be approved and permit granted the Rubber Products Inc. Motion carried. Communication from Gilmore Steel Company requesting curb painting at 4820 Santa Fe Avenue, was read. Communication from C.B.S. Steel & Forge Company requesting curb painting at 3321 E. Slauson Avenue, was read. Communication from Clougherty Packing Company request- ing curb painting at Vernon Avenue and Soto Street, was read. It was moved by Anderson, seconded by Poxon that the requests from Gilmore Steel &-~Q~ge Company, C.B.S. Steel & Forge Company and Clougherty Packing Company for curb painting be referred to the Police Department. Mo~ion carried. Communication from Gates Rubber Company requesting permit to haul refuse from premises of 2850 E. 46th Street, was read. Communication from Los Angeles Paper Bag Company requesting permit to haul refuse from premises of 3055 E. ~4th Street, was read. Itbwas moved by Trowbridge, seconded by Poxon that the communications from Gates Rubber Company and Los Angeles ~aper Bag Company be filed and permits be issued for the hauling of refuse over and upon city streets. Motion carried. Communication from Union PacifiG Railroad Company requesting street lights at railroad crossings at bandini Blvd. and Downey Road, and track crossing Soto Street to serve the Sears, Roebuck warehouse and the California Walnut Growers Association, was read. It was moved by Anderson, seconded by Poxon that the communication from the Union Pacific Railroad Company'be referred to the City Engineer and C.A.Heinze, Consulting Engineer. Motion carried. Communication from Vernon Industrial Development Association in regards to the negotiation of new contract as of 3uly 1, 1950 was read. ' It was moved by Poxon, seconded by Trowbridge that, the communication from the Vernon Industrial Development Association be referred totthe City Attorney and a committee for a report. Motion carried. Communication from Newmarket Company in regards to converting their plant at 2535 E. Vernon Avenue for the making and canning fresh and frozen Qog food under U.S. Government inspection, was read. It was moved by Anderson, seconded by Poxon that the communication from Newmarket Company be taken under advisement. Motion carried. Report of C. A. Heinze, Consulting Engineer on operat- ion of electrical system by the Southern California Edison Company for the month of April, 1950 was read. It was moved by Anderson, seconded by Trowbridge that the report of C.A. Heinze Consulting Engineer be received and filed. ~lotion carried. 4. It was moved by Trowbridge, seconded by Poxon that the report of the Los Angeles County Grand Jury Jails Committee be received and filed. Motion carried. Communication from City Engineer requesting authority to employ Mr. T. J. Jelfs as Assistant Inspector, effective June 16, 1950 at salary of $300.00 per month to August 1, 1950 and after August 1, 1950 at salary of $325.00 per month, was read. It was moved by Mailliard, seconded by Anderson that the request of the City Engineer be approved. Motion carried. Communication from City Engineer and City Attorney in regards to the proposed formation of Central Basin Water Conservation Group, was read. It was moved by Trowbridge, seconded by Mailliard that the communication from the City Engineer and City Attorney in regards to the Central Basin Water Conservation Group be filed. Motion carried. Communication and report of City Engineer and City Attorney in regards to letter from Los Angeles County Flood Control District under date of May 2, 1950 together with agreement provided for the purchase by the Flood Control District of portion of lot 12 of Jno. R. Taylor Vernon Avenue Villa Lots, under tax sale, was read. It was moved by Trowbridge, seconded by Mailliard that the report of the City Engineer and City Attorney in regards to letter from Los Angeles County Flood Control District be approved. It was moved by Poxon, seconded by Trowbridge that the request of Frank D. Davis be referred to the Fire Department. Motion carried. Resolution No. 1492- a resolution of the City of Vernon authorizing contract with the County of Los Angeles for the paint- ing of traffic stripes on the streets of the City of Vernon, was read. . Noes: None Absent: None Resolution No. The City Attorney made a verbal report on the comm- unication from the Union Pacific Railroad Company advising that the ~ath Packing Company may acquire from the Union Pacific Company, property on Downey Road, north of Leonis Blvd. for the purpose of smoking hams, bacon and pDrk products, making of sausage and the handling of packaged products, and requesting information regarding the zoDigg of proposed location for this purpose. The City Attorney reported that if the Rath Company were to do no killing or feeding of livestock the property in his opinion could be used for the above mentioned Qperations, however a formal application should be made by the Rath Packing Company stating their proposed operations. , It was moved by Anderson, seconded by Trowbridge that the Union Pacific Railroad Company be advised of the City Attorney's report Motion carried.
