MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD ON SEPTEMBER 5', 195'0, AT 2 OICLOCK
P. M. IN THE COmWIL CHAMBERS IDF THE
CITY HALL LOCATED AT 1+305' SANTA FE AVENUE,
VERNON, CALIFORNIA
COUNCILMEN PRESENT: Anderson, Mailliard, Poxon, Trowbridge
COUNCILMEN ABSENT: Furlong (present later)
The Mayor of the City being absent, the City Clerk
called the meeting to order and requested that a Mayor pro-tem be elected,
for the meeting.
It was moved by Poxon, seconded by Anderson that
Councilman Trowbridge act as Mayor pro-tem. Motion carried.
It was moved by poxon, seconded by Anderson that the
minutes of August 15', 195'0, be approved as read. Motion carried.
Communication from W.B.Hollingworth, City Engineer,
together with communication from Carl Wilson, Consulting Water Supply
Technologist in regards to monthly fee for water analyses, was read.
The City Engineer recommended an increase in fee from $5'0.00 per month
to $100.00 per month for services rendered by Carl Wilson, Consulting
Water Supply Technologist. '
It was moved by Anderson, seconded by Mail11ard that the
recommendation of the City Engineer be approved and the increase in fee
be allowed Carl Wilson, Water Supply Technologist. Motion carried.
,..Communication from W. B. HOllingworth, City Engineer,
advising that the rtegional Water Pollution Control Board No. ~ requests
that the City of Vernon be represented on the Los Angeles River Pollution
Committee, was read. The City Engineer recommended that he be authorized
to attend the meetings or have a representative attend.
It was moved by Mailliard, seconded by Poxon that the
recommendation of the City Engineer be approved, and that he or a representative
attend the meetings of the Regional Water Pollution Control Board No. 1+.
Motion carried.
Communication from W.B.Hollingworth, City Engineer, request-
ing authority to attend the American Water Works Association convention in
San Diego on October 21+th to 27th inclusive, 195'0 and that an appropriation
not to exceed $15'0.00 for necessary expenses be allowed, was read.
It was moved by Mailliard seconded. by Poxon that the
request of the City Engineer be approved. Motion carried.
Communication and report of City Engineer, Fire Department
and Health Uepartment on application of Stauffer Chemical Company to replace
old sulphuric acid plant at 3200 E. 26th Street, was read.
It was moved by Mailliard, seconded by Poxon that the
report and recommendations from the City Engineer Fire Department and
Health Vepartment on application of Stauffer Chemical Company be approved
and filed. Motion carried.
Communication from W. A. Smith, Chairman of Los Angeles
County Board of Supervisors urging the adoption of an ordinance requiring
all communists and persons belonging to certain organizations of doubtful
loyalty be registered, was read.
It was moved by poxon, seconded by Anderson that the
communication from W. A. Smith, Chairman of Los Angeles Ceunty Board of
Supervisors be referred to the City Attorney and the Police Department.

