IN THE COUNClL CIIDIBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AJ'ENUE, VERNON.. CALIFORNIA. COUNCILMEN PRESENT: Anderson, Furlong, Mailliard, Poxon COUNCILMEN ABSENT : Trowbridge The meeting was called to order by Mayor R.J.Furlong. It was moved by Anderson, seconded by Poxon that the minutes of a regular meeting held on August 1, 1950, be approved as read. Motion carried. Communication from Morton Steel Products Company request- ing permit to warehouse and sell steel products at 2332 E. 38th Street, was read. It was moved by Anderson, seconded by Mailliard that the request of Morton Steel Products Company be granted. Motion carried. Communication from Marjac Company requesting permit to manufacture wood composition products under pressure . and heat at 3285 E. Slauson Avenue, was read. It was moved by Poxon, seconded by Mailliard that the request of Marjac Company be referred to the Fire Department. Motion carried. Communication from California Batching Equipment Company requesting permit to fabricate rock and sand storage equipment at 2100 E. 27th Street, was read. It was moved by Poxon, seconded by Mailliard that the request of the California Batching Equipment Company be granted.. Motion carried. Communication fram Adolph R. Martinez requesting permit to operate lunch truck within the city, was read. It was moved by Anderson, seconded by Poxon that the request of Adolph R. Martinez be referred to the Police Department. Motion carried. Communication and report of Fire Department on application of Central Welding Works for permit to conduct business of metal fabricat- ing at 2344 E. 38th Street. Fire Department recommends that permit be granted. It was moved by Anderson, seconded by Poxon that the recommendation of the Fire Department be approved, and permit granted to the Central Welding Works for metal fabricating at 2344 E. 38th Street. Motion carried. Communication and report of Carl A. Heinze, Consulting Engineer on check in the amount of $192,487.50 submitted by the Southern California Edison Company for Light & Power Bond Interest and nedemptions due October 1, 1950 and April 1, 1951. Consulting Engineer reports that amount tendered is in agreement with city records, was read. It was moved by Poxon, seconded by Mailliard that the report of the Consulting Engineer be filed, and the check be accepted. Motion carried. Communication from Carl A. Heinze, Consulting Engineer, advising that the records of the Southern California Edison Company's Vernon Office have been verified as reported to the City for the period of May 30, 1949 to May 29, 1950, was read. 12:1 8/15/50 It was moved by Anderson, seconded by Mallliard that the communication and report of the Consulting Engineer be received and filed. Motion carried. Communication from the General Petroleum Corporation requesting curb painting on north-side of 37th Street, approximately 1700 ft. east of Santa Fe Avenue, was read. It was moved by Anderson, seconded by Mailliard that the request of the General Petroleum Corporation be referred to the Police Department. Motion carried~ Communication from Fairbanks, Morse & Company requesting the painting of cross-walk at Soto Street and 4-6th Street, was read. It was moved by Mailliard, seconded by Poxon that the request of Fairbanks, Morse & Company be referred to the Police Department. Motion carried. Communication from Fairbanks, Morse & Company requesting curb painting on 46th Street, west of Soto Street, was read. It was moved by Mailliard, seconded by Poxon that the request of Fairbanks, Morse & Company be referred to the Police Department. Motion carried. Communication from the United States Steel Products Company requesting curb painting at 5100 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Mailliard that the request of the United States Steel Products Company be referred to the Police Department. Motion carried. Communication ffom Central Welding Company requestiDg permit to remove refuse over the streets from premises located at 231.;4 E. 38th Street, was read. It was moved by Poxon, seconded by l-1ailliard that the request of the Central Welding Company for the hauling of refuse over the streets be granted. Motion carried. Communication from Fibreboard Products Company request- ing permit to remove refuse over the streets from premises located at 4444 Pacific Blvd. was read. It was moved by Poxon, seconded by Mailliard that the request of the Fibreboard Products Company for the hauling of refuse over the streets be granted. Motion'carried. C6mmunication from Sears, Roebuck & Company requesting refund on 1950 license paid for Terminal Freight Handling Company, was read. It was moved by Anderson, seconded by Poxon that the communication from Sears, Roebuck & Company be referred to the City Attorney. Motion carried. Communication from Stauffer Chemical Company requesting permission to replace old sulphuric acid plant at 3200 E. 26th Street with new plant capable of manufacturing 200 tons of sulphuric acid per day, was