Franchise report' of Union Oil Company on franchise,
ordinance No. 585 for period ending December 31, 19~9, together with
check in amount of $60.45 was read.
It was moved by Anderson, seconded by Poxon that the
franchise report of the Union Oil Company be received and filed. Motion
carried.
Communication from Yis-Ro~ Packing Company requesting
permit to conduct a meat business at 3501 E. Vernon Avenue, was read.
It was moved by Poxon, seconded py Mailliard that the
request of the Yis-Royal Packing Company be granted. Motion carried.
Communication from Magnaflux Corporation requesting
permit to conduct a business of manufacturing laboratory testing equip-
ment on Alcoa Avenue near Fruitland .Avenue, was read.
It was moved by Anderson, seconded by Poxon that the
request of the Magnaflux Corporation be referred to the Fire Department.
Motion carried.
Communication fromJohnson Machinery Company requesting
permit to conduct a machinery business at 24l6.E. Vernon Avenue, was read.
It was moved by Mailliard, seconded by Poxon that the
request of Johnson Machinery Company be granted. Motion carried.
Communication from T. L. McMinn requesting permit to
operate Olsen's Cafe at 4312 Alcoa Avenue, was read.
It was moved by Poxon, seconded by Mailliard that the
request of T. L. McMinn be referred to the Police Depa~tment. Motion carried.
Communication from Signal Trucking Service requesting
permit to operate warehouse for general commodities at 4455 Fruitland
Avenue, was read.
It was moved by Anderson, seconded by Poxon that the
the request of Signal Trucking Service be granted. Motion carried.
Communication from Irving Breacher requesting permit
to operate transfer business at 2l2l.t-JE. 51st Street, was read.
It was moved by Mailliard, seconded by Poxon tha~ the
request of Irving Breacher be granted. Motion carried.
Communication from Davidson-MarkT requesting a permit
to operate a meat and provision business on premises of National Ice &
Cold Storage Company, 5050 S. Alameda Street, was read.
It was moved by Mailliard, seconded by Anderson that
the request of Davidson-Marty be granted. Motion carried.
Communication from Solar Manufacturing Corp. requesting
a permit for the manufacturing of electronic parts at 2060 E. 46th Street,
was read.
It was moved by Poxon, seconded by Mailliard that the
request of the Solar Manufacturing Company be granted. Motion carried. .
Communication from Hampton Engineering Company requesting
a permit to conduct a machine shop and tool and die business at 4615
.tiainpton Street, was read.
It was moved by Anderson, seconded by Mailliard that the
request of Hampton Engineering Company be granted. Motion carried.

permit to conduct a wholesale coffee roasting and distributing business
at 4618 Pacific Blvd., was read.
It was moved by Poxon, seconded by Anderson that the
request of Huggins-Young Company be referred to the Fire Department.
Motion carried.
Communication from U. S. Growers & Shippers Service
requesting permit to operate a cold storage warehouse at 3261 E. 46th
Street, was read.
It was moved by Poxon, seconded by Mailliard that the
request of the U.S. Growers & Shippers Service be granted. Motion carried.
, Communication from Bernard Feigin (Southern California
Dry Kiln Company) requesting a permit to conduct a business of drying
lumber at 3200 Bandini Blvd., was read.
It was moved by Poxon, seconded by Anderson that the
request of Bernard Feigin be referred to the Fire Department. Motion
carried.
Communication from Alden Equipment Company requesting
a permit to operate an equipment sales business at 2336 E. 52nd Street,
was read.
It was moved by Poxon, seconded by Mailliard that the
request of Alden Equipment Company be granted. Motion carried.
, Communication from Downie Bros. requesting permit to
erect a 40'xl20'xlO' wall tent for Wood & Cies, 2034 E. 48th Street,
from September 10th to September 15, 1950 during television shOW, was read.
It was moved by poxonl seconded by Mailliard that the
request of Downie Bros. be granted. Mot on carried.
Communication from Buehler Tank & Welding Company request-
ing curb painting at 5000 Pacific Blvd., was read.
It was moved by Mailliard, seconded by Poxon that the
request of Buelher TaWt & Welding Company be referred to the Police
Department. Motion carried.
Communication from leliance Steel Company requesting
curb painting at 37th and Ross Street!, was read.
It was moved by Mailliard, seconded byPoxon that the
request of the Reliance Steel Company be referred to the Police Department.
Motion carried.
Communication ffom Tube Sales requesting curb painting
at 5400 Alcoa Avenue, Was'read.],
It was moved by Mailliard, seconded by Poxon that the
request of the Tube Sales be referref to the Police Department. Motion
carried.
Communication from Progressive Varnish Works requesting
curb painting at 3137 E. 26th Street, was read.
It was moved by Mailliard, seconded by Poxon that the
request of the Progressive Varnish Works be referred to the Police
Department. Motion carried.

Communication from Automatic Fire Protection Company
requesting curb painting at 5101 Pacific Blvd., was read.
It ~as moved by Mailliard, seconded by Poxon that the
request of the Automatic Fire Protection Company be referred to the
Police Department.. Motion carried.
Progress report No. 44 submitted by Lloyd Aldrich,
City Engineer, City. of Los Angeles on Hyperion Activated Sludge Plant
for the month ending July 31, 1950, was received.
It was moved by Anderson, seconded by Mailliard that
the repo~t submitted by the City Engineer of the City of Los Angeles on
Hyperion Activated Sludge Plan~ for the month ending July 31, 1950, be
referred to the Vernon City Engineer. Motion carried. .
Communication and report of E. Giles, Chief of Police
on application of William Thomas Auger requesting permit to operate
ice cream distributing units on city streets, was read. Police Chief
recommended that request be denied. due to heavy and fast moving traffic.
It was moved by Mailliard, seconded by Poxon that
the request of William Thomas Auger be denied on recommendation of
Police Chief. Motion carried.
Communication and report of F. H. Donnelly, Fire Chief,
on application of Marjac Company for permit to conduct a business of
manufacturing wood composition articles at 3285 E. Slauson Avenue, was
read. Fire Chief recommends that permit be granted.
It was moved by Anderson, seconded by 1-1ailliard that
recommendation of Fire Chief be approved and permit granted to Marjac
Company. Motion carried.
Communication from F. H. Donnelly, Fire Chief, request-
ing permission to attend International Association of Fire Chiefs to be
held in San Francisco from September 11th to 16th, 1950, was read.
It was moved by Poxon, seconded by Mailliard that
the request of F.H.Donnelly, Fire Chief, for permission to attend meetings
of International Association of Fire Chiefs be granted. Motion carried.
Communications from Mr. L.C. Newman, Fred H. Colvin
and San Capra requesting consideration on next vacancy of municipal
houses, was read.
It was moved by Anderson, seconded by Poxon that the
request of L. C. Newman be considered and approved on the next municipal
house vacancy. Motion carried.
Report of Carl A. Heinze, Consulting Engineer, on
operation of electrical system by the Southern California Edison Company
for month of July, 1950, was read.
It was moved by Mailliard, seconded by Poxon that
the report of the Consulting Engineer on operation of electrical system
by the Southern California EJ11son Company for month of July, 1950, be
received and filed. Motion carried.
Communication and report of W. B. HOllingworth,
City Engineer, and C. A. Heinze Consulting Engineer, on street light
survey made pursuant to instructions of June 20, 19;0, was read.
It was moved by Poxon, seconded by Mailliard that
the report of the City Engineer, and Consulting Engineer, on street
light survey be approved. Motion carried.

. Communication from County of Los Angeles Road
~epartment regarding the proposed widening and improvement of Downey
Road and requesting the adoption of resolution granting consent and
jurisdiction to the County of Los Angeles to acquire all necessary
easements and rights of way required for said proposed widening and
improvement over lands lying within the limits of City of Vernon, was
read.
It was moved by Poxon, seconded by Anderson that
the request of the Los Angeles County Road Department be referred to
the City Attorney and City Engineer. Motion carried.
Communication from W. B. Hollingworth it. City Engineer,
and C. A... Heinze , Consulting Engineer, in regards to street light at
intersection of Boyle Avenue and Randolph street installed at the
request of the Axelson }'f..a.nufacturing Company on November 7, 191+1+, was
read. The City Engineer and Consulting Engineer, recommend that the
city assume the maintenance of this light on and after No~ember 7, 1950.
It was moved by Anderson, seconded by Poxon that
the recommendation of the City Engineer and the Consulting Engineer be
approved, and that the city assume the maintenance of street light at
intersection of Boyle Avenue and Randolph.Street as of November 7, 1950.
Motion carried.
Report of the City Engineer on major improvements
contemplated during next five years to be submitted to the Assembly
Interim Committee on Conservation, Planning and Public Works, was read.
It was moved by poxon, seconded by Mailliard that
the report of the City Engineer be approved. Motion carried.

and took his seat.
Mayor Furlong submitted the ,name of Vincent R. Poxon
to fill the office of City Treasurer for the unexpired term of F. G. French,
deceased.
It was moved by Mailliard, seconded by Trowbridge that
Vincent R. Poxon be appointed as City Treasurer for the unexpired term
of F. G. French. Motion carried.
Demands on the General Fund in the amount of
$22,065.29 were read.