read. It was moved by poxon, seconded by Mailliard that the request of the Stauffer Chemical Company be referred to the City Engineer, Health and Fire Uepartments. Motion carried. Notice of hearing before the Pqblic Utilities Commission on application of Los Angeles Transit Lines and Aacific Electric Railway Company for authority to adjust fare zone limits and adjust and increase certain rates, August 16, 1950 at 10:A.M. in the Commission's Chambers, .1.. . ~. Motion carried. Report submitted by Los Angeles Transit Lines on estimated results of operation, July 1950 through December 1950 under present fares, and calendar year 1951 under present fares, and at fares proposed in Application No. 31599, was read. It was moved by Poxon, seconded by Mailliard that the report on estmmated operations filed by the Los Angeles Transit Lines be referred to the Vernon Industrial Development Association. Motion carried. Copy of testimony to be given by Stanley M. Lanham, Director of Planning of Los Angeles Transit Lines at hearing on August 16, 1950 before Public utilities Commission, was read. . It was moved by Poxon, seconded by Mailliard that the copy of testimony to be given by the Los Angeles Transit Lines before the Public Utilities Commission be referred to the Vernon Industrial Development Association. Motion carried. Copy of testimony and exhibits to be presented by the Pacific Electric Railway Company at hearing on August l6, 1950 before the Public Utility Commission, was read.. It was moved by poxon, seconded by Mailliard that the copy of testimony and exhibits presented by the Pacific Electric Rail- way Company be referred to the Vernon Industrial Development Associat- ion. Motion carried. Report submitted by the Vernon Industrial Development Association for period ending June 30, 1950 was received. It was moved by Anderson, seconded by Mailliard that the report submitted by the Vernon Industrial Development Association be filed. Motion carried. Communication and report submitted by J.M. Lowery, County Auditor on the various assessed valuations in the city for year 1950-51 was read. It was moved by Anderson, seconded by Poxon that the communication and report from the County Auditor be filed. Motion carried Ordinance No. 636 An Ordinance of the City of Vernon fixing the amount of money necessary to be raised by taxation upon taxable property within said city as a revenue to carryon the various departments of such municipal corporation for the fiscal year commenc- ing July 1, 1950, and to pay the bonded or other indebtedness of said City of Vernon, or any portion or district thereof, was read for a second reading. It was moved by Poxon, seconded by Mailliard that Ordinance No. 636 receive and pass a second. reading. Motion carried. Ordinance No. 636 An Ordinance of the City of Vernon fixing the amount of money necessary to be raised by taxation upon taxable property within said city as a revenue to carryon the various departments of such municipal corporation for the fiscal year commenc- ing July 1, 1950, and to pay the bonded or other indebtedness of said City of Vernon, or any portion or district thereof, was read for a third and final reading. It was moved by Poxon, seconded by Anderson that Ordinance No. 636 receive and pass a third reading and be adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Poxon. Communication and report by City Engineer on Amendment No. 174 to the Master Plan of Highways by the Los Angeles Regional Planning Commission, was read. City Engineer reports that Amendment No. 174 has been withdrawn by the Regional Planning Commission. that It was moved'by Anderson, seconded by Mailliard that the communication and report of the City Engineer on Amendment No. 174 to the Master Plan of Highways be filed. It was moved by Anderson, seconded by Poxon that the report of the Consulting Engineer on operations of electrical 'system by the Southern California Edison Company for the month of June, 1950 be filed. Motion carried. Communication from City Engineer with letter of Joseph P. Lopez attached requesting permission to widen driveway to residence at 2024 E. 45th Street, was read. City Engineer recommends that widening be done in accordance with present standards which require cement concrete apron and depressed curb with four foot distances. It was moved by Mailliard, seconded by Poxon that the communication from the City Engineer be filed and the recommendations be approved. Motion carried. Communication from City Engineer submitting communicat- ions under date of June 27, 1950 and August 7, 1950 from the Assembl~ Interim Committee on Conservation, Planning and Public Works of the alif- ornia Legislative Assembly requesting information on proposed public works projects planned by the City during next five years, was read. It was moved by Poxon, seconded by Mailliard that the communications from the City Engineer and Assembly Interim Committee be referred to the City Engineer for report back to City Council, Motion carried. were read.